FORESTS DEPARTMENT

ORDER

Shimla-171002, the 29^th May, 2018

No. FFE-B-F(5)4/2017.—The State Government is committed to make best efforts to

ensure that forest wealth is well managed and protected. A target of enhancing the forest cover to

30% of the total geographical area by 2030 has been set as part of its commitment to the

Sustainable Development Goals. Thus it is crucial to closely monitor the forests and various

forestry development programmes to ensure optimum outcome in order to attain our targets.

Essentially it can be best achieved with collective effort of forest officers and forest officials at all

levels and they have to give their best professional inputs. Various instructions have been issued in

the department from time to time to put in practice a monitoring and evaluation mechanism but it

could not be properly established.

To ensure that our targets under various forestry development programmes are met both

qualitatively and quantitatively and also status of forests is well tracked, the department has issued

a Technical Standing Order dated 24 March, 2018 at the level of PCCF (HoFF) superseding all

previous instructions. This Technical Standing Order has been formulated in the form of a manual

prescribing norms of mandatory checks by forest officers and officials at various levels.

The Government endorses this Technical Standing Order to institutionalize and put in place

a robust mechanism for monitoring & evaluation. All the officers and officials shall be duty bound

to carry out the mandatory field touring and inspections in their respective jurisdictions as per the

norms laid down in the aforesaid order. The responsibility and accountability of an individual

officer and official at various levels shall be determined and fixed according to the norms laid down

in said order to ensure that various developmental programmes and policies of the department vis-

a-vis the planned targets are well tracked to achieve the intended outcomes. All the concerned

officers are directed to follow the order in letter & sprit. Any laxity will be viewed seriously.

Terms and Conditions:—

1. The L. P. G. Agency owner/Distributor shall issue cash memo’s to every consumer

showing complete name, address with consumer number and keep a duplicate copy of

the same for the purpose of inspection.

2. The L. P. G. Agency owner/Distributor shall not pressurize or require the purchaser of

any article (L.P.G. Connection), to purchase at the same time any other article (Gas

Stove/Hot Plate etc.) as condition for the purpose of that article (L.P.G. Connection),

while/at the time of issuing new Gas connection and shall issue Gas connection as per

the seniority of booking as maintained by the agency. A proper record shall be

maintained and kept available at the agency office for inspection.

3. The L. P. G. Agency Owner/Distributor shall display the daily stock position and

prices of the L. P. G. Cylinders (Refills) at a conspicuous place at the premises of the

Gas Agency.

4. The L. P. G. Agency Owner/Distributor shall make the booking of the refills on

telephone also as per the request of the consumers.

5. The L.P.G. Agency Owner/Distributor shall not charge more than the price

(Transportation & Cooliage) fixed by the Distt. Magistrate Distt. Kinnaur (H.P.).

6. The L.P.G. Agency Owner/Distributor will allow cash and carry rebate of Rs. 15/- per

refill when the refill is issued from the Godown.

7. The L.P.G. Agency Owner/Distributor shall keep at least thirty Five (35) Refills (50 In

Distt. H. Q. Reckong Peo) in reserve at all times to meet out the demand of essential

services, which will be released as per the directions of the Distt. Administration & the

Distt. Controller/F&SO/Inspector Food, Civil Supplies & Consumer Affairs of the area

concerned.

8. The L.P.G. Agency Owner/Distributor will issue T. V. in and Out, as the case may be

on the same day when asked by the customers to do so.

9. The L.P.G. Agency Owner/Distributor shall not deliver domestic cylinder to the

Hoteliers/Dhaba-walas/Halwaies etc. or to other commercial establishments etc.

10. The L.P.G. Agency Owner/Distributor shall sell the commercial cylinders to the

consumers after including the transportation/cooliage charges as have been fixed for

domestic 14.2 Kgs. Domestic cylinder in respect of each areas.

11. The L.P.G. Agency Owner/Distributor shall also ensure to supply L.P.G. Refills to the

consumers on the terms and conditions/Jurisdiction laid down by the concerned Oil

Company and also ensure that the refill supplied to the consumer is having standard

weight, sealed and equipped with safety cap. For this purpose a weighing scale shall be

kept in every delivery van.

12. The L.P.G. Agency Owner/Distributor shall also ensure immediate redressal of

complaint lodged by the consumer for leakage and other reasons without further loss of

time and render the services of a trained mechanic, free of cost keeping in view the

security measures.

13. The L.P.G. Agency Owner/Distributor shall also ensure to furnish timely monthly

report immediately at the end of every month on a prescribed Performa or as and when

required by the Distt. Controller, Food, Civil Supplies & Consumer Affairs, Kinnaur at

Reckong Peo in respect of receipt and distribution of LPG cylinders.

14. During the period of shortage of L.P.G. refills the distributor shall distribute L.P.G.

refills to the consumers on the directions of the District Magistrate/Distt.

Controller/F&SO, Food, Civil Supplies & Consumer Affairs, Kinnaur at Reckong Peo

and concerned Inspector Food and Supplies.

15. Any contravention will be viewed seriously and action under the provision of the L.P.G.

(Regulation of Supply and Distribution) Order, 2000 and the H. P. Hoarding and

Profiteering Prevention Order, 1977 issued under the Essential Commodities Act,

1955, shall be taken against the defaulters.

Notification No. 29/2018– State Tax

Shimla-2, the 7th July, 2018

No. EXN-F(10)-5/2018.—In exercise of the powers conferred by section 164 of the

Himachal Pradesh Goods and Services Tax Act, 2017 (10 of 2017), the Governor of Himachal

Pradesh is pleased to make the following rules further to amend the Himachal Pradesh Goods and

Services Tax Rules, 2017, namely :--

(1) These rules may be called the Himachal Pradesh Goods and Services Tax (Seventh

Amendment) Rules, 2018.

(2) They shall come into force with effect from the 12th day of June, 2018.

In the Himachal Pradesh Goods and Services Tax Rules, 2017, —

(i) in rule 125, for the words “Directorate General of Safeguards”, the words “Directorate

General of Anti-profiteering” shall be substituted;

(ii) in rule 129, for the words “Directorate General of Safeguards”, wherever they occur,

the words “Directorate General of Anti-profiteering” shall be substituted;

(iii) in rule 130, in sub-rule (2), for the words “Directorate General of Safeguards”, at both

places where they occur, the words “Directorate General of Anti-profiteering” shall be

substituted;

(iv) in rule 131, for the words “Directorate General of Safeguards”, the words “Directorate

General of Anti-profiteering” shall be substituted;

(v) in rule 132, in sub-rule (1), for the words “Directorate General of Safeguards”, the

words “Directorate General of Anti-profiteering” shall be substituted;

(vi) in rule 133, for the words “Directorate General of Safeguards”, wherever they occur,

the words “Directorate General of Anti-profiteering” shall be substituted.
