No.Tsm-A(3)-8/2015.—Whereas, the draft Himachal Pradesh River Rafting (Amendment)
Rules, 2016 were published in the Rajpatra, Himachal Pradesh on 5-7-2016 vide Notification
No.Tsm-A(3)-8/2015 dated 29-6-2016 for inviting objection(s)/suggestions(s) from the general
public, as required under section 64 of the Himachal Pradesh Tourism Development and
Registration Act, 2002 (Act No.15 of 2002) ;
And whereas, no objection(s)/suggestion(s) has been received in this behalf during the
stipulated period ;
Now, therefore, in exercise of the powers conferred by section 64 of the Himachal Pradesh
Tourism Development and Registration Act, 2002 (Act No. 15 of 2002), the Governor of Himachal
Pradesh is pleased to make the following rules, further to amend the Himachal Pradesh River
Rafting Rules, 2005 published in the Rajpatra, Himachal Pradesh on 8-7-2005 vide this Department
notification No.Tsm-F(5)-9/2000 dated 10-6-2005, namely :—
1. Short title.— These rules may be called the Himachal Pradesh River Rafting
(Amendment) Rules, 2016.
2.
Substitution of rule 9.—For rule 9 of the Himachal Pradesh River Rafting Rules,
2005 (hereinafter referred to as the said rules), the following rule shall be substituted, namely :—
“9.Equipments required for carrying out operation.—Each operator shall arrange for the
following equipments before he is permitted to carry out the operation and at the time of
inspection the Technical Committee shall check each equipment and shall get the same
stamped through the Tourism and Civil Aviation Department, Himachal Pradesh, namely:—
(1) two rafts with no leaks (standard equipment certified by national or international
agency as specified under clause (2) of this rule);
(2) eighteen White Water Rafting Coast Guard approved Life Jackets Type 5/3 or
Eighteen White Water Rafting Jackets of equivalent type certified by any national or
international certifying agencies including the following:—
(i) US Coast Guard,
(ii) CE (Communaute Europeene),
(iii) EN (European Norms),
(iv) ISO (International Standards Organisation),
(v) IRS (Indian Register of Shipping),
(vi) Director General of Shipping ,India,
(vii) BIS (Bureau of Indian Standards ),
(viii) SOLAS (Safety Of Life At Sea),
(ix) UL (Underwriters Laboratories),
(x) IMO (International Maritime Organisation,

(xi) EC (European Commission),
(xii) EU (European Union),
(xiii) MED (Marine Equipment Directive),
(xiv) FTL (Fleetwood Testing Laboratory),

(3) twelve Paddles (standard equipment certified by national or international agency as
specified under clause (2) of this rule);
(4) two frames;
(5) six oars, preferably wooden oars;
(6) eighteen Helmets (standard equipment certified by national or international agency as
specified under clause (2) of this rule);
(7) three throw bags. (standard equipment certified by national or international agency as
specified under clause (2) of this rule);
(8) two Pumps;
(9) six Flip Lines;
(10) two Repair Kits;
(11) two First Aid Kits;
(12) wetsuits for winter operation i.e. during November to February (standard equipment
certified by national or international agency as specified under clause (2) of this rule);
(13) garbage bags to be carried at all times;
(14) insurance cover of each of the participants and crew members of minimum Rs. two
lacs each;
(15) straps;
(16) bowline;
(17) guides must have current first aid licence;
(18) dry bags;
(19) communication set up for rescue;
(20) any other thing decided by the technical committee, and
(21) special inflatable raft; minimum 14 ft maximum 22 ft which are compartmentalized
and unsinkable which should be maneuvered by an oar / paddle combination.”.
3. Amendment of rule 11.—In rule 11 of the said rules, for clause (d), the following
clause shall be substituted, namely :—

“(d) he has rafters / instructors/ river guides, who are to accompany the trip, equipped
with personal life jackets and helmets at all times. The life jackets shall have a minimum
buoyancy of 22.5 lbs per sq. inch and shall be type five or type three US Coast guard
approved or jackets of equivalent type certified by national or international certifying
agencies, as specified in rule 9 of these rules, with a provision of ensuring a snug fit by
straps. The life jacket shall be worn correctly. Inflated life jackets and Keyhole type
lifejacket shall not be permitted. All river guides shall ensure that all the lifejackets and
helmets are snugly fitted on the participants before start of the trip. The list of the
equipments and accessories recommended shall be displayed and available at all times at
the rafting site and with the rafters/instructors/river guides;”.

In partial modification of this Office Order even No. 103652, dated 18-10-2016 the both
sides of following roads is hereby declared as No Parking Zone for all kind of Vehicles:—

The road leading from Auto Stand (Saproon) towards District and Session Judge
residence.
2.
The road leading from Circular Road towards Jawaharpark, Solan.
3.
The road leading from Saproon Pickup Union office towards Kaleen to end of
Ambulance Road near Nalha, Ward No. 14.
