Forest Produce (NTFP) including medicinal plants through interventions at strengthening the wild

The terms of reference for this Steering Committee shall be as under:—
a.
The Committee shall monitor the overall progress of implementation of this scheme
mainly focusing on constitution of Biodiversity Management Committees (BMCs) and
further creation of Community User Groups (CUGs) by these BMCs. The CUGs shall
be strengthened and further organized in co-ordination with the State Bio-diversity
Management Board.
b.
Associate Jadi-Buti Cell under JICA Project in building capacity of the Community
User Groups by collaborating with research organizations and experts in cultivation of
high yielding varieties, sustainable harvesting, value addition, branding and marketing.
c.
Associate the H.P. State Forest Development Corporation Ltd. who is Nodal Agency
for procurement of NTFPs under this Scheme. Private Entrepreneurs, Societies/NGOs
working in this field shall also be involved for procurement and branding as envisaged
in the Scheme.
d.
Any other issue which needs to be addressed through active coordination in order to
ensure successful implementation shall be deliberated and decided by this Committee
within overall ambit and scope of this scheme. The Committee may refer those issues
which are required to be decided at the Government level.
e.
The Committee shall meet at least once in two months.

3. The Terms of Reference of the Environment Monitoring Committee shall be as
under:—
(a) An exercise shall be undertaken by this Committee for preparing and finalizing the
Action Plan in terms of the aforesaid order of Hon’ble NGT in respect of three
Severely Polluted Areas, (SPAs) namely Baddi (69.07), Kala Amb (68.77), Parwanoo
(68.83) identified based on CEPI Criteria. There are 32 (SPAs) and 43 Critically
Polluted Areas (CPAs) identified across the country based on CEPI criteria Out of
these, above three SPAs fall within the State of H.P. There is no identified CPA falling
within this State.
(b) The action plan shall focus on various issues in order to restore the environmental
quality within the norms. This Action Plan should be finalized within three months to
be further submitted to the Central Pollution Control Board latest by 31-03-2019.
(c) It shall be open for the Committee to take coercive measure including recovery of
compensation for the damage to the Environment on ‘Polluter Pays’ principle as well
as also to direct taking of such precautionary measures.
4. The Government has already constituted Air Quality Monitoring Committee (AQMC)
in respect of seven non-attainment cities in H.P. vide GoHP Notification dated 17-11-2018, River
Rejuvenation Committee (R&C) in respect of seven polluted river stretches in HP vide GoHP
Notifications dated 17-11-2018 and 04-12-2018, State Level Task Force in respect of river Ghaggar
vide GoHP Notification dated 07-09-2018. These Committees have been constituted in compliance
to directions passed by Hon’ble NGT covered by various orders of Hon’ble NGT viz. Order dated
20-09-2018 in Original Application No. 673/2018, News Item Published in “The Hindu’ authored
by Sh. Jacob Koshy titled “More river stretches are now critically polluted: CPCB”, Order dated
08-10-2018 in Original Application No. 681/2018, News Item Published in ‘The Times of India’
authored by Sh. Vishwa Mohan Titled “NCAP with Multiple Timelines to Clear Air in 102 Cities
to be released around August 15”, Order dated 20-08-2018 in Original Application No. 606/2018,
Compliance of Municipal Solid Wate Management Rules, 2016 and Order dated 27-11-2018 in
