2011, as in force in the areas comprised in Himachal Pradesh immediately before 1st November,
1966 and as in force in the Territories transferred to Himachal Pradesh under Section 5 of the
Punjab Re-Organization Act, 1966 (31 of 1966) and by virtue of the powers of the Financial
Commissioner (Excise), conferred on me under Section 9 of the said Act, read with the Himachal
Pradesh (Excise Powers and Appeal) Orders, 1965, I, Pushpendra Rajput, Excise and Taxation
Commissioner, Himachal Pradesh hereby make the following further amendments in the Himachal
Pradesh Liquor License Rules, 1986 (hereinafter called the ‘said rules’) as amended from time to
time, with immediate effect :—
AMENDMENTS
In the said rules.-
After clause (e) of sub-rule 38 (1-AA) of the Himachal Pradesh Liquor License Rules, 1986,
the following procedure will be followed by the concerned authorities while allowing storage of
stock of liquor of other manufacturer(s)/supplier(s) in the L-1S licensed godown of a L-1S
licensee:—
An application by the L-1S licensee will be filed in the office of the AETC/ETO I/c of the
district alongwith following documents:
(a) Copy of the license in Form L-1S duly granted by the competent authority valid upto
the end of the current financial year;
(ii) Copy of the license in Form D-2, D-2A, BWH-2, B-1, L-1B, L-1BB, L-1C, S-1A and
S-1B etc. of the licensee who wants to stock his liquor products in the L- 1S godown of
the afore-mentioned applicant licensee duly issued by the competent authority and
valid by the end of the current financial year;
(iii) Copy of agreement/mutual consent between L-1S licensee and other licensee(s) who
wants to store his liquor products in the godown of L-1S licensee(s)
(iv) Copy of the liquor brands required to be stored with L-1S licensee renewed by the
competent authority valid by the end of current financial year;
(v) AETC/ETO I/c of the district of the concerned district will forward the case to the
concerned Collector (Excise) of the Zone;
(vi) L-1S Licensee(s) shall allow the storage of liquor products of other licensee(s) in his
godown only after getting the name of such intending manufacturer/supplier endorsed
on his L-1S license from the concerned Collector (Excise) of the Zone with the prior
approval of the Excise & Taxation Commissioner, HP;
(iii) Copies of such endorsement on the licence of a L-1S licensee will be sent to the
Managing Director, Himachal Pradesh Beverages Limited, concerned Zonal Collecors
(Excise), District in-charges and officer in-chagre of the manufactury in whose
jurisdiction such L-1S licensee(s) and other licensee who intends to store his liquor
products in the godown of such L-1S licensee exist.
