In supersession of Government Order No. 747-GAD of 2017 dated

14-06-2017, sanction is hereby accorded to the incurring of revenue

expenditure including salary component in respect of Vice-Chairmen/Vice-

Chairpersons of Corporations/Boards henceforth by the concerned

Administrative Departments without causing any financial burden to the

concerned Corporations/Boards. This shall come into force w. e. f.

1st April, 2018. The Finance Department shall arrange the necessary

funds by placing the same at the disposal of the concerned Administrative

Departments in this behalf.

of J&K Horticulture (Gazetted) Service as it stood on

Whereas, a combined final seniority list of Gazetted Officers of J&K

Horticulture was issued vide Government Order No. 04-Agri. of 2010

dated 08-01-2010 ; and

Whereas, after the issuance of the said seniority list, some officers at

the level, of CHOs and equivalent have retired after attaining the age of

superannuation, some officers at the level of District Horticulture Officers

(DHOs) have been promoted as Chief Horticulture Officers (CHOs) and

equivalent vide Government Order No. 62-Agri of 2016 dated 23-02-2016

and while others have been promoted to the next higher grade as Joint

Director on the recommendations of PSC/DPC ; and

Whereas, all these changes at the level of CHOs and equivalent make

it imperative to update their seniority list and also issue a separate seniority

list of the officers of the level of CHOs and equivalent ; and

Whereas, as a sequel to that all the necessary changes wherever,

applicable have been made in the seniority list at the level of CHOs

and equivalent, based on the available records of the officers under

reference and accordingly a separate tentative seniority list is prepared/

framed on the basis of date of confirmation of officers as CHOs and

equivalent level ; and

Whereas, a tentative seniority list of the CHOs and equivalent as

it stood on 01-01-2017 was issued vide Government order No. 25-Horti.

of 2017 dated 08-03-2017, and the same was uploaded in the official website

of Horticulture Department. A notice was also issued under endorsement

No. Horti/27/2017 dated 10-03-2017 and the same was published in the

newspaper for information of all the concerned inviting objections, if any,

on the tentative seniority list uploaded on the official website, within 21

days ; and

Whereas, the department has not received any objections from the

concerned officers during the stipulated period of time given with regards

to the positions assigned to them in the tentative seniority list ; and

Whereas, the seniority of those I/c CHOs and equivalent in whose

case recommendation regarding promotion/confirmation has been kept

withheld by the PSC/DPC, their rightful position will be incorporated in the

seniority list as and when their regularization orders are issued on the

Now, therefore, in view of above, the final seniority list of Chief

Horticulture Officers and equivalent of J&K Horticulture (Gazetted) Service

as it stood on 01-05-2017, is hereby issued, farming Annexure to this order.

The seniority list shall be without prejudice to the outcome of writ

petitions, if any, pending before any competent court (s) of law.

The date birth of the officers recorded in the seniority list shall be

subject to verification from their Service Book/Matriculation Date of bBirth

Certificate.

Whereas, the land specifications whereof are given in

Annexure “A” to this notification is required for public purpose viz. for

construction of road from Galhar to Chicha in Village Galharbatta,

Tehsil Kishtwar (Now Nagseni), District Kishtwar under PMGSY ;

Whereas, on the basis of an indent placed by Executive Engineer,

PMGSY Division Kishtwar, a notification under section 4 (1) was issued

by Collector, Land Acquisition (ACR), Kishtwar vide No. ACR/LA/

1751-56 dated 30-09-2014 for land measuring 108 Kanals and 06 Marlas

situated in Village “Galharbatta”, Tehsil Nagseni, District Kishtwar ;

Whereas, the Collector, Land Acquisition (ACR), Kishtwar vide

No. ACR/LA/2016/249-50 dated 17-03-2017 has reported that the

notification issued under section 4 (1) of the J&K State Land Acquisition

Act by him was served upon the interested persons for filing objections,

if any, to the proposed acquisition but no objection was received from the

land owners/interested persons in the prescribed time period as required

under sections 5 & 5–A of the Land Acquisition Act ;

Whereas, the report furnished by Collector, Land Acquisition (ACR),

Kishtwar vide referred above duly endorsed by Deputy Commissioner,

Kishtwar vide No. DCK/LA/1588-92/2016 dated 17-03-2017 has been

examined and it has been found that the land owners did not file any objection

to the proposed acquisition ;

Whereas, the Government is satisfied that the land particulars

whereof are given in Annexure “A” to this notification is required for

public purpose viz. for construction of road from Galhar to Chicha in

Village Galharbatta, Tehsil Nagseni, District Kishtwar under PMGSY.

Now, therefore, in pursuance of section 6 of the J&K State

Land Acquisition Act, Samvat 1990, it is declared that land

measuring 108 Kanals and 06 Marlas situated in Village “Galharbatta”,

Tehsil Nagseni, District Kishtwar, particulars whereof are given in

Annexure “A” to this notification is required for public purpose viz. for

construction of road from Galhar to Chicha in Village Galharbatta, Tehsil

Nagseni, District Kishtwar under PMGSY. Further, the Collector, Land

Acquisition (ACR), Kishtwar is directed under section 7 of the said

Act to take order for acquisition of the said land after giving prescribed

notice to the interested person(s) as required under the Land Acquisition

Act/Rules.

However, the Collector concerned shall be personally responsible

for identification and proper title verification of all types of land involved

in the case and apportionment of compensation amongst all the interested

persons/rightful claimants in accordance with the relevant laws/rules in

force, while making the award.

Whereas, the land specifications whereof are given in Annexure “A”

to this notification is required for public purposes viz. for construction

of Karthai HEPP Paddar in Village Gulabgarh, Tehsil Padder, District

Whereas, on the basis of an indent placed by Executive Engineer,

Civil construction Division-I Karthai HEPP, a notification under section

4 (1) was issued by Collector, Land Acquisition (ACR), Kishtwar vide

No. ADC/LA/2016/233/14 dated 15-07-2014 for land measuring 83 Kanals

and 02 Marlas situated at Village “Gulabgarh”, Tehsil Padder, District

Kishtwar ;

Whereas, the Collector, Land Acquisition (ADC), Kishtwar vide

No. ADCK/LA/2017/229-32 dated 25-05-2017 has reported that the

notification issued under section 4 (1) of the J&K State Land Acquisition

Act by him was served upon the interested persons for filing objections,

if any, to the proposed acquisition but no objection was received from the

land owners/interested persons in the prescribed time period as required

under sections 5 & 5–A of the Land Acquisition Act ;

Whereas, the report furnished by Collector, Land Acquisition (ADC),

Kishtwar vide referred above duly endorsed by Deputy Commissioner,

Kishtwar vide No. DCK/LA/2017/94-99 dated 26-05-2017 has been

examined and it has been found that the land owners did not file any

objection to the proposed acquisition ; and

Whereas, the Government is satisfied that the land particulars

whereof are given in Annexure “A” to this notification is required for

public purpose viz. for construction of Karthai HEPP Paddar in Village

Gulabgarh, Tehsil Padder, District Kishtwar.

Now, therefore, in pursuance of section 6 of the J&K State

Land Acquisition Act, Samvat 1990, it is declared that land

Whereas, on the basis of an indent placed by Officer Commanding

vide No. Coll/Def/1195-1200 dated 28-01-2017 for land measuring 56 Kanals

and 14 Marlas situated in Village “Saj”, Tehsil Thannamandi,

District Rajouri ;

Whereas, the District Collector (DC), Rajouri vide letter

No. Coll/Def/1310-11 dated 16-02-2017, has reported that the notification

issued under section 4 (1) of the J&K State Land Acquisition Act by

the Collector, Land Acquisition (Defence), Rajouri/Poonch Hq. Rajouri

was served upon the interested persons for filing objections, if any, to

the proposed acquisition but no objection was received from the land

owners/interested persons in the prescribed time period as required

under sections 5 & 5-A of the Land Acquisition Act ; and

Whereas, the report furnished by Deputy Commissioner, Rajouri

vide letter referred above duly endorsed by Divisional Commissioner,

Whereas, on the basis of indent placed by Executive Engineer,

PMGSY, Division Udhampur vide PMGSY/Div./Udh-I/2401-03 dated

02-12-2009, a notification under section 4 (1) was issued by Collector,

Land Acquisition (SDM), Ramnagar vide No. SDMR/LA/2016-17/544-51

dated 13-12-2016 for land measuring 11 Kanals and 17 Marlas situated in

Village Dalsar, Tehsil Ramnagar, District Udhampur ;

Whereas, the Collector, Land Acuisition (SDM), Ramnagar vide

No. SDMR/LA/566 dated 29-12-2016 has reported that the notification

issued under section 4 (1) of the J&K State Land Acquisition Act by him

was served upon the interested persons for filing objections, if any, to

the proposed acquisition but no objection was received from the land

owners/interested persons within the prescribed time period as required

under section 5 & 5–A of the Land Acquisition Act ;

Whereas, the report furnished by the Collector Land Acquisition

(SDM), Ramnagar vide No. referred to above duly endorsed by the Deputy

Commissioner, Udhampur vide No. DCU/SQ/745-47 dated 18-05-2017

has been examined and it has been found that the land owners did not file

any objection to the proposed acquisition ; and

Whereas, the Government is satisfied that the land particulars

whereof are given in “Annexure–A” to this notification is required for

public purpose viz. for construction of road from Chowki to Khurkhal,

phase VII in Village Dalsar, Tehsil Ramnagar, District Udhampur under

PMGSY.

Now, therefore, in pursuance of section 6 of the J&K State

Land Acquisition Act, Samvat 1990, it is declared that land

measuring 11 Kanals and 17 Marlas situated in Village Dalsar, Tehsil

Ramnagar, District Udhampur, particulars whereof are given at

“Annexure-A” is required for public purpose viz. for construction of road

from Chowki to Khurkhal, Phase VII in Village Dalsar, Tehsil Ramnagar,

District Udhampur under PMGSY. Further, the Collector, Land Acquisition

(SDM), Ramnagar is directed under section 7 of the said Act to take order

for acquisition of the said land after giving prescribed notice to the interested

person(s) as required under the Land Acquisition Act/Rules.

However, the Collector concerned shall be personally responsible

for identification and proper title verification of all types of land involved

in the case and apportionment of compensation amongst all the interested

persons/rightful claimants in accordance with the relevant laws/rules in

force, while making the award.

said Act, vide SRO No. 180 dated 17th June, 2004 ;

Whereas, by virtue of section 3 of the said Act, a notification

of intention of regulating marketing of notified agriculture produce in

specified areas is required to be issued for information of general

public and all others concerned and the said notification was issued

vide this Office No. DHPM/201/2011/4852-4903 dated 01-10-2011 ;

Whereas, after the issuance of the notification under

section 3 notification under section 4 containing the commodities and the

areas is required to be issued and the same was done vide this Office

Notification No. DHPM/701/2017/2500-12 dated 23-08-2017 ;

Whereas, after issuance of the notification under section 4 of

the said Act, notification under section 8 of the Act declaring market

yard, sub-yard and market proper is required to be issued.

Now, therefore, in pursuance to section 8 of the said Act,

I, Manzoor Ahmad Qadiri, Director, Agriculture Marketing, J&K with

a view to regulate Fruit and Vegetable Market, Rajouri notify

the premises of Fruit and Vegetable Market, Rajouri developed on

Eligible ex-servicemen will have to appear for interview at the place, to be

Tender Notice

Sealed tenders duly affixed with Revenue Stamps worth Rs. 5/-

are invited from reputed firms for sale of Used Aluminium Offset

Printing Plates. The rates quoted should reach in this office by or before

15-02-2018 up to 2.00 P. M. and shall be opened on the same day in the

office chamber of the undersigned in the presence of the tenderer whosoever

may be interested to participate. The Tender Notice can also be download/

accessed on our official website rgp.jk.gov.in.

Terms and Conditions :

Earnest money of Rs. 1000/- in shape of C. D. R. pledged to the

undersigned should be accompanied with the tender without which

no tender may be considered.

Rates should be quoted after inspection of the material lying in the

premises of this department.

The weightment of the used Aluminium Printing Plates would be

made in the Press Premises in the presences of the Committee

constituted for the purpose.

Rates should be quoted on per Kg. basis. The successful tenderer

shall have to lift the material within 05 days from the date of

acceptance of the offer. Payment of the whole material for which

the acceptance will be communicated shall have to be made in full

on spot before lifting the same.

The successful tenderer have to deposit Rs. 20,000/- at the time of

finalization of rates as security deposit which shall be adjusted

towards the cost of the used Aluminium Printing Plates at the

completion of the job.
