The scheme for the Chief Minister’s Gold Medal for Honesty,

Integrity and Meritorious Public Service, instituted in terms of

Government Order No. 860-GAD of 2006 dated 12-07-2009 read with

Government Order Nos. 1170-GAD of 2009 dated 28-08-2009 and 1300-

GAD of 2012 dated 10-12-2012, was partially modified vide Government

Order No. 550-GAD of 2016 dated 25-05-2016.

With a view to seeking nominations, circular instructions were

issued under No. 27-GAD of 2016 dated 09-06-2016, enjoining upon

Jammu and Kashmir Government––Notifications.

While inviting nomination from the agencies/organizations, it was

not mentioned in explicit terms that only Government empolyees are

to be nominated. It is clarified that the Chief Minister’s Gold Medal

for Honesty, Integrity and Meritorious Public Service is meant only for

the Government employees and, as such, only those nominations shall

be entertained which pertain the Government employees.

All the recommending agencies shall, accordingly, send the

nominations, within the stipulated date (20th June, 2016), as per the

instructioins already conveyed vide this Department’s Circular

No. 27-GAD of 2016 dated 09-06-2016.

It is further clarified that there is no need to send any document(s)

or photographs along with such nominations.

In partial modification of Government Order No. 58-INd of 2016

dated 15-03-2016, para 2.11.2 of Industrial Policy, 2016 shall be deemed

to have been deleted ab initio and shall be read as under :—

“Private Promoters only from the State (including local

industrial associations) shall be allowed and encouraged to

develop private industrial estates/parks on commercial lines

on activity specific cluster basis over an area of at least

5 acres. In case of IT parks, the minimum requirement will

be 2 acres for housing IT units in flatted accommodation.

While the Government will go all out to attract investments

in Industrial Estates or elsewhere in the State by providing

an enabling environment and incentives, it will be ensured

that these are governed by and are in compliance of our

existing administrative practice, regulatory norms and the

Consitution of J&K”.

Whereas, a dispute has arisen between the parties with regard to

compensation for acquisition of the said land.

Now, therefore, in exercise of powers conferred by clause (b) of

sub-section (1) of section 8 of the Jammu and Kashmir Requisitioning and

Acquisition of Immovable Property Act, 1968 (Act No. XXXV of 1968),

the Government hereby in supersession of Notification SRO No. 442

dated 15-12-2015 appoint Principal District and Sessions Judge, Kargil as

an Arbitrator to make an award determining the amount of compensation in

respect of said acquired property. The Arbitrator shall give his findings

within a period of four months from the date of publication of this notification

in the Government Gazette.

SRO-201.––In exercise of the powers conferred by clause (b) of

section 3 of the Jammu and Kashmir Grant of Permanent Resident

Certificate (Procedure) Act, 1963 (Act No. XIII of 1963), and in

supersession of all the notifications issued in this behalf, the Government

SRO-202.––Whereas, the Government vide Notification SRO-260

dated 09-09-2008, appointed Additional District and Sessions Judge, Jammu

as an Ex. Officio Arbitrator to make an award in respect of land measuring

110 Kanals and 14 Marlas situated at Village Deeli, Tehsil and District

Jammu ; and

Whereas, vide SRO-70 dated 26-03-2009, SRO No. 297

dated 25-09-2009, SRO No. 128 dated 19-03-2010, further extension was

granted to the Arbitrator for making the Award ; and

Whereas, the said Arbitrator could not complete the arbitration

proceedings and make the award within the stipulated period of time ; and

Whereas, the Additional District Judge, Jammu, vide Letter

No. 373/ADJ dated 08-12-2015 has requested for extension in time by a

period of four months to enable him to conclude the proceedings and make

the Award ; and

Whereas, after examining the matter in consultation with the

Department of Law, Justice and Parliamentary Affairs, the Government,

has decided that further extension be granted to the Arbitrator to complete

the arbitration proceedings.

Now, therefore, in exercise of powers conferred under sub-rule (1)

of rule 10 of the Jammu and Kashmir Requisitioning and Acquisition of

Immovable Property Rules, 1969, the Government hereby directs that the

time for making the award shall and shall always be deemed to have been

extended by a further period of four months, during which the Arbitrator

shall make the award positively and no further extension shall be granted.

dated 12-06-2008, SRO No. 396 dated 15-12-2008, SRO No. 84

dated 08-04-2009, SRO No. 296 dated 25-09-2009, SRO No. 127

dated 19-03-2010, SRO No. 438 dated 30-11-2010, SRO No. 234

dated 26-07-2011 and SRO No. 08 dated 05-01-2012, further extension

was granted to the Arbitrator for making the Award ; and
