for the post of Additional Director, Class-I (Gazetted) in the Information Technology

Department, Himachal Pradesh, as per Annexure - “A” attached to this notification, namely:—

Short title and commencement.—(1) These rules may be called the Himachal

Pradesh Information Technology Department, Additional Director, Class-I (Gazetted) Recruitment

and Promotion Rules, 2018.

(2) These rules shall come into force from the date of publication in the Rajpatra/e-Gazette

Himachal Pradesh.

Technology combined which shall also include two years essential service as Joint Director,

Information Technology :

(1) In all cases of promotion, the continuous adhoc service rendered in the feeder post, if

any, prior to regular appointment to the posts shall be taken into account towards the length of

service as prescribed in these rules for promotion subject to the condition that the adhoc

appointment/promotion in feeder category had been made after following proper acceptable process

of selection in accordance with the provisions of R&P Rules:

Provided that in all cases where a junior person becomes eligible for consideration by virtue

of his/her total length of service (including the service rendered on adhoc basis followed by regular

service/appointment) in the feeder post in view of the provision referred to above, all persons senior

to him/her in the respective category/post/cadre shall be deemed to be eligible for consideration and

placed above the junior person in the field of consideration:

Provided further that all incumbents to be considered for promotion shall possess the

minimum qualifying service of at least 3 years or that prescribed in the Recruitment and Promotion

Rules for the post, whichever is less:

Provided further that where a person becomes ineligible to be considered for promotion on

account of the requirements of the preceding proviso, the person(s) junior to him/her shall also be

deemed to be ineligible for consideration for such promotion.

EXPLANATION.—The last proviso shall not render the junior incumbents ineligible for

consideration for promotion if the senior ineligible person(s) happened to be Ex-servicemen

recruited under the provisions of Rule 3 of the Demobilised Armed Forces Personnel (Reservation

of Vacancies in Himachal State Non-Technical Services) Rules, 1972 and having been given the

benefit of seniority thereunder or recruited under the provisions of Rule 3 of Ex-Servicemen

(Reservation of Vacancies in the Himachal Pradesh Technical Services) Rules, 1985 and having

been given the benefit of seniority thereunder.

(2) Similarly, in all cases of confirmation, continuous, adhoc service rendered in the feeder

post, if any, prior to the regular appointment/promotion against such post shall be taken into

account towards the length of service, if the adhoc appointment/ promotion had been made after

proper selection and in accordance with the provision of the R&P Rules:

Provided that inter-se seniority as a result of confirmation after taking into account, adhoc

service rendered as referred to above shall remain unchanged.

12. If a Departmental Promotion Committee exists, what is its composition?.— As

may be constituted by the Government from time to time.

13. Circumstances under which the H.P.P.S.C. is to be consulted in making

recruitment.—As required under the Law.

14. Essential requirement for a direct recruitment.—Not applicable

Categories of persons issued by the Himachal Pradesh Government from time to time.

17. Departmental Examination.—Every member of the service shall pass a Departmental

Examination as prescribed in the H.P. Departmental Examination Rules, 1997 as amended from

time to time.

18. Powers to relax.—Where the State Government is of the opinion that it is necessary or

expedient to do so, it may, by order for reasons to be recorded in writing and in consultation with

the H.P. Public Service Commission, relax any of the provision(s) of these Rules with respect to

any class or category of person(s) or post(s).

No.Fin-2-C-(12)-3/2018.—Government of Himachal Pradesh hereby notifies the sale of

Himachal Pradesh Government Stock (securities) of 2-year tenure for an aggregate amount of

` 800.00 crore (Nominal). The sale will be subject to the terms and conditions spelt out in this

notification (called Specific Notification) as also the terms and conditions specified in the General

Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government of Himachal Pradesh.

Object of the loan

(i) The proceeds of the State Government Securities will be utilized for the

development programme of the Government of Himachal Pradesh.

(ii) Consent of Central Government has been obtained to the floatation of this loan as

required by Article 293 (3) of the Constitution of India.

Method of Issue

Government Stock will be sold through the Reserve Bank of India, Mumbai Office

(PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the

General Notification No. Fin-2-C(12)-11/2003, dated July 20, 2007 at a coupon rate to be

determined by the Reserve Bank of India at the yield based auction under multiple price formats.

Allotment to Non-Competitive Bidders

The Government Stock upto 10% of the notified amount of the sale will be allotted to

eligible individuals and institutions subject to a maximum limit of 1% of the notified amount for a

single bid as per the Revised Scheme for Non-Competitive Bidding Facility in the Auctions of

State Government Securities of the General Notification (Annexure-II).

Place and Date of Auction

The auction will be conducted by the Reserve Bank of India, at its Mumbai Office,

Fort, Mumbai-400 001 on June 26, 2018. Bids for the auction should be submitted in electronic

format on the Reserve Bank of India Core Banking Solution (E-Kuber) System as stated below on

June 26, 2018.

(a) The competitive bids shall be submitted electronically on the Reserve Bank of India

Core Banking Solution (E-Kuber) System between 10.30AM and 12.00 PM.

(b) The non-competitive bids shall be submitted electronically on the Reserve Bank of

India Core Banking Solution (E-Kuber) System between 10.30 AM and 11.30 AM.

Result of the Auction

The result of the auction shall be displayed by the Reserve Bank of India on its website

on the same day. The payment by successful bidders will be on June 27, 2018.

Method of Payment

Successful bidders will make payments on June 27, 2018 before close of banking

hours by means of cash, bankers’ cheque/pay order, demand draft payable at Reserve Bank of India

Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai

(Fort)/New Delhi.

Tenure

The Stock will be of 2-year tenure. The tenure of the Stock will commence on June

27, 2018.

Date of Repayment

The loan will be repaid at par on June 27, 2020.

Rate of Interest

The cut-off yield determined at the auction will be the coupon rate percent per annum

on the Stock sold at the auction. The interest will be paid on December 27 and June 27.

Eligibility of Securities

10. The investment in Government Stock will be reckoned as an eligible investment in

Government Securities by banks for the purpose of Statutory Liquidity Ratio (SLR) under Section

24 of the Banking Regulation Act, 1949. The stocks will qualify for the ready forward facility.
