It is hereby notified for information of all the concerned candidates
appearing in the Written Examination for the posts of Range Officer
(Soil Conservation), which is scheduled to be held on 01-03-2017 and
02-03-2017 that the Bar code, Roll No., Name and Venue-wise
schedule in respect of Kashmir based candidates is given in
Annexure-A and for those of Jammu based candidates is given in
Annexure-B to this Notice.
The eligible candidates can download their Admit Cards w.e.f.
20-02-2017 on Commission’s website http//www.jkpsc. nic. in.
Note :—
1.
The admit Cards in respect of the candidates who have been
asked to submit their deficient document vide Notice No. 02/
PSC/Exam/2017 dated 13-02-2017 cannot download their
Admit Card until they submit the requisite documents.
2.
The candidature of such candidates shall be rejected at any
stage of procesess of selection, who are found to have
misrepresented or concealed the material facts having a
bearing on their eligibility.

Dated 31-08-2016.
Whereas, the land, specifications whereof are given at
“Annexure A” to this notification is required for public purpose viz.
“Widening of Jammu-Rajouri-Poonch Double Lane specification road”
by GREF ; and
Whereas, on the basis of an indent placed by Officer Commanding
58 RCC GREF vide dated 30-07-2010, accordingly, a notification under
section 4(1) was issued by Collector, Land Acquisition (Defence), Rajouri/
Poonch HQ, Rajouri vide No. Coll/Def/529-33 dated 20-08-2011, for land
measuring 29 Kanals-09 ½ Marlas situated in Village “Panjgrain”, Tehsil
and, District Rajouri ; and
Whereas, the District Collector (DC), Rajouri vide No. Coll/Def/
61 dated 27-04-2016 has reported that the notification issued under
section 4 (1) of the J&K State Land Acquisition Act, by the Collector,
Land Acquisition (Defence), Rajouri/Poonch, HQ Rajouri, was served
upon the interested persons for filing objections, if any, to the proposed

acquisition but no objection was received from the land owner/interested
persons in the prescribed time period as required under sections 5 &
5-A of Land Acquisition Act ; and
Whereas, the report furnished by District Collector (DC), Rajouri
vide letter referred to above, has been examined and it has been
found that the land owners did not file any objection to the proposed
acquisition ; and
Whereas, the Government is satisfied that the land particulars
whereof are at “Annexure A” to this notification is required for public
purpose viz. “Widening of Jammu-Rajouri-Poonch Double Lane
specification road” by GREF.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat, 1990, it is declared that land measuring
29 Kanals-09½ Marlas situated in Village “Panjgrain”, Tehsil and
District Rajouri, particulars whereof are given at “Annexure A” to this
notification is required for public purpose viz. “Widening of Jammu-
Rajouri-Poonch Double Lane specification road” by GREF. Further, the
Collector, Land Acquisition (Defence), Rajouri/Poonch, HQ Rajouri is
directed under section 7 of the said Act to take order for acquisition
of the said land after giving prescribed notice to the interested person(s)
as required under the Land Acquisition Act/Rules.
However, the Collector concerned shall be personally responsible
for identification and proper title verification of all types of land involved
in the case and apportionment of compensation amongst all the
interested persons/rightful claimants in accordance with the relevant
laws/rules in force, while making the award.

Whereas, the District Collector (DC), Rajouri vide No. AC/LA/
151-52 dated 17-05-2016 has reported that the notification issued under
section 4 (1) of the J&K State Land Acquisition Act, by the Collector,
Land Acquisition (ACR), Rajouri was served upon the interested
persons for filing objections, if any, to the proposed acquisition but no
objection was received from the land owner/interested persons in the
prescribed time period as required under sections 5 & 5-A of the Land
Acquisition Act ; and
Whereas, the report furnished by District Collector (DC), Rajouri
vide letter referred to above, has been examined and it has been found
that the land owners did not file any objection to the proposed
acquisition ; and
Whereas, the Government is satisfied that the land particulars
whereof are given above to this notification, is required for public
purpose viz. “Construction of 3.15 MVA, R/Station by Sub-Transmission

Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat, 1990, it is declared that land measuring

Whereas, the notification issued under section 4 (1) of the Land
Acquisition Act was served upon the land owners/interested persons
calling objections from them with regard to the acquisition of the said
land for public purposes under sections 5 and 5A of the said Act ;
Whereas, Collector, Land Acquisition (ACR), Poonch vide his
Letter No. DCP/LA/415 dated 20-07-2016, has intimated that no
objection was received from any individual to the proposed acquisition
within the stipulated period ;
Whereas, the Government is satisfied after considering the report
furnished by the Collector, Land Acquisition (ACR), Poonch that the

land is required for public purposes i.e. for construction of 15 MW
Mandi Hydel Project at Village Seri Chowana, Tehsil Haveli, District

Now, therefore, it is declared under section 6 of the said Act that
the land aforementioned is needed for public purpose. Further,
Collector, Land Acquisition (ACR), Poonch, is directed under section
7 of the said Act to take order for acquisition of the land of which
specifications are given above.
Moreover, the Collector, Land Acquisition (ACR), Poonch will be
personally responsible to ensure that the payment of compensation is
made to the rightful claimants only strictly in accordance with law and
after proper verification of title of all types of the land involved in the
instant acquisition. He will also ensure that no payment is made to any
private person, if the land escheats/escheated to State under the J&K
Agrarian Reforms Act, 1976 or any other law in force governing the
subject matter.

In exercise of the powers conferred upon me under sub-section (1)
of section 4 of the Land Acquisition Act, 1990 B. K., I, Anshul Garg, IAS,
Collector, Land Acquisition (Sub-Divisional Magistrate), Ramnagar do hereby
notify that the land particulars of which are given below is likely to be
needed for public purposes namely for construction of Chowki to Khurkhal
PMGSY Road in Village Surni, Tehsil Ramnagar.

of Directorate General, Fire and Emergency Services, J&K, Srinagar ;
Whereas, from 10-09-2016 you have again unauthorisedly absented
yourself and did not reported back till date ;
Whereas, you have provided ample opportunities by the department
to serve the department but you have failed to do so till date which seems
that you are not interested to serve the department.
Now, therefore, you are given final opportunity to report for your
duties within a period of 15 days from the date of publication of this notice,
otherwise it shall be presumed that you have no intension to resume duties

Jammu before the Conciliation Officer (Assistant Labour Commissioner),
Jammu ; and
Whereas, all efforts were made by the Conciliation Officer during
conciliation proceedings to settle the dispute but for both parties being
quite adamant on their respective stands, the matter under dispute could
not be settled through negotiations ; and
Whereas, the Conciliation Officer (Assistant Labour Commissioner),
Jammu submitted his failure report recommending the case for its reference
to the Labour Court for adjudication ; and
Whereas, the Government is of the opinion that an Industrial dispute
exists between the M/s Uttam Gun Works Industrial Estate, Digiana,
Jammu and the aforesaid workman ; and
Whereas, the Government considers it desirable to refer the said
dispute to the Labour Court for adjudication.
Now, therefore, in exercise of the powers conferred by clause (c)
of sub-section (1) of Section 10 of the Industrial Disputes Act, 1947
(XIV of 1947), the Government hereby refers the said dispute to the
Labour Court for adjudication on the following issues :––
1. Whether M/s Uttam Gun Works Industrial Estate, Digiana,
Jammu is legally justified in terminating the services of its
workman namely Rajesh Sharma ?
2. If not, to what relief he is entitled to ?

the Government hereby direct that Schedules “A” and “C” of the
said Act shall be amended as under ; namely :––

(i) entry 32A shall be deleted
2.
In Schedule C :
(i) in entry 94, after the words "Oil seeds", the following
words shall be added ; namely :––

Whereas, vide Government Order No. 147-HUD of 2016
dated 25-05-2016, a Board of Enquiry was constituted to scrutinize the
objections/suggestions received from the general public, political
representatives, stake holders ; and
Whereas, the Board of Enquiry after scrutinizing the objections/
suggestions received from the general public, political representatives,
stake holders furnished its recommendations for Master Plan of Jammu,
2032; and
Whereas, the Government after having examined the Master Plan
Jammu, 2032 approved the same vide Cabinet Decision No. 27/02/2017
dated 13-02-2017.
Now, therefore, in exercise of the powers conferred by Section 11
of Jammu and Kashmir Development Act, 1970, the Government hereby
notifies that Master Plan of Jammu, 2032 as approved shall come into
operation from the date of issuance of this notification.
The copies of the Master Plan shall be available for inspection of
the general public at the following offices on all working days :––

Final Award
On the indent of Project Director, NHAI, PIU, Trikuta Nagar,
Jammu vide his office letter No. PD/JMU/Land-Acq/Udhampur/Pkg-VI/
F&A/Vol-III/16342 dated 13-6-2013, land acquisition proceedings were
initiated under Jammu and Kashmir State Land Acquisition Act, Svt. 1990
situated at Village Jakhain, Tehsil and District Udhampur for widening of
National Highway up to its four lanning. The revenue documents were got
prepared for the land under acquisition from the revenue field agency and
the indenting department was requested to authenticate the same which
were returned duly authenticated by the indenting department.
Accordingly, notification under section 4(1) of Land Acquisition Act
No. X of Svt. 1990 was issued by this Collectorate vide No. LA/ADC/
512-20 dated 4-2-2014 for land measuring 47K-9M-05S in Village Jakhain,
Tehsil Udhampur. In reference to the notification under section 4(1) various

objections from interested persons were received in this Collectorate and
in order to dispose of the same within the mandates of Land Acquisition
Act, notification under section 5A (2) was issued vide this office No. LA/
ADC/562-67 dated 26-02-2014 and served upon the land owners/interested
persons. Given such a huge number of objections with varied nature raised
by the interested persons, a committee of officers headed by the Tehsildar,
Udhampur was constituted interested to minutely examine each of
these objections vide this Collectorate order No. LA/ADC/23-31 dated
07-05-2014. The committee after complying with the order submitted its
report vide No. TUDR/OQ/2014-15/599-600 dated 01-07-2014. On the
basis of report submitted by the above committee, a variation in the quantum
of land measuriing 06M-08S notified under section 4(1) was found and in
order to rectify the said variation in quantum of land a corrigendum to the
above notification under section 4(1) has been issued vide this Collectorate
No. LA/ADC/253-60 dated 20-2-2015.
Accordingly, the District Collector (Deputy Commissioner),
Udhampur was requested vide this office letter No. LA/ADC/332-33 dated
25-3-2015 for according declaration under sections 6, 7 & 17 of the J&K
State Land Acquisition Act, 1990 from the competent authority.
Subsequently the Divisional Commissioner, Jammu was requested by the
District Collector (Deputy Commissioner), Udhampur vide letter No. DCU/
LA/SQ/5186- 87 dated 30-3-2015 for issuance of declaration under sections
6, 7 & 17 of the J&K State Land Acquisition Act from the competent
authority. The Divisional Commissioner, Jammu recommended the case
to the competent authority for issuance of declaration under sections 6 ,7
& 17 of the Land Acquisition Act in the instant case which stands
issued by the J&K Government, Revenue Department vide Notification
No. 8-Rev(LAJ) of 2015 dated 27-10-2015 and conveyed the same vide
endorsement No. Rev/LAJ/68/2007 dated 27-10-2015.
Consequent upon this, notification under sections 9 & 9A of the J&K
State Land Acquisition Act was issued vide this Collectorate No. LA/ADC/
507-17 dated 5-11-2015 and the copies of the same were served upon the
land owners/interested persons as well as indenting department to state
their claims/objections, if any, regarding measurement of land and
compensation to be assessed within the period of fifteen days. Neither the
land owners nor the interested persons have filed objections within the
stipulated period.

Principle of compensation :––
Tehsildar, Udhampur was directed to furnish present market rate of
the land in question including three years average sale deed rate who vide
No. TUDR/OQ/2015-16/2123 dated 3-12-2015 intimated the average sale
deed rate for the last three years as Rs. 21,72,640/ per kanal. Undersigned
has also visited the spot for enquiry into the market rate of the land under
acquisition. The land under acquisition is located about 1 KM from the
District Headquarter. The stamp duty rate notified by the Divisional
Commissioner, Jammu for the year 2015-16 for the said village is Rs. 41.80
Lakh per kanal for residential and Rs. 67.30 Lakh per kanal for commercial.
After assessing the situation on spot, the land under acquisition bears
commercial/potential value and developmental activities are going on
unabated. The land under acquisition falls within the municipal limits of
Udhampur town and falls along side of the existing National Highway road.
Undersigned gave consideration thoroughly to all the factors mentioned
under section 23 of the J&K State Land Acquisition Act, Svt. 1990 and all
the local condition, a tentative draft award for an amount of Rs. 368684250/-
including 15% jabrana at the proposed rate of Rs. 67.00 Lakh per kanal for
the land in question has been prepared and submitted to the District Collector
(Deputy Commissioner), Udhampur vide this Collectorate vide No. LA/
ADC/677 dated 23-12-2015 for approval of rates in the Collectors meeting.
The District Collector (Deputy Commissioner), Udhampur convened a
meeting of Collectors on 28-12-2015 wherein the rates proposed by this
Collectoate has been deferred and the District Collector (Deputy
Commissioner) constituted a committee consisting upon Asstt. Commissioner,
Revenue, Executive Engineer, PWD (R&B) Division, Udhampur, District
Soil Conservation Officer, Udhampur and Tehsildar, Udhampur under the
Chairmanship of Collector, Land Acquisition (Addl. Deputy Commissioner),
Udhampur for examination of rates proposed by the Collector concerned.
The committee visited the spot and after taking into all the factors under
consideration submitted its report to District Collector (Deputy
Commissioner), Udhampur on 3-2-2016 wherein the committee proposed a
rate of Rs. 58.00 Lakh per kanal for the land falling under the municipal
limits. Accordingly, the District Collector (Deputy Commissioner), Udhampur
convened a meeting of Collectors again on 6-2-2016 wherein after threadbare
discussions, a rate of Rs. 55.00 lakh per Kanal irrespective of classification
of kind of soil for the land in question has been approved. On the basis of
report submitted by the field staff, land measuring 02M-02S falling under

Khasra No. 514 min has been included in the instant land acquisition and
remaining land measuring 07M-07S falling under Khasra No. 514 shall
remain excluded from the instant land acquisition case. Since, some
structure, fruit bearing trees and non-fruit bearing trees are coming under
the alignment, the Superintending Engineer, PWD (R&B) Circle, Udhampur
assessed the compensation on account of the structures coming under the
proposed acquisition. The assessment reports were furnished to this office
vide No. SEU/Drg/2015-16/220-24 dated 20-07-2015 and SEU/Drg/2015-
16/3959-63 dated 24-09-2015 and SEU/Drg/2015-16/4763-67 dated
15-10-2015, SEU/Drg/2016-17/7175-76 dated 06-01-2017, SEU/Drg/2016-
17/5707-11, dated. 29-11-2016, SEU/Drg/2016-17/5712-16 dated 29-11-2016,
SEU/Drg/2016-17/5703-06 dated 29-11-2016, SEU/Drg/2016-17/5676-80
dated 29-11-2016, and SEU/Drg/2015-16/5917-21 dated 19-11-2015 and
SEU/Drg/2015-16/10783-87 dated 14-03-2016 and SEU/Drg/2015-16/

Based on rates of land compensation approved, apportionment
statement is drawn as under :––
On the basis of rates approved by the committee of Collectors under
the Chairmanship of District Collector (Deputy Commissioner), Udhampur
and the assessment reports of the structures, fruit bearing and non-fruit
bearing trees furnished by the PWD, Forest, Horticulture Department and

The requisite certificates are recorded as under :––
1.
The land is needed for public purposes i. e. for widening of
National Highway situated in Village Jakhain, Tehsil and District Udhampur.
2.
That the adequate funds are available with this Collectorate.
3.
That no compensation has been paid in respect of the land under
acquisition earlier.
4.
That Shajra Khasra of the land has been authenticated by the
indenting department as token of its correctness.
5.
That the compensation will be paid in accordance with the
provisions of Agrarian Reforms Act, 1976.
6.
That the land under acquisition is free from all encumbrances.
7.
The Aks/Shajra/Dasti Khaka prepared in the instant case is in
accordance with the spot position and field book.
8.
That no EP/Aquaf/Dharmarth/Forest land is involved in the instant case.
9.
It is also certified that the compensation payable to the
owners/interested persons as shown in the apportionment statement shall
be tendered in accordance with the provisions of Agrarian Reforms Act
and guidelines given in the circular issued by the Revenue Department
under No. (LB)-10/80 dated 23-03-1980.
Therefore, I, Angrez Singh Rana, Collector, Land Acquisition (Addl.
Deputy Commissioner), Udhampur, in exercise of powers vested in me
under section 11 of J&K State Land Acquisition Act, (Svt. 1990) hereby
issue the final award for an amount of Rs. 337862081/- (Rs. Thirty Three
Crores Seventy Eight Lakh Sixty Two Thousand and Eighty one only) for
the land measuring 47K-09M-05S of Village Jakhain, Tehsil and District
Udhampur including compensation on account of structures and trees existed
thereupon for public purpose i. e. widening of National Highway up to four lane.
