Notification No. 76-Rev (LAJ) of 2017
Dated 22-02-2017.
Whereas, the land and specification whereof are given at
“Annexure-A” to this notification is required for construction of
Galhar-Sansari road by GREF in Village Gulabgarh, Tehsil Padder, District
Kishtwar ;
Whereas, on the basis of indent prepared by Comanding Officer, 118,
Road Construction Coy GREF, a notification under section 4 (1) was
issued by Collector, Land Acquisition (ADC), Kishtwar vide No. ADCK/
LA/57-62/2016 dated 07-06-2016 for land measuring 91 Kanals and
05 Marlas situated in Village Gulabgarh, Tehsil Padder, District Kishtwar ;
Whereas, the Collector, Land Acquisition (ADC), Kishtwar vide
No. ADC/LA/111-112/2016 dated 23-06-2016 has reported that the
notification issued under section 4 (1) of the J&K State Land Acquisition
Act by him was served upon the interested persons for filing objections,
if any, to the proposed acquisition, but no objection was received from the
land owners/interested persons within the prescribed period as required
under sections 5 & 5-A of the Land Acquisition Act ;
Whereas, the report furnished by Collector, Land Acquisition (ADC),
Kishtwar vide above referred letter duly endorsed by District Collector
(DC), Kishtwar vide No. DCK/LA/2016/358 dated 19-11-2016 and
Divisional Commissioner, Jammu vide his No. 502/2659/Acq/Galhar Sansari/
GREF/Ktr/16/2354-56 dated 01-12-2016 has been examined and it has
been found that the land owners did not file any objection to the proposed
acquisition ; and
Whereas, the Government is satisfied that the land particulars whereof
are given above is required for public purpose viz. construction of
Galhar-Sansari road by GREF in Village Gulabgarh, Tehsil Padder,
District Kishtwar.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring
91 Kanals 05 Marlas situated in Village Gulabgarh, Tehsil Padder, District
Kishtwar, particulars whereof are given above is required for public
purposes viz. for construction of Galhar-Sansari road by GREF in Village
Gulabgarh, Tehsil Padder, District Kishtwar. Further, the Collector, Land
Acquisition (ACR), Kishtwar is directed under section 7 of the said Act to
take orders for acquisition of the said land after giving prescribed
notice to the interested person(s) as required under the Land Acquisition
Act/Rules.

Notification No. 77-Rev (LAJ) of 2017
Dated 23-02-2017.
Whereas, the land specifications whereof are given at
“Annexure-A” to this notification is required for public purpose viz. for
widening/four laning of National Highway by NHAI ;
Whereas, the Divisional Commissioner, Jammu vide letter No. 502/
2741/Acq/NHAI/Dhalwas/Rbn/2016/2245-47 dated 21-11-2016 has reported
that the proceedings undertaken earlier by the Collector, Land Acquisition,
Ramban, regarding acquisition of land situated in Village “Dhalwas”,
Tehsil and District Ramban for widening/four laning of National Highway
by NHAI had been challenged before the Hon’ble High Court, which had
restrained the Collector from issuance of final award. It has further been
reported that the Hon’ble High Court while quashing the acquisition
proceedings has directed vide its order dated 06-10-2016 to initiate fresh
proceedings treating the date of its order dated 06-10-2016 as the date of
issuances of notification under section 4 (1) of the Land Acquisition Act ;
Whereas, in view of the earlier acquisition proceedings having been
quashed, it has been decided to initiate de-novo proceedings for entire land
under acquisition, notwithstanding the proceedings having been quashed to
the extent of the petitioners only, with a view to obviating the possibility of
fresh litigation, as the non-petitioners may also get emboldened to resort
to the litigation process in case part of the law is subjected to fresh
assessment of rates ; and
Whereas, the Government is satisfied that the land particulars whereof
are mentioned in “Annexure–A” to this notification is required for public
purpose viz. for widening/four laning of National Highway by NHAI.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring

National Highway by NHAI. Further, the Collector, Land Acquisition
(ADC), Ramban is directed under section 7 of the said Act to take orders
for acquisition of the said land after giving prescribed notice to the
interested person(s) as required under the Land Acquisition Act/Rules.
Further, in pursuance of section 17 of the Land Acquisition Act, Samvat
1990, it is also ordered that on expiry of fifteen days from the publication of
the notification under section 9 (2) of the said Act, the Collector will take
possession of the aforementioned land in Village Dhalwas, Tehsil and
District Ramban required for public purpose, subject to fulfillment of the
conditions prescribed under section 9 (2) and section 17-A of the Land
Acquisition Act and Rule 63 of the Land Acquisition Rules.
However, the Collector concerned shall be personally responsible
for identification and proper title verification of all types of land involved
in the case and apportionment of compensation amongst all the interested
persons/rightful claimants, in accordance with the relevant laws/rules in
force, while making the award.

2737/Acq/NHAI/Seri/Rbn/2016/2236-38 dated 21-11-2016 has reported that
the proceedings undertaken earlier by the Collector, Land Acquisition,
Ramban, regarding acquisition of land situated in Village “Seri”, Tehsil and
District Ramban for widening/four laning of National Highway by NHAI
had been challenged before the Hon’ble High Court, which had restrained
the Collector from issuance of final award. It has further, been reported
that the Hon’ble High Court while quashing the acquisition proceedings has
directed vide its order dated 06-10-2016 to initiate fresh proceedings treating
the date of its order dated 06-10-2016 as the date of issuances of notification
under section 4 (1) of the Land Acquisition Act ;
Whereas, in view of the earlier acquisition proceedings having been
quashed, it has been decided to initiate de-novo proceedings for entire land
under acquisition, notwithstanding the proceedings having been quashed to
the extent of the petitioners only, with a view to obviating the possibility of
fresh litigation, as the non-petitioners may also get emboldened to resort to
the litigation process in case part of the law is subjected to fresh assessment
of rates ; and
Whereas, the Government is satisfied that the land particulars whereof
are mentioned in “Annexure–A” to this notification is required for public
purpose viz. for widening/four laning of National Highway by NHAI.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring

particulars whereof are given in “Annexeure–A” to this notification is
required for public purpose viz. for widening/four laning of National
Highway by NHAI. Further, the Collector, Land Acquisition (ADC),
Ramban is directed under section 7 of the said Act to take orders for
acquisition of the said land after giving prescribed notice to the
interested person(s) as required under the Land Acquisition Act/Rules.
Further, in pursuance of section 17 of the Land Acquisition Act, Samvat
1990, it is also ordered that on expiry of fifteen days from the publication of

the notification under section 9 (2) of the said Act, the Collector will take
possession of the aforementioned land in Village Seri, Tehsil and District

prescribed under section 9 (2) and section 17-A of the Land Acquisition
Act and Rule 63 of the Land Acquisition Rules.
However, the Collector concerned shall be personally responsible
for identification and proper title verification of all types of land involved
in the case and apportionment of compensation amongst all the interested
persons/rightful claimants, in accordance with the relevant laws/rules in
force, while making the award.

Whereas, on the basis of indent prepared by Executive Engineer,
PMGSY, Budhal vide No. 390-92 dated 24-01-2013, a notification under
section 4 (1) was issued by Collector, Land Acquisition (ACR), Rajouri
vide No. AC/LA/1625-27 dated 26-02-2013 read with Corrigendum
No. AC/LA/515-16 dated 30-07-2013 dated 26-10-2016 for land measuring
44 Kanals 01 Marla situated in Village Hasplote (Urban), Tehsil Thanna
Mandi, District Rajouri ;
Whereas, the Collector, Land Acquisition (ACR), Rajouri has
reported that the notification issued under section 4 (1) of the J&K State
Land Acquisition Act by him was served upon the interested persons for
filing objections, if any, to the proposed acquisition but no objection was
received from the land owners/interested persons within the prescribed
period as required under sections 5&5–A of the Land Acquisition Act ;

Whereas, the report furnished by District Collector (DC), Rajouri

Whereas, a number of complaints/representations have time and
again been received in the department regarding injdicious use of Essential
Commodities and extravaganza expenditures being made in both public
and private functions by most of the people in the State ;
Whereas, it has also been abserved that a lot of noise, air, soil and
water pollution is also caused by using big generator sets/using high pitch
sound amplifiers/loud speakers/decks/profuse lightning/bursting crackers
etc. in such functions ;
Whereas, it has also been observed that by organizing big gatherings/
inviting uncontrolled number of guests in such functions, the road often get
blocked due to wrong parking of vehicles by the visitors thereby creating
jams ;
Whereas, it has also been observed/reported that large quantities of
food items (both veg. and non-veg.) besides beverages, fruits, sweets etc.
are not only being served during these functions but most of it gets wasted
and is thrown into dustbins ;
Whereas, a lot of inconvenience is being caused to the masses in
general and old, infirm, students and sick people in particular by the high
pitch music etc. ;

Whereas, it has been observed that such excessive/injudicious use
of essential commodities/meeting extravaganza arrangements by some
people in the society as one group of people result in increase of demand/
cost of essential products like Rice, Atta, Meat, Vegetables, Fruits etc. in
the market and on the other hand create economic stratification/social
divide in the society besides affecting economic status of poor/weaker
sections of the society.
Now, therefore, keeping all the above referred factors in view, it is
hereby ordered as under :–
(i)
There shall be complete ban on sending dry fruits/sweet packets
etc. with invitation cards by any person to relatives, friends,
guests, invitees etc.
(ii)
There shall be complete ban on use of amlifiers/loud speakers/
fire crackers in any Government or private social function, which
create sound beyond human capacity of hearing.
(iii)
The number of guests to be invited on marriage of daughter
(Barat) ; marriage of son and small functions like engagement
of son/daughter and other small functions should be restricted
to a maximum of 500, 400 and 100 respectively.
(iv)
The number of non-veg./veg. dishes to be cooked in such
functions should be restricted to a maximum of 07 each and
two stalls of sweets or fruits.
(v)
It should be ensured that there is no wastage of any sort of
food items uncooked or cooked during such functions. Even if
there is some surplus food items (cooked), same shall not be
thrown into dustbins but should be provided to deserving
people/old-age homes etc. after properly preserving/packing
the same.

(vi)
No plastic/undecomposable material shall be thrown in open
field but shall be collected in separate dustbin and shall be
disposed of properly by the host/organizer.
This order shall come into force w. e. f. 1st of April, 2017.

Whereas, the land specification whereof are given in “Annexure-A”
to this notification is required for public purpose viz. widening/four laning
of National Highway by NHAI ;
Whereas the Divisional Commissioner, Jammu vide letter No. 502/
2738/Acq/NHAI/Kanthi/Rbn/2016/2242-44 dated 21-11-2016 has reported
that the proceedings undertaken earlier by the Collector, Land
Acquisition, Ramban, regarding acquisition of land situated in
Village “Kanthi”, Tehsil and District Ramban for widening/four laning of
National Highway by NHAI had been challenged before the Hon’ble High
Court, which had restrained the Collector from issuance of final award. It
has further been reported that the Hon’ble High Court while quashing the
acquisition proceedings has directed vide its order dated 06-10-2016 to
initiate fresh proceedings treating the date of its order dated 06-10-2016 as
the date of issuances of notification under section 4 (1) of the Land
Acquisition Act ;
Whereas, in view of the earlier acquisition proceedings having been
quashed, it has been decided to initiate de-novo proceedings for entire land
under acquisition, notwithstanding the proceedings having been quashed to
the extent of the petition only, with a view to obviating the possibility of
fresh litigation, as the non-petitioners may also get emboldened to resort to
the litigation process in case part of the law is subjected to fresh
assessment of rates ; and
Whereas, the Government is satisfied that the land particulars whereof
are mentioned in “Annexure–A” to this notification is required for public
purpose viz. “widening/four laning of National Highway by NHAI”.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring

78 Kanals situated in Village “Kanthi”, Tehsil and District Ramban,
particulars whereof are given in “Annexeure–A” to this notification is
required for public purposes viz. “widening/four laning of National Highway
by NHAI”. Further, the Collector, Land Acquisition (ADC), Ramban is
directed under section 7 of the said Act to take orders for acquisition of
the said land after giving prescribed notice to the interested person(s) as
required under the Land Acquisition Act/Rules.
Further, in pursuance of section 17 of the Land Acquisition Act,
Samvat 1990, it is also ordered that on expiry of fifteen days from the
publication of the notification under section 9 (2) of the said Act, the Collector
will take possession of the aforementioned land in Village Maroog, Tehsil
and District Ramban required for public purpose, subject to fulfillment of
the conditions prescribed under section 9 (2) and section 17-A of the Land
Acquisition Act and Rule 63 of the Land Acquisition Rules.
However, the Collector concerned shall be personally responsible
for identification and proper title verification of all types of land involved
in the case and apportionment of compensation amongst all the interested
persons/rightful claimants, in accordance with the relevant laws/rules in
force, while making the award.

Whereas, on the basis of an indent placed by Project Director,
NHAI, PIU vide PD/JMU/15011/1998 dated 03-10-2005, a notification
under section 4 (1) was issued by Collector, Land Acquisition (ADC), Ramban
vide No. 230-37/ADCR/ACQ dated 15-05-2006 situated in Village “Sawani”,
Tehsil and District Ramban ;
Whereas, the Collector, Land Acquisition (ADC), Ramban vide
letter No. 521-26/ACQ/NHAI dated 08-11-2016 has reported that the
proceedings undertaken earlier by the Collector, Land Acquisition,
Ramban had been challenged before the Hon’ble High Court, which had

Land Acquisition (Defence), Rajouri/Poonch, HQ Rajouri vide No. Coll/
Def/105-10 dated 30-05-2014 for land measuring 90 Kanals situated in
Village “Noor Kote”, Tehsil Haveli, District Poonch ;
Whereas, the District Collector (DC), Poonch vide letter No. Coll/
Def/349 dated 25-07-2016 has reported that the notification issued under
section 4 (1) of the J&K State Land Acquisition Act by Collector, Land
Acquisition (Defence), Rajouri/Poonch, HQ Rajouri was served upon the
interested persons for filing objections, if any, to the proposed acquisition
but no objection was received from the land owners/interested persons in
the prescribed time period as required under sections 5 & 5-A of the Land
Acquisition Act ;
Whereas, the report furnished by Deputy Commissioner, Poonch
vide letter referred above has been examined and it has been found that the
land owners did not file any objection to the proposed acquisition ; and
Whereas, the Government is satisfied that the land particulars

Whereas, the land particulars of which are given below is being
acquired for public purpose viz. for widening/construction of National
Highway up to four laning in Village Chanderkote, Tehsil and District
Ramban as notified under sections 6&7 of Land Acquisition Act, 1990,
BK by the Govt. vide Notification No. 45-Rev (LAJ) of 2017 dated
09-02-2017 issued under endorsement No. Rev/LAJ/274/2016 dated
09-02-2017 and its possession is likely to be taken over.
Therefore, the owners/interested persons and the Indenting
Departments are hereby called upon to attend this office either in person
or through an authorized agent within 15 days from the date of
publication of this notice to state the nature of their respective interests
in the land and the compensation and their objections, if any, to the
measurements of the land.

namely :––
A. “In rule 10, the following clause shall be added as clause (a)
before the existing clause ‘a’,––
(a) The preliminary examination will consist of two papers of
objective type (multiple choice questions) and carry 450
marks in the subjects set out in Appendix-A of Srinagar
and Kashmir Civil Service (Judicial) Recruitment
Rules, 1967. This examination is meant to serve as a
screening test only. The marks obtained in preliminary
examination shall count only for shortlisting of the
candidates for main examination.
Subject to minimum qualifying marks as may be fixed
by the Commission at its discretion, the number of
candidates to be admitted to the main examination shall
be, as far as practicable, 1/3rd of the total number of
candidates who appeared in the preliminary examination
or twenty five times the total number of vacancies to be
filled in various services and posts whichever be lower.
(b) Existing clauses ‘a’ and ‘b’ shall be renamed as
clauses ‘b’ and ‘c’ respectively.”
