Notification No. 152-Rev (LAJ) of 2017
Dated 27-03-2017.
Whereas, the land, specifications whereof are given in
“Annexure-A” to this notification is required for public purpose, viz. for
construction of Link Road from Kuchhal to Simbol (Phase 1st) in Village
Kuchhal, Tehsil Mughalmaidan, District Kishtwar under PMGSY ;
Whereas, on the basis of an indent placed by Executive Engineer,
PMGSY, Division Chatroo vide PMGSY/CHD/2011-12/2078-81 dated
21-02-2012, a notification under section 4 (1) was issued by Collector,
Land Acquisition (ACR), Kishtwar vide No. ACR/LA/2013/545-50 dated
24-02-2014 for land measuring 58 Kanals 06 Marlas situated in Village
“Kachhal”, Tehsil Mughalmaidan, District Kishtwar ;
Whereas, the Collector, Land Acquisition (ACR), Kishtwar
vide No. ACR/LA/2016/2193 dated 22-10-2016 has reported that the
notification issued under section 4 (1) of the J&K State Land Acquisition
Act by him was served upon the interested persons for filing objections,
if any, to the proposed acquisition but no objection was received from the
land owners/interested persons in the prescribed period as required under
sections 5&5-A of the Land Acquisition Act ;
Whereas, the report furnished by Collector, Land Acquisition
(ACR), Kishtwar vide referred above duly endorsed by
Deputy Commissioner, Kishtwar vide No. DCK/LA/2016/328-32
dated 12-11-2016 has been examined and it has been found that the land
owners did not file any objection to the proposed acquisition ;
Whereas, the Government is satisfied that the land particulars
whereof are mentioned in “Annexure-A” to the notification is required
for public purpose viz. for construction of Link Road from Kuchhal to Simbol
(Phase 1st) situated in Village Kuchhal, Tehsil Mughalmaidan,
District Kishtwar under PMGSY.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring
58 Kanals 06 Marlas situated at Village “Kuchhal”, Tehsil
Mughalmaidan, District Kishtwar, particulars whereof are given in
“Annexure-A” to this notification is required for public purpose viz. for
construction of Link Road from Kuchhal to Simbol (Phase 1st) under
PMGSY. Further, the Collector, Land Acquisition (ACR), Kishtwar, is

directed under section 7 of the said Act to take orders for acquisition of

in the case and apportionment of compensation amongst all the interested
persons/rightful claimants, in accordance with the relevant laws/rules in
force, while making the award.

Whereas, the Government is satisfied that the land particulars
whereof are mentioned above is required for public purpose viz. for
construction of road from Potha to Goder under PMGSY.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring

particulars whereof are given above is required for public purposes viz. for

Whereas, the Government is satisfied that the land particulars
whereof are given in “Annexure-A” to this notification is required for
public purpose viz. “ for construction of road from Chowki to Khurkhal,
Phase-VIII, in Village Surni, Tehsil Ramnagar, District Udhampur
under PMGSY.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring
95 Kanals, 01 Marla situated at Village “Surni”, Tehsil Ramnagar,
District Udhampur, particulars whereof are given in “Annexure–A” to this
notification is required for public purpose viz. for construction of road from
Chowki to Khurkhal under PMGSY. Further, the Collector, Land
Acquisition (SDM), Ramnagar is directed under section 7 of the said
Act to take order for acquisition of the said land after giving prescribed
notice to the interested person(s) as required under the Land Acquisition
Act/Rules.
However, the Collector concerned shall be personally responsible for
identification and proper title verification of all types of land involved in the
case and apportionment of compensation amongst all the interested
persons/rightful claimants in accordance with the relevant laws/rules in
force, while making the award.

Whereas, on the basis of an indent placed by Executive Engineer,
PW (R&B), Division Bhaderwah vide No. 514 dated 14-05-2010,
a notification under section 4 (1) was issued by Collector, Land
Acquisition (SDM), Bhaderwah vide No. 1148-56/LAC/11 dated
09-09-2011 for land measuring 01 Kanal and 13 Marlas situated in
Village “Sartingal”, Tehsil Bhaderwah, District Doda ;
Whereas, the District Collector (DC), Doda vide No. 239/LAC/
D/16 dated 28-06-2016 has reported that the notification issued under

the Land Acquisition Act ;
Whereas, the report furnished by District Collector (DC), Doda vide
his letter to referred above duly endorsed by Divisional Commissioner, Jammu

has been examined and it has been found that the land owners did not file
any objection to the proposed acquisition ;
Whereas, the Government is satisfied that the land particulars whereof
are mentioned in above is required for public purpose viz. for construction
of Link Road from Sartingal to Mounda at Village Sartingal, Tehsil
Bhaderwah, District Doda by PW (R&B) Department.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring

Whereas, the Collector, Land Acquisition (ACR), Doda vide
No. 830-35/Acq dated 05-11-2016 has reported that the notification issued
under section 4 (1) of the J&K State Land Acquisition Act by him was
served upon the interested persons for filing objection, if any, to the proposed

No. SDM/JMU-S/1652-58 dated 24-12-2016 for land measuring 102 Kanals
01 Marla and 05 Sarsai situated at Village Najwal, Tehsil Bishnah,
District Jammu ;
Whereas, the Collector, Land Acquisition (SDM), South Jammu
vide No. SDM/JMU-S/2016-17/791-92 dated 09-01-2017 has reported
that the notification issued under section 4 (1) of the J&K State Land
Acquisition Act by him was served upon the interested persons for filing
objections, if any, to the proposed acquisition, in response to which one
of the interested persons within the prescribed period as required under
sections 5& 5-A of the Land Acquisition Act ;
Whereas, the objections with regard to measurement and demarcation
of land as per alignment stands already addressed by Collector. However,
the suggestion of the interested persons regarding providing of employment
in lieu of land was not found tenable due to lack of such a provision in the
Land Acquisition Act/Rule ;

Whereas, the report furnished by Collector, Land Acquisition

District Collector (DC), Jammu vide No. DCJ/LA/Ring-Road/
Najwal/2016-17/1416-18 dated 20-01-2017 and Divisional Commissioner,
Jammu vide his No. 502/2808/Acq/R-R-NHAI/Najwal/J/17/2940-43
dated 01-02-2017 has been examined and it has been found that the land
owners did not file any objection to the proposed acquisition ;
Whereas, the Government is satisfied that the land particulars
whereof are given above, is required for public purpose viz. for construction
of Ring Road by NHAI in Village Najwal, Tehsil Bishnah, District Jammu.
Whereas, the Indenting Department/Collector have expressed urgency
for taking over the possession of the land.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring
102 Kanals, 01 Marla and 05 Sarsai situated in Village Najwal,
Tehsil Bishnah, District Jammu, particulars whereof are given in
“Annexure-A” is required for public purposes viz. for construction of Ring
Road by NHAI at Village Najwal, Tehsil Bishnah, District Jammu. Further,
the Collector, Land Acquisition (SDM South), Jammu is directed under
section 7 of the said Act to take orders for acquisition of the said land after
giving prescribed notice to the interested person(s) as required under the
Land Acquisition Act/Rules.
Further, in pursuance of section 17 of the Land Acquisition Act, Samvat
1990, it is also ordered that on expiry of fifteen days from the publication of
the notification under section 9 (2) of the said Act, the Collector will take
possession of the aforementioned land in Village Najwal, Tehsil Bishnah,
District Jammu, required for public purposes subject the fulfillment of the
conditions prescribed under section 9 (2) and section 17-A of the Land
Acquisition Act and rule 63 of the Land Acquisition Rules.
However, the Collector concerned shall be personally responsible for
identification and proper title verification of all types of land involved in the
case for making apportionment of compensation amongst all the interested

Whereas, the land, specifications whereof are given in
“Annexure-A” to this notification is required for public purpose viz. for
construction of road from Army Check to BSF Check in Village Salotri,
Tehsil Haveli, District Poonch by GREF ;
Whereas, on the basis of an indent placed by Officer Commanding,
79 RCC, GREF a notification under section 4 (1) was issued by Collector,
Land Acquisition (Defence), Rajouri/Poonch, Hq. Rajouri vide
No. Coll/Def/585-91 dated 08-01-2015 for land measuring 27 Kanals 09
Marlas situated in Village “Salotri”, Tehsil Haveli, District Poonch ;
Whereas, the District Collector (DC), Poonch vide letter No. Coll/
Def/319 dated 11-07-2016, has reported that the notification issued under
section 4 (1) of the J&K State Land Acquisition Act by the Collector,
Land Acquisition (Defence), Rajouri/Poonch, Hq. Rajouri was served
upon the interested persons for filing objections, if any, to the proposed
acquisition but no objection was received from the land owners/interested
persons in the prescribed time period as required under sections 5 & 5-A
of the Land Acquisition Act ;
Whereas, the report furnished by Deputy Commissioner, Poonch letter
referred to above has been examined and it has been found that the land
owners did not file any objection to the proposed acquisition ;

Whereas, the Government is satisfied that the land particulars
whereof are given in “Annexure-A” to this notification is required for
public purpose viz. for construction of road from Army Check to BSF Check
in Village Salotri, Tehsil Haveli, District Poonch by GREF.
Now, therefore, in pursuance of section 6 of the J&K State Land
Acquisition Act, Samvat 1990, it is declared that the land measuring
27 Kanals 09 Marlas situated in Village “Salotri”, Tehsil Haveli, District
Poonch, particulars whereof are given in “Annexure–A” to this
notification is required for public purpose viz. for construction of road from
Army Check to BSF Check in Village Salotri, Tehsil Haveli, District Poonch
by GREF. Further, the Collector, Land Acquisition (Defence), Rajouri/
Poonch, Hq. Rajouri is directed under section 7 of the said Act to take
orders for acquisition of the said land after giving prescribed notice to the
interested person(s) as required under the Land Acquisition Act/Rules.
However, the Collector concerned shall be personally responsible
for identification and proper title verification of all types of land involved
in the case and apportionment of compensation amongst all the interested
persons/rightful claimants, in accordance with the relevant laws/rules in
force, while making the award.

Whereas, the land particulars of which are given below is being
acquired for public purpose viz. for widening/construction of National
Highway up to four lanning in Village Dhalwas, Tehsil and District Ramban
as notified under sections 6, 7 & 17 of Land Acquisition Act, 1990 BK by
the Govt. vide Notification No. 77-Rev (LAJ) of 2017 dated 23-02-2017
issued under endorsement No. Rev/LAJ/270/2016 dated 23-02-2017 and its
possession is likely to be taken over.
Therefore, the owners/interested persons and the Indenting
Departments are hereby called upon to attend this office either in person or
through an authorized agent within 15 days from the date of publication of
this notice to state the nature of their respective interests in the land and the
compensation and their objections, if any, to the measurements of the land.

I, Raj Singh S/o Lt. Shri Shanker Singh R/o H. O. 296, Airport Road,
behind Ice Factory, Narwal Pain, Jammu Cantt. wants to correct the name
of my father which was wrongly written as Raj Singh instead of Shanker
Singh in his PAN Card vide No. ABPPS5261B. The correct name of my
father is Shanker Singh, which needs to be corrected in PAN Card.

Applications in the prescribe format (Annexure-A) are invited
from the eligible candidates for temporary engagement against
nine positions of Research Assistants on a consolidated amount of
Rs. 15,000/- per month, as honorarium for his/her assignment the
application forms are available on the Website of High Court of Jammu
and Kashmir (www.jkhighcourt.nic.in) and can be downloaded there
from. The applications complete in all respects with a recent passport
size photograph and a bank draft of Rs. 200/- in the name of Registrar
General of the High Court of Jammu and Kashmir shall be forwarded
to the High Court on e-mail address ([email protected]) and the original
application form along with bank draft and other testimonials by post
to Registrar Judicial, Srinagar/Jammu latest by 06-09-2017. However
in case a candidate opts to deliver the original application form .to the
Registrar Judicial concerned within the prescribed time along with bank
draft and testimonials by hand, he/she need not e-mail his/her application
form.
The details regarding eligibility criteria etc. are enumerated as
under :––
Age :
A candidate must not have attained the age of 30 years as on
1st July, 2017.
Eligibility :
(i) The candidate must be a permanent resident of the State
of Jammu and Kashmir ;
(ii) He must be a Law Graduate (as on the date of appearing
at interview) having a Bachelor’s Degree in Law (including
Integrated Degree Course in Law) from any School/
College/University/Institute established by Law in India and
recognized by the Bar Council of India for enrolment as
an Advocate, possessing a minimum of 55% marks in
aggregate at Law Graduation (including Integrated Degree
Course in Law) and should not have completed one year
after enrolment as an Advocate ;
(iii) The candidates studying in the final year/last semester of
their Law Course will also be eligible to apply subject to
furnishing, proof of acquiring the Law degree qualification
with minimum 55% marks in aggregate at the time of
interview ;
(iv) The candidates studying in fifth year of the five-year
Integrated Law Course will have to submit attested copies

of their grade-sheet/marks card/transcripts until the end of
the fourth year ;
(v) The candidate must have knowledge of Computer,
including retrieval of desired information from various
search engines/processes such as Manupatra, SCC Online,
Lexis, Nexis, Westlaw etc. ;
Fee :
(i) The application form must be accompanied with a bank
draft of Rs. 200/- in the name of Registrar General of the
High Court of Jammu and Kashmir ;
(ii) Applications received along with fee on or before the last
date for receipt of applications and found to be in order
in all respects shall be considered for further process.
Period of
Assignment
and De-assignment of Research
Assistant :
(i) The engagement will be purely on contractual basis initially
for a period of one year from the date of taking up the
assignment, which can be extended for a further period
of not exceeding one year, subject to the approval of
Hon’ble the Chief Justice or the Committee nominated by
Hon’ble the Chief Justice ;
(ii) However, the assignment of Research Assistant can be
discontinued even before the completion of one year, if his/
her services are found to be unsatisfactory ;
(iii) On engagement the candidate must take up the assignment
of Research Assistant within the period specified in his/
her order of engagement. No request for extension of time
for joining the assignment will be entertained ;
(iv) Research Assistant shall not be treated or deemed to be
a regular employee in the services of the High Court of
Jammu and Kashmir ;

(v) Any Research Assistant intending to leave the assignment
within a period of one year or extended period shall be
required to give prior notice of one month with prior
intimation to the Hon’ble Judge to whom attached.
Selection Process :
The selection of Research Assistant shall be made in
accordance with the selection process laid down in the
guidelines as notified in the High Court Notification No.
578 dated 30-08-2016, which is already available on the
High Court website (www.jkhighcourt.nic.in).
The candidates are advised to go through the Notification
No. 578 dated 30-08-2016 before applying for the said
assignment. The candidate shall
be
bound
by
the
conditions/guidelines as prescribed in the above said
notification, in respect of responsibilities, duties and other
conditions attached to the said assignment.
The Research Assistant shall not be entitled to any
allowance(s) or perk(s) other than the honorarium.
Note :
(i) Any wrong or incorrect information furnished by the
candidate shall lead to the rejection of his/her candidature
at any stage ;
(ii) The date and place for conducting the test shall be notified
separately through print media ;
(iii) No. T. A./DA shall be paid for the test/interview ;
(iv) Incomplete application(s)/application(s) received after the
last date or received by any other mode than specified
above, shall not be entertained.

SRO-283.––In exercise of the powers conferred by clause (b) of
section 3 of the Jammu and Kashmir Grant of Permanent Resident
Certificate (Procedure) Act, 1963 (Act No. XIII of 1963), and in
supersession of all previous notifications issued in this behalf, the
Government hereby appoint Mr. Nissar Ahmad Nissar (KAS),
Sub-Divisional Magistrate, Kangan to be the competent authority for the
purposes of the said Act within the territorial jurisdiction of Tehsil Kangan
and Gund of District Ganderbal.

Family Pension-cum-Gratuity Rules, 1964, namely :––
After Note 2 below Sub-Rule (e) of Rule 21, following Note shall
be added ; namely :––
