No.Ind-A(A)3-3/2016.—In exercise of the powers conferred by proviso to Article 309 of
the Constitution of India, the Governor of Himachal Pradesh, in consultation with the Himachal
Pradesh Public Service Commission, is pleased to make the Recruitment and Promotion Rules
for the post of Joint Director, Class-I (Gazetted) in the Department of Industries, H.P. as per
Annexure-“A” attached to this Notification, namely :—
1.
Short title and commencement:—(1) These rules may be called the Himachal
Pradesh, Department of Industries, Joint Director, Class-I (Gazetted) Recruitment and Promotion
Rules, 2017.
(2) These rules shall come into force from the date of publication in the Rajpatra,
Himachal Pradesh.
2.
Repeal and savings.—(1) The Himachal Pradesh, Industries Department, Joint
Director of Industries/Project Co-ordinator, (Class-I Gazetted) Recruitment and Promotion Rules,
1997 notified vide Notification No.Udyog(Ka)3-2/91(R&P) dated 15.03.1997 are hereby repealed.
(2) Notwithstanding such repeal any appointment made or any thing done or any action
taken under the rules so repealed under rule 2 (1) supra shall be deemed to have been
validly made or done or taken under these rules.

RECRUITMENT AND PROMOTION RULES FOR THE POST OF JOINT DIRECTOR
CLASS-I (GAZETTED), IN THE DEPARTMENT OF INDUSTRIES,
HIMACHAL PRADESH

Provided further that the proviso (I) supra shall not be applicable in the case of those
employees who have five years or less service, left for superannuation except posting/transfer
in remote/rural area. However, this condition of five years shall not be applicable in cases of
promotion:
Provided further that Officers/Officials who have not served atleast one tenure in
Tribal/Difficult/Hard areas and remote/rural areas shall be transferred to such area strictly in
accordance with his/her seniority in the respective cadre.

Explanation I:—For the purpose of proviso (I) supra the “term” in
Tribal/Difficult/Hard areas/remote/rural areas shall mean normally three years or less period of
posting in such areas keeping in view the administrative exigencies/ convenience.
Explanation II:—For the purpose of proviso (I) supra the Tribal/Difficult Areas shall be
as under:—

Explanation III:—For the purpose of proviso (I) supra the Remote/Rural Areas shall be
as under:
(i)
All stations beyond the radius of 20 Kms. from Sub-Division/ Tehsil Headquarter.
(ii) All stations beyond the radius of 15 Kms. from State Headquarter and District
Headquarter where bus service is not available and on foot journey is more than 3
(Three) Kms.
(iii) Home town or area at joining to area of Home town with in the radius of 20 Kms. of
the employee regardless of its category.
(II) In all cases of promotion, the continuous adhoc service rendered in the feeder
post if any, prior to regular appointment to the post shall be taken into account towards the length
of service as prescribed in these rules for promotion subject to the conditions that the adhoc
appointment/promotion in the feeder category had been made after following proper acceptable
process of selection in accordance with the provisions of R & P Rules:

(i)
Provided that in all cases where a junior person becomes eligible for consideration
by virtue of his total length of service (including the service rendered on adhoc basis followed
by regular service/appointment) in the feeder post in view of the provisions referred to above, all
persons senior to him in the respective category/post/cadre shall be deemed to be eligible for
consideration and placed above the junior person in the field of consideration:
Provided that all incumbents to be considered for promotion shall possess the minimum
qualifying service of at least three years or that prescribed in the Recruitment & Promotion Rules
for the post, whichever is less:
Provided further that where a person becomes ineligible to be considered for promotion on
account of the requirements of the preceding proviso, the person(s) junior to him shall also be
deemed to be ineligible for consideration for such promotion.
Explanation:—The last proviso shall not render the junior incumbents ineligible for
consideration for promotion if the senior ineligible persons happened to be ex-servicemen
recruited under the provisions of rule-3 of The Demobilized Armed Forces Personnel
(Reservation of Vacancies in Himachal State Non-Technical Services) Rules, 1972 and having
been given the benefit of seniority thereunder or recruited under the provisions of rule-3 of The Ex-
Servicemen (Reservation of vacancies in the Himachal Pradesh Technical Service) Rules, 1985
and having been given the benefit of seniority thereunder.
(ii) Similarly, in all cases of confirmation, continuous adhoc service rendered on the
feeder post if any, prior to the regular appointment against such posts shall be taken into account
towards the length of service, if the adhoc appointment/promotion had been made after proper
selection and in accordance with the provision of the Recruitment & Promotion Rules:
Provided that inter-se-seniority as a result of confirmation after taking into account,
adhoc service rendered shall remain unchanged.
12. If a Departmental Promotion Committee exists, what is its composition.—As
may be constituted by the Government from time to time.
13. Circumstances under which the Himachal Pradesh Public Service Commission

No.Fin-2-C-(12)-3/2017.—Government of Himachal Pradesh hereby notifies the sale of
Himachal Pradesh Government Stock (securities) of 10-year tenure for an aggregate amount of `
500.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this
notification (called Specific Notification) as also the terms and conditions specified in the General
Notification No.Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.
Object of the loan
1.
(i) The proceeds of the State Government Securities will be utilized for the
development programme of the Government of Himachal Pradesh. (ii) Consent of Central
Government has been obtained to the floatation of this loan as required by Article 293 (3) of the
Constitution of India.
Method of Issue
2.
Government Stock will be sold through the Reserve Bank of India, Mumbai Office
(PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the
General Notification No.Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be
determined by the Reserve Bank of India at the yield based auction under multiple price formats.
Allotment to Non-Competitive Bidders

The Government Stock upto 10% of the notified amount of the sale will be allotted to
eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a
single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of
State Government Securities of the General Notification (Annexure-II).
Place and Date of Auction

The auction will be conducted by the Reserve Bank of India, at its Mumbai Office,
Fort, Mumbai-400 001 on December 05, 2017. Bids for the auction should be submitted in
electronic format on the Reserve Bank of India Core Banking Solution (E-Kuber) System as stated
below on December 05, 2017.
(a) The competitive bids shall be submitted electronically on the Reserve Bank of India
Core Banking Solution (E-Kuber) System between 10:30AM and 12:00 PM.
(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of
India Core Banking Solution (E-Kuber) System between 10:30 AM and 11:30 AM.
Result of the Auction
5. The result of the auction shall be displayed by the Reserve Bank of India on its website
on the same day. The payment by successful bidders will be on December 06, 2017.

The Stock will be of 10-year tenure. The tenure of the Stock will commence on

The loan will be repaid at par on December 06, 2027.
Rate of Interest

The cut-off yield determined at the auction will be the coupon rate percent per annum
on the Stock sold at the auction. The interest will be paid on June 06 and December 06.
Eligibility of Securities
10. The investment in Government Stock will be reckoned as an eligible investment in
Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section
24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.

Representation of the People Act, 1951, the Election Commission, having regard to the provisions
of sub-section (2) of the said Section, hereby notifies the period between 8.00 A.M. on 09-11-2017
(Thursday) and upto 5.30 P.M. on 14-12-2017 (Thursday) as the period during which
conducting any Exit Poll and publishing or publicizing by means of the print or electronic media or
dissemination in any other manner, whatsoever, the result of any exit poll in connection with the
current General Elections to the Legislative Assemblies of Himachal Pradesh and Gujarat,
shall be prohibited.
