of Language, Art & Culture.

Grant-in-aid scheme for religious institutions Archaeological

monuments and Archaeological sites

Objectives:

The provision of grant-in-aid for the religious institutions and ancient monuments has been

made under Language and Culture Department Grant-in-aid Rules 1981 (As amended in 2004).

Eligibility:

(I) (a) Any religious institution which is :

•

culturally rich.

•

a centre of faith.

•

built according to the traditional architecture of that area.

•

historical

•

significant in terms of architecture for the repair of buildings.

(b) to maintain in original ancient form and for conservation & preservation of any

ancient monument or archaeological site, which is more than 50 years old, .

any natural calamity.

the structure, which has completed its life and is beyond repair.

the structure which is not worth repairable due to the technical reasons. to

reconstruct it with the similar material & architecture.

(II) In religious institutions or Monuments or Archaeological sites:

•

to check the encroachment and protection,

•

for boundary walls in its premises,

•

for the construction of retaining wall to prevent it from collapse,

•

for chakka stone flooring with the local stones in its courtyard,

•

for the management of water drainage system, the grant-in-aid will be given.

3. Prohibition:

1. If the religious institution or ancient monument or archaeological site is the property of

an individual then no grant shall be given. Grant will be provided only to public property or

religious institution and monuments constructed on government land.

2. No grant will be provided for the construction of new religious institutions.

3. Temples included in ‘Himachal Pradesh Hindu public religious institution and

charitable endowment act, 1984 schedule-1 and under Himachal Pradesh ‘Ancient and Historical

Monuments and Archaeological sites and remains Act, 1976’, state protected Monuments and

under ‘Ancient Monuments and Archaeological sites and remains act, 1958’, Central protected

monuments are not eligible for grant.

Publicity of Scheme:

Under this scheme proposals will be invited through advertisements in three leading

newspapers of the state twice in a year (in the last week of May and September month)

Procedure:

Applicant will first submit the following document to the department through District

Language Officer, which will ensure that the religious institutions and monuments fulfil the

objectives and preliminary conditions prevailing under this scheme.

A. Uniform formalities for all proposals.—1. Jamabandi and Tatima of the land where

religious institutions and monuments exist.

2. Concerned Form-3 must be duly signed by the concerned Patwari where the building

of monuments and religious institution is built.

3. Grant-in-aid Form-I should be recommended by the Deputy Commissioner.

4. Survey Form-2 should be filled up.

Attach details of the proposed work of the building.

An Affidavit should be submitted by the applicant that no grant has been from

received from any other department or organisation or person. In case, any grant has been received

full particulars should be furnished. Affidavit will be attested by the concerned Tehsildar (Form-8).

7. Any other such certificates or document, which is required necessarily for the

satisfaction of department, can be asked during or after investigation of the proposal.

8. The grantee should present affidavit/undertaking relating to grant according to Form-8.

Form-7 is to be filled and attached, if the religious institution/ monument is related to

special component plan.

B. Proposals regarding religious institutions which are culturally rich:

1. Detailed description of importance of religious institution and its worship history,

architecture and available art and antiquities in it, and worship fairs and Festivals to be organised.

2. Enclose four coloured photographs of religious buildings (5x7 inches minimum in

size) covering the four directions in which the building should be clearly visible from top to

bottom. The photographs should be pasted on Form-3 and also be attested by Patwari of concerned

Enclose four coloured photographs of religious buildings (5x7 inches minimum in

size) covering the four directions in which the building should be clearly visible from top to

bottom. The photographs should be pasted on Form-3 and also be attested by Patwari of concerned

circle. In addition to this, photographs of sculptures, art work, festoonry engraved on any part of

structure and enshrined inside.

Which has been destroyed by natural calamity

1. Old Photographs of the religious institution or Monument is necessary which has been

destroyed by natural calamities so that the architecture could be found and the same new structure

should be constructed. Paste these photographs on Form-3 and it should be verified by Patwari of

concerned circle. If the old photographs are not available due to some reasons then the proposed

structure should be constructed on the basis of prevailing local and traditional architecture or

specifications of that region. In this connection the shape-design, number of storeys and the report

of used material in temple should be obtained from the local Gram Panchayat.

and monument.

3. If the report has been registered with police about the destruction of religious

institution and monument by natural calamity then enclose its attested copy, otherwise enclose the

report of concerned Patwari.

2. The structure which has completed its age & not repairable and the structure

which is beyond repair due to technical reasons.

(1) The photographs of those religious institution or monument are necessary which are

not repairable. So that the architecture could be identified and the new institution or monument

could be built in the same form. Paste the photographs on form-4 which should be verified by the

Patwari of concerned circle. These coloured photographs (size at least 5x7 inches) be taken from

front, back, right and left side of the building in which the building should be clearly visible from

top to bottom. The coloured photograph of the problem prone portion of the building is necessary

due to which building has become beyond repair.

(2) A detailed report of the present condition of the building should be prepared by the

estimate designer where it should be clearly mentioned that due to which reasons the building is not

repairable and now reconstruction is the only alternative.

(3) Detailed description, importance history architecture etc. of religious institution and

monument.

(4) The archaeological branch of the department will examine the eligibility based on

received documents and if as per rules these religious institutions, or monuments, or archaeological

site will be eligible only then the proposal shall be invited otherwise refusal information will be

conveyed to the applicant. The documents will not be returned to the applicant for future reference.

(5) Those religious institutions or monuments or archaeological sites whose eligibility are

assured, the applicant will prepare estimates and drawing (4 copies) from the Junior Engineer of

Block Development Officer as per rules of the scheme along with Form 1 to 4 prescribed by the

department will apply to concerned District Language Officer for grant-in-aid. After the proper

satisfaction of the proposal District Language Officer will send the case to Directorate after due

recommendation from Deputy Commissioner.

Technical scrutiny procedure and financial sanction of amount at the Directorate

level:

(a) The archaeological wing of the department will examine the proposals and may also

visit the sites and point out required amendment not later than 3 months & incorporate

the necessary amendment in the proposal. The Archaeological Engineer may put a

proposal for enhancing or reducing the estimate before the screening committee with

justification.

(b) The District Language Officer will put up the case. Maximum amount of grant-in-aid

will ordinarily be Rs. 25 Lakh, however in exceptional circumstances if this amount is

inadequate a special recommendation of District Language Officer duly vetted by the

Deputy Commissioner will be necessary, while mentioning the relevant reasons with

justification & estimate as per actual requirement in that type of cases.

(d) Thereafter the proposal will be put up to Director Language & Culture and will be

disposed as under accordingly:

(1) The proposals up to Rs. 10 Lac shall be sanctioned by Director, Language and

Culture Department.

(2) The proposals exceeding the amount Rs. 10 Lac shall be sent to the Government

for sanction.

(e) Out of the amount sanctioned by the department the remaining expenditure of the total

amount of proposed work will be necessarily ensured by the religious institution and

monument committee as public participation.

(f) The Grant in-aid will be provided to the Block Development Officer through

concerned Deputy Commissioner, who will release the amount on progress and

requirement of the work to applicant. In every such sanctioned cases the copy of the

approved estimate and sanctioned letter will be endorsed to District Language officer

and the applicant. The sanctioned letter along with copy of approved estimate will be

sent to Block Development Officer

(g) The grant-in-aid will be provided in two instalments.

1. 50% grant-in-aid on sanction.

Remaining 50% on the completion of half work.

In the tribal area throughout the year due to less working days the grant will

be provided in one instalment.

(h) The applicant society will execute the reconstruction, repair, and construction work

under the supervision of Junior Engineer, Block Development Office. Repair,

construction, reconstruction work will be completed by Rural Development

Department in accordance with their construction manual and rules and works code

manual issued by H.P. govt. from time to time.

The Junior Engineer of Block Development Office will ensure the execution of work

based on estimate approved by Department of Language and Culture. If the temple

applicant does not work according to the approved estimate then the J.E concerned will

immediately report to the concerned Block Development Officer or the Sub-Divisional

Officer and a copy of the same to the department without any delay. Thereafter the

officer’s of this department will inspect the site and will submit the report to

Administrative Secretary, Language & Culture for final decision. If irregularity by

applicant in grant regulations is found then he will have to refund the entire amount

with interest in single instalment.

(i) The Grant-in-aid should be spent in one year otherwise Department of Language &

Culture will be entitled to recover the entire amount in single instalment along with

interest.

(j) Director will be competent to extend this period up to one year at his satisfaction

keeping in view the certain circumstances.

(k) The following information about the grant conferred by the department will be

necessarily displayed by each grantee organisation while fixing sign Board near the

religious institutions or Monuments.

Archaeological Engineer will inspect minimum ten percent of total number of cases, as

test check and also as per direction of the higher authorities.

(b) The grant-in-aid provided to approve items of work as per estimates will be spent for

the same items of work. Otherwise, entire amount along with interest will be

recovered.

section 212 of the Motor Vehicles Act, 1988;

AND WHEREAS, no objection(s)/suggestion(s) has been received in this behalf within the

stipulated period;

NOW, THEREFORE, in exercise of the powers conferred by section 211 read with section

212 of the Motor Vehicles Act, 1988, the Governor, Himachal Pradesh proposes to make the

following rules further to amend the Himachal Pradesh Motor Vehicles Rules, 1999, published in

the Rajptra (Extraordinary), Himachal Pradesh, Dated 27th July, 1999 vide this Department

notification No. 5-24/88-TPT-III dated 12th July, 1999, namely:—

Short title.—These rules may be called the Himachal Pradesh Motor Vehicles

(Amendment) Rules, 2017.

2. Amendment of rule 69 B.—In rule 69-B of the Himachal Pradesh Motor Vehicles

Rules, 1999, for the first proviso, the following provisos shall be inserted, namely:—

“Provided that special registration marks specified against Sr. No. 1, shall be reserved for

the motor vehicles owned by the Government and shall be allotted only, after payment of

special registration fee of Rs. 1,00,000/- (One Lakh rupees only) by the concerned

Government agency, but such special registration marks shall be allotted without payment

of such special registration fee to the vehicles registered by the General Administration

Department:

Provided further that the special registration marks specified at Sr. No. 1 shall be allotted to

Contract Carriage Vehicles in the series HP-01 and HP-02, after payment of special registration fee

of Rs. 3,00,000/- (Three Lakh rupees only) by the concerned person:”.

storage of country liquor by manufacturer for supply to HPBL ‘L-13S’ depot only, of the

District/Zone/State inter-alia with the following terms and conditions:—

(a) The licensee(s) authorize(s) to store or supply of the Country Liquor as the case

may be, to the premises of HPBL in the district/zone concerned.

(b) All manufacturers of Country liquor shall ensure availability of sufficient liquor

stocks in the State in licensed storage facilities and shall appoint authorised

agent(s), who shall be responsible for maintaining the licensed storage facilities

and for ensuring that sufficient stocks is available to meet the requirement of the
