No. Rev.1-3(Stamp) 6/80.—In exercise of the powers conferred by section 10, 74 and 75 of
the Indian Stamp Act, 1899 (Act No. II of 1899), the Governor of Himachal Pradesh is pleased to
make the following rules to amend “The Himachal Pradesh e-Stamping Rules, 2011” notified vide
notification number Rev.1-3(Stamp)-1/85-VI, dated 12th July, 2011 and published in the Rajpatra,
Himachal Pradesh on 18-07-2011, namely:—
1.
Short title and commencement.—(1) These rules may be called the Himachal
Pradesh estamping (First Amendment) Rules, 2020.
(2) These rules shall come into force from the date of publication in the Rajpatra
(e-Gazette), Himachal Pradesh.
2.
Insertion of rule 24A.—After rule 24 of the said rules, the following new rule shall be
inserted, namely:—
“24A. Digital e-Stamping.—(1) Any person paying stamp duty may apply to Central
Record Keeping Agency through the digital platform/website/links provided by the agency

with all requisite details for getting digital e-stamping certificate along with payment of
stamp duty.
(2) Central Record Keeping Agency after receiving the request under sub-rule (1) will

same directly to applicant through digital platform.
(3) The e-stamp certificate generated through digital request may be used for execution of
non-registerable deeds for digital document execution system for loan cases of banks
and financial institutions and other similar purposes.”

No. EXN-F(10)-7/2019-Vol-I.—The Himachal Pradesh (Legacy Cases Resolution)
Scheme, 2019 was notified by the State of Himachal Pradesh vide Notification No. EXN-F(10)-
7/2019 dated 21-01-2020 and subsequently, Himachal Pradesh (Legacy Cases Resolution) Scheme,
Rules, 2020 were notified on 22-02-2020. The Scheme was introduced for the disposal of pending
assessment cases as well as pending arrears related to subsumed enactments under Himachal
Pradesh Goods and Services Tax Act, 2017.
The last date for filing and acknowledgement of declaration under sub-rule 3 of Himachal
Pradesh (Legacy Cases Resolution) Scheme Rules, 2020 was last extended upto 21-01-2021 vide
Notification No. EXN-F(10)-7/2019-Vol-I dated 29-09-2020.
Now, as the economy is reviving from the affects of COVID-19 pandemic and in the
interest of various Stakeholder as well the State Government, the Governor, Himachal Pradesh is
pleased to further extend the last date of filing and acknowledgement of declaration up to
21-03-2021 as prescribed vide sub-rule 1 of rule 3 of Himachal Pradesh (Legacy Cases Resolution)
Scheme Rules, 2020 read with Section 4 of the Himachal Pradesh (Legacy Cases Resolution)
Scheme, 2019.

No. Fin-2-C(12)-1/2020(I).—Government of Himachal Pradesh hereby notifies the sale
of Himachal Pradesh Government Stock (securities) of 10-year tenure for an aggregate
amount of Rs. 500 crore (Nominal). The sale will be subject to the terms and conditions
spelt out in this notification (called Specific Notification) as also the terms and conditions
specified in the General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 of Government
of Himachal Pradesh.
Object of the Loan :
1.
(i) The Proceeds of the State Government Securities will be utilized for the
development programme of the Government of Himachal Pradesh.
(ii) Consent of Central Government has been obtained to the floatation of this loan as
required by Article 293(3) of the Constitution of India.
Method of Issue :

Government Stock will be sold through the Reserve Bank of India, Mumbai Office
(PDO) Fort, Mumbai-400 001 by auction in the manner as prescribed in paragraph 6.1 of the
General Notification No. Fin-2-C(12)-11/2003 dated July 20, 2007 at a coupon rate to be
determined by the Reserve Bank of India at the yield based auction under multiple price
formats.
Allotment to Non-competitive Bidders :

The Government Stock up to 10% of the notified amount of the sale will be
allotted to eligible individuals and institutions subject to a maximum limit of 1% of the notified
amount for a single bid as per the Revised Scheme for Non-competitive Bidding Facility in
the Auctions of State Government Securities of the General Notification (Annexure -II).

The auction will be conducted by the Reserve Bank of India, at its Mumbai Office,
Fort, Mumbai-400 001 on January 25, 2021. Bids for the auction should be submitted in
electronic format, on the Reserve Bank of India Core Banking Solution (E-Kuber) system as stated
below on January 25, 2021.
(a) The competitive bids shall be submitted electronically on the Reserve Bank of
