No. EDN-(B)-F(4)-5/2014-L.—In exercise of the power conferred by proviso to Article

309 of the Constitution of India, the Governor, Himachal Pradesh, in consultation with

Himachal Pradesh Public Service Commission, is pleased to make the following Rules further

to amend the "Himachal Pradesh, Higher Education Department Post Graduate Teacher,

Class -III (Non-Gazetted) Recruitment and Promotion Rules, 2010 notified vide this Department

notification of even number dated 20th Sept, 2010 namely:-"

Short title and commencement.—(1) These rules may be called the Himachal

Pradesh Higher Education Department, Post Graduate Teacher, Class-III (Non-Gazetted),

Recruitment and Promotion (2nd Amendment) Rules, 2016.

(2) These rules shall come into force from the date of publication in the Rajpatra,

Himachal Pradesh.

Amendment of Annexure-A.—In Annexure-A to the Himachal Pradesh Higher

Education Department, Post Graduate Teacher, Class- III (Non-Gazetted) Recruitment and

Promotion Rules,2010 for the existing provisions against Col.No. 7 the following shall be

substituted, namely:—

(d) Post Graduate Teacher (Mathematics): Mathematics/Applied Mathematics.

(e) Post Graduate Teacher (Physics): Physics/Electronics/Nuclear Physics.

Post Graduate Teacher (Chemistry):- Chemistry/Bio-chemistry.

Teacher

(Biology):—Biology/Zoology/life

Microbiology/Bio-

Technology/Molecular Biology/Plant Physiology provided they have studied

Botany and Zoology at Graduation level.

(h) Post Graduate Teacher (Home Science): Home Science

(j)

Post Graduate Teacher (Music): Music/Instrumental/Vocal. (Instrumental /Vocal)

(k) Post Graduate Teacher (History): History

Post Graduate Teacher (Geography): Geography.

(m) Post Graduate Teacher (Commerce): Commerce with Accountancy/Financial

Accountancy and Income Tax as major subjects of study. Holders of Degree of

MFC (Master of Finance Control) are also eligible for the post of Post Graduate

Teacher in Commerce.

(n) Post Graduate Teacher (Economics): Economics/Applied Economics /Business

Economics.

(o) Post Graduate Teacher (Political Science): Political Science.

(p) Post Graduate Teacher (Informatics Practices): Informatics Practices.

(a) B.E or B. Tech. in Computer Science/Information Technology or equivalent

degree from a recognised University/ Institute.

B.E. or B. Tech (any stream) from a recognised University/ Institute and Post Graduate

Diploma in Computer Science/Technology/Applications or equivalent from a recognised

University/Institute.

M.Sc. (Computer Science )/MCA or equivalent from a recognised University/Institute.

Post Graduate Degree in Mathematics/Physics from a recognised University with Post

Graduate Diploma in Computer Science /Applications from a recognized University /Institute.

"B" or "C" level course from DOEACC, Society- Ministry of Information and

Communication Technology.

(b) Experience of teaching of five years or more as Computer Teachers in

Schools of Himachal Pradesh.

(ii) Proficiency in teaching in Hindi and English.

Professional Qualification :—(i) Bachelor of Education (B.Ed.) as professional

qualification from recognized University/Institution with minimum 50% marks.

Two years integrated M.Sc. Ed. course or an equivalent course from a recognized

University.

(ii) Post Graduate Teacher (Informatics Practices) are exempted from B.Ed:

(iii) For M.Com Candidates, B.Ed. qualification will not be essential till the expiry of

period of three years from the date H.P. University allows B.Com/M.com.

Candidates to undertake B.Ed. Degree/Course

NOTE:—

(i)

In case of Post Graduate Teacher in Biology the candidate must have qualified Post

Graduate Degree of M.Sc. in Botany/Zoology/Life Science /Micro Biology/Bio-

Technology/Molecular Bio Plant Physiology provided they have studied Botany and

Zoology at graduation level.

(ii) In case of Post Graduate Teacher in Commerce, the candidate must have passed

M.Com. from a recognized University.

(iii) The candidates having Master Degree in Public Administration are eligible for the

post of Post Graduate Teacher in Political Science .

(iv) In case of Science subjects i.e. Physics, Chemistry and Biology; candidates must have

obtained the degree of M.Sc. as regular candidates. However, the candidates who

have obtained the degree of M.Sc. or admitted in M.Sc. through distance education

mode prior to 6-4-2010 for the subjects are also eligible.

Desirable Qualification(s):—Knowledge of Customs, manners and dialects of

Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the

Pradesh ".

Terms & Conditions:—

1. The appointment will be made on contract basis initially for one year, which may be

extendable on year to year basis.

2. The contract appointee will be paid consolidated fixed amount @ `16,600/- per month

(in the pay band of Rs. 10300-34800+ 4200 Grade Pay). The amount shall be equal to

initial of the Pay Band + Grade Pay+50% of Grade Pay. An increment @ 3% on

consolidated contractual amount will be allowed if contract is extended on year to year

basis. No amount will be paid for period of absence.

3. The service of the contract employee will be purely on temporary basis. The

appointment is liable to be terminated in case the performance/conduct of the contract

appointee is not found satisfactory.

4. The private practice of any kind, whatsoever, is strictly prohibited.

5. The contract appointee shall not confer any right to incumbent for the regularization in

service at any stage.

6. The contract appointee will be entitled for one day casual leave after putting one month

service. However, the contract employee will also be entitled for 10 days medical leave

and 5 days special leave. He shall not be entitled for Medical Reimbursement & LTC

etc. No leave of any other kind except above is admissible to the contract appointee.

Provided that he shall submit the certificate of illness/fitness issued by the

Medical officer, as per prevailing instructions of the Government.

Provided that the un-availed Casual Leave, Special Leave and Medical Leave can

be accumulated upto the calendar year and will not be carried forward for the next

calendar year.

Un-authorized absence from duty without the approval of the Controlling Officer shall

automatically lead to the termination of the contract. The contract appointee shall not

be entitled for contractual amount for this period of absence from duty.

8. An Officer appointed on contract basis who have completed three years tenure at one

place of posting will be eligible for transfer on need based basis wherever required on

administrative grounds.

9. The Contract appointee will be entitled to TA/DA, if required to go on tour in

connection with his official duties at the same rate as applicable to regular counterpart

officers at the minimum of Pay scale.

10. Provisions of service rules like FR SR, Leave Rules, GPF Rules, Pension Rules &

Conduct rules etc. as are applicable in case of regular employees will not be applicable

in case of contract appointee.

11. They will sign an agreement to be executed between the Contract Appointee and the

Government of Himachal Pradesh before joining his duty in the Department of

Industries.

The candidate will furnish written acceptance of appointment offered to them within 10

days on receipt of the appointment orders to the Principal Secretary (Industries) to the Govt. of

Himachal Pradesh, Shimla-2; failing which the offer of appointment shall be treated as cancelled.

In case of acceptance of appointment, he will submit their joining reports in the office of

Section Officer, Industries-A, Room No. 215, Armsdale Building, H.P. Secretariat, Shimla, Ph.

No.0177-2880436, within 10 days positively. They are also directed to bring the original

testimonials, certificates etc. for checking and verification.

Waqf Act, 1995 as amended and Waqf Properties Lease Rules, 2014, the following Schedule

Rates for leasing out the waqf properties within Himachal Pradesh has been approved by the

Board vide item no. 2 in its meeting held on 24-02-2016. These rates shall be effective from
