Terms and Conditions for the appointment of Director i.e. Director (Civil), Director (Technical),
Director (Operation) & Director (Personnel) in Himachal Pradesh State Electricity Board Limited
(HPSEBL):—

1.
Term.—The period of appointment will be 5 years or 60 years of age, whichever event
occurs earlier. The appointment may, however, be terminated even during this period by either side
on three (03) months notice or on payment of three (03) months salary in lieu thereof. After the
expiry of the first year, the performance of the incumbent will be reviewed to enable the
Government to take a view regarding continuation or otherwise for the balance period of tenure.
2.
Eligibility.—(i) The incumbent shall be a citizen of India.
(ii) Age.—Minimum of 45 years and maximum 57 years as on 01st January of the year of
advertisement for the post.
3.
Qualification.—(1) Director (Civil).—The Incumbent should be an Engineering
Graduate in Civil (B.E./B. Tech.) with good academic record from a recognized University/
Institution. 25 years of experience with at least 10 years of experience in hydro sector and
constructions work and minimum 5 years service in the scale of `14300- `18600 +CDA (Pre-
revised).
(2) Director (Technical).—The Incumbent should be an Engineering Graduate in Electrical
(B.E./B. Tech.) with good academic record froma recognized University/Institution. At least 25
years of experience with at least 10 years of experience in hydro sector and Electrical works and
minimum 5 years service in the scale of `14300- ` 18600 +CDA (Pre-revised).
(3) Director (Operation).—The Incumbent should be an Engineering Graduate in
Electrical (B.E./B. Tech.) with good academic record from a recognized University/Institution. At
least 25 years of experience with at least 10 years of experience in hydro sector and Electrical
works and minimum 5 years service in the scale of `14300-`18600 +CDA (Pre-revised).
(4) Director (Personnel).—The Incumbent should be an Graduate with good academic
record from a recognized university with Post Graduate Degree/Diploma in Personnel Management
or Business Administration with Personnel Management/Industrial Relations. He should have
adequate experience at a senior level in various aspects of personnel management in an
organization of repute.
4.
Pay Scale.— ` 37400-67000/- + GP `10000/-(initial pay of ` 54700/-). Officers of
Central & State Govt., CPSUs & PSUs and Boards & Corporations of the State Government, if
selected for the above post, their salaries shall be fixed under F.R. 22 read with decision No. 28 or
further any instructions issued by Finance department of H.P. Government. If a person is appointed
as Director and he is in receipt of pension from Government, the pay of such person shall be
reduced by an amount equal to the gross amount of pension drawn by him. In case of All India
Service Officers, they may draw their salary as per their own pay scale. No further annual
increment will be release to the incumbent on reaching maximum pay scale.
5.
Headquarter.—His headquarter
will be
at
Shimla
where the
registered
office/headquarter of the Company is located. He will be liable to serve in any part of the Country
at the discretion of the HPSEBL.
6.
Dearness Allowance.—He would be paid DA in accordance with the new CDA
schemes.
7.
Company leased Residential Accommodation/HRA and recovery of rent for the
accommodation so provided.—(a) Company’s own accommodation.—wherever the HPSEBL has

built residential flats in the industrial township or purchased residential flats in the cities,
arrangements would be made by the HPSEBL to provide a suitable residential accommodation to
Directors.
(b) Leased accommodation.—If the HPSEBL does not have residential accommodation in
its own township or is not able to provide residential accommodation out of the residential flats
purchased by it in other cities, then in that situation, accommodation could be arranged by the
HPSEBL by taking the premises on lease basis at headquarter of the Company by paying a rent
upto the limit fixed for Directors as per HPSEBL rules. Any additional rent would have to be borne
by officer. The Board of HPSEBL will have the flexibility to review and provide for an adequate
level of lease accommodation for the Director.
(c) Self Lease.—If Directors owns a house at the place of his posting and is desirous of
taking their own house on self lease basis for his residential purposes, the HPSEBL can permit him
to do so provided he executes a lease deed in favour of the HPSEBL as per HPSEBL rules and as
per within entitlements.
(d) Payment of House Rent Allowance.—If the HPSEBL is not in a position to arrange
residential accommodation to Directors out of its residential quarters or even on lease basis or if
Directors prefers to stay in a house taken by them on rent basis or make his own arrangement; he
can be paid HRA as applicable to the Director of HPSEBL as per rules.
(e) Furnishing of Residential Accommodation.—The Directors will be provided semi
furnished accommodation with monetary ceiling of ` 25,000/. (twenty five thousand only).
Furnishing would remain the property of the Company i.e. HPSEBL.
8.
Conveyance.—As per Company Rules enforced from time to time. The Directors shall
be entitled for the Company’s owned attached vehicle. Other rules for entitlement shall be as per
rules of HPSEBL approved by the BOD from time to time.
9.
Leave.—The Directors shall remain subject to the leave rules of the HPSEBL and
leave sanctioning authority will be Managing Director.
10. Annual increments.—The Directors shall be eligible to draw annual increment on the
anniversary date of his appointment in the scale and further increment on the same date in
subsequent years until the maximum of pay scale is reached. One stagnation increment equal to the
rate of last increment drawn will be granted after completion of every two years period counting for
increment from the date he reaches the maximum of his pay scale. He will be granted a maximum
of three such increments.
11. Medical Facilities.— The Director shall be entitled to medical reimbursement and
facility as may be applicable to the executives of the HPSEBL.
12. Telephone Facility.—As per company Rules of HPSEBL.
13. Contributory Provident Fund and Gratuity.—The Director shall be governed for
these benefits as per the Rules of HPSEBL.

14. Productivity Linked Incentive Scheme.—Wherever this scheme has been introduced
by the HPSEBL the benefit of incentive payments under the existing Productivity Linked Incentive
Scheme would also be extended to the Director.
15. Other benefits and perquisites.—The Director shall be entitled to Medical Facilities,
Travelling Allowance, Leave Travel Concession, Disability Leave, etc. in accordance with the
Rules of HPSEBL.
16. Conduct, Discipline and Appeal.—The Director shall be governed by the HPSEBL
Conduct, Discipline and Appeal rules. Followings Disciplinary Authority will be the competent
authority:—
(a) For imposition of minor penalties- Chairman
(b)
For imposition of major penalties-State Govt.
17. Restriction on joining Private Commercial Undertakings after retirement.—After
retirement from the Service of the Board, he shall not accept any appointment or post, whether
advisory or administrative, in any firm or Company whether Indian or Foreign, with which the
Company has or had business relations within one year from the date of his retirement, without
prior approval of the Government. The term retirement includes resignation, but not the cases of
those whose term of appointment was not extended by Government for reasons other than proven
misconduct. The term ‘business relation’ includes ‘official dealings’ as well.
18. Other conditions.—Anything not covered under the above rules, HPSEBL rules shall
apply as are applicable to senior executives.
