Whereas, the land, specifications whereof are given in Annexure ‘‘A’’
to this notification is required for the public purposes viz. for construction of
‘‘Jamman-Gagra road’’ under PMGSY ; and
Whereas, on the basis of indent placed by the Chief Engineer, PMGSY,
JKRRDA, Jmmu vide CEJ/PMGSY/960-63 dated 15-04-2017 a notification
under section 4(1) of the Jammu and Kashmir Land Acquisition Act was

issued by Collector Land Acquisition (SDM), Gool vide No. SDM/G/
PMGSY/749-758 dated 24-10-2019 and corrrigendum dated 11-01-2020
which was served upon the interested persons for calling objections
from the land owners/interested persons within the prescribed period as
required uder sections 5 & 5-A of the Land Acquisition Act ; and
Whereas, pursuant to the above referred notification, no objection
was received from any one and accordingly the case was recommended
by District Collector (DC), Ramban vide No. DC/LA/Rbn/1019-20
dated 02-03-2021 to the Divisional Commissioner, Jammu for issuance of
declaration under section 6 & directive under sections 7 and 17 of Land
Acquisition Act, Svt. 1990 who vide No. 502/4177/Acq/PMGSY/Kalimasta/
Rbn/20/189 dated 26-04-2021 endorsed the same to Financial Commissioner
(Revenue), J&K. The Financial Commissioner (Revenue), J&K vide No.
FC-LS/LA-5214/2020 dated 05-05-2021 forwarded it to the Administrative
Department for the purpose ; and
Whereas, the report furnished by District Collector (DC), Ramban
vide letter referred to above duly endorsed by Divisional Commissioner,
Jammu and Financial Commissioner (Revenue), J&K, has been examined
and it has been observed that no one has filed any objection to the proposed
acquisition ; and
Whereas, the Government is satisfied that the land particulars
whereof are given above is required for public purpose i.e. construction of
‘‘Jamman-Gagra road’’ at Village Kalimasta, Tehsil Gool, District Ramban.
Now, therefore, in pursuance of section 6 of the J&K Land
Acquisition Act, Samvat 1990, it is declared that the land measuring 266
Kanals and 14 Marlas situated in Village Kalimasta, Tehsil Gool, District
Ramban is required for public purpose i.e. construction of ‘‘Jamman-Gagra
road’’ under PMGSY. Further, the Collector Land Acquisition, Ramban is
directed under section 7 of the said Act to take orders for acquisition of the
said land after giving prescribed notice to the interested persons(s) as required
under the Land Acquisition Act/Rules.
Further, in pursuance of section 17 of the Land Acquisition Act,
Svt. 1990, it is also ordered that on expiry of fifteen days from the

fulfilment of the conditions prescribed under section 9(2) and section 17-A
of the Land Acquisition Act and Rule 63 of the Land Acquisition Rules.
However, the Collector concerned shall be specifically responsible for
identification and proper title verification of all types of lands involved in the
case for making apportionment of compensation amongst all the interested
persons/rightful claimants, in accordance with the relevant laws/rules in
force, while making the award.

Whereas, the preliminary notification under Section 11 (1) of the
Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013 was issued vide this office
Notification No. 04 of 2021 Dated 21-01-2021 under endorsement
No. ADC/AWP/LA/20-21/326-32 Dated21-01-2021 for calling upon the
objections if any, from the interested persons/landowners.
Whereas, in response to the said notification, the objections were
received and heard and accordingly submitted vide this office No. ADC/
AWP/LA/21-22/580-82 Dated 02-11-2021 with recommendations to the
Government through the District Collector Pulwama for a decision.

Whereas, the case was examined by the Government and it was
found that the Collector has given due opportunity to the interested
persons and that the land under acquisition is required for re-alignment
of AIIMS approach road at Awantipora. Therefore, the land is required
for public purpose, as the acquisition of land outweigh the objections
raised.
Whereas, the Commissioner/Secretary to the Government Revenue
Department UT of J&K has issued declaration under Section 19 (1)
of the Right to Fair Compensation and Transperency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013 vide Notification No. 03-Rev
(LAK) of 2022 Dated 12-01-2022 under endorsement No. Rev-LAK/
3/2022 (115739) Dated 12-01-2022 and the Government intends to take
possession of the Land.
Now, therefore, in terms of Section 21 (1) of the Right to Fair
Compensation and Transparency in Land Acquisition, Rehabilitation and
Resettlement Act, 2013, notice is hereby given to the interested persons/
landowners to state the particulars of the land so needed, and to state
the nature of their respective interests in the land and the amount and
particulars of their claims to compensation for such interests, their claims
to rehabilitation and resettlement along with their objections, if any, to
the measurement made under section 20, to appear personally or by
agent or Advocate before the Collector Land Acquisition (Additional
Deputy Commissioner) Awantipora within 30 days from the date of
publication of the notice.

6. Reservation :
i. A candidate seeking his/her consideration under any reserved
categories must ensure that he/she possesses a valid requisite
category certificate and on the cut-off date.
ii. The candidature of the candidates will be provisional till the
genuineness of the reserved category certificate is verified by
the Appointing Authority.
iii. Candidates may note that in case a claim for reservation is made
on the basis of false/fake/fraudulent certificate, he/she shall be
debarred from the examination(s) conducted by the J&K Public
Service Commission, in addition to any other penal action as may
be deemed appropriate.
7. Domicile :
The candidate should be a Domicile of the Union Territory of Jammu
and Kashmir. The candidate must possess a valid Domicile Certificate
issued by the Competent Authority in the prescribed format as on
the last date prescribed for submission of online application form.
8. Requisite Fee :
After successful submission of the online application form, candidate
will be required to deposit requisite fee through online mode. The
amount of fee to be paid is given below :—

Note :
(i) The application form submitted without deposition of the fee,
which gets substantiated through reflection of the same on the
application form, shall be treated as incomplete and candidature
shall be deemed to have been rejected without any notice. No
representation against such rejection shall be entertained.
(ii) Submission of multiple applications by way of prefixing Mr./Ms.
or through generation of Multiple User ID’s or any other
mode, followed by either non-payment of fee particulars or fee
particulars (TID) of one application (RID) being mentioned

against another application with a different RID would lead to
rejection of the online application. The applicants who are
submitting multiple applications should note that only the
applications with higher Registration ID (RID) number shall be
entertained by the Commission and fee paid against one RID
shall not be adjusted against any other RID number. Besides
a strict disciplinary action shall be taken including the cancellation
of candidature and debarment for future examinations of J&K
PSC will be taken against such applicants.
9. Documents to be uploaded :
While filing the online application form the applicants are required

be uploaded to the affect that he/she is entitled to Gold
Medal for securing overall first position in the prescribed
qualification and that the same shall be awarded in the
Convocation of the University/Institution ;
(iv) List of Research Papers/Publications as per format-01
leaf ;
(v) List of Conferences (Participation and Presentation) as per
format-01 leaf ;
(vi) List of Books as per format-01 leaf.
It may be noted that no further opportunity to upload any
document shall be provided hereafter and action under rules including
rejecting of application/candidature etc. will be taken.
10. Scheme of selection :
Selection shall be made in accordance with the provisions laid
down in the Jammu and Kashmir Public Service Commission’s (Business
and Procedure) Rules, 2021 as amended from time to time.
Candidates are especially advised to apprise themselves with
the provisions of Rule 44 (ii) of the Jammu and Kashmir Public Service
Commission’s (Business and Procedure) Rules, 2021.
11.
Important instructions
regarding
filling up
of
online
applications are given herein below :—
i. Candidates are required to apply online through the website
of the Commission i.e. http://www.jkpsc.nic.in No. other
means/mode of application shall be accepted.
ii. Candidates are first required to go to the JKPSC website
http://www.jkpsc.nic.in and click on the link “One Time
Registration” or click on Login menu if you have already
created your profile with the JK PSC.
iii. After logging into your account, candidates are required to
fill all the requisite fields of One Time Registration (OTR)
i. e. personal information, contact information and educational
qualification, service details etc.

iv. The candidate shall also be required to upload the image of
date stamped recent passport size color photograph and
signature. The photograph should not be taken earlier than
01-01-2021.
v. Size of the photograph (passport size) and signature must
be between 10kB to 20kB in *.jpeg or *.jpg only.
vi. After successful submission of all the details in your OTR
account, check the eligibility conditions as mentioned in the
advertisement notification before applying for the post.
vii. Click on the “show examination” as shown against the
respective post/examination you want to apply.
viii. On clicking on the “show examination” a window will appear
on your computer screen. Select the month of the
advertisement notification for which you want to apply, a
link(s) for the post(s) will appear on the computer screen.
ix. An “APPLY” button is shown against the respective post
and the candidates will click on the APPLY button against
the post he/she is eligible.
x. On clicking “APPLY” button, an instruction window will
appear. Candidates should read instructions carefully before
clicking on “APPLY” button at the bottom of the webpage.
xi. On clicking “APPLY” button, the system will display all facts/
particulars that a candidate may have mentioned while filling
up the necessary fields of his/her OTR account. Candidate
shall fill up the remaining required fields in the application
form and accept the declaration thereof.
xii. Once the candidate is satisfied about the correctness of the
filled in details, then, he or she may click on “SUBMIT”
button to finally push the data into server with successful
submission report.
xiii. On successful submission of the basic details, the candidates
will be required to pay the online fee and uploading of the
documents, for final submission of the online application form.
xiv. Candidates can pay the requisite fee through online mode
in the “SUBMITTED APPLICATIONS” menu in your
account.

xv. After successful payment of the fee, the fee status will get
reflected on the Online Application Form. Candidates can
check the fee status by clicking on the Print Application
Button in the submitted Applications menu in your JKPSC
account. In case the payment status shows either “not
submitted or under processing or status has not been reflected
on your submitted application form”, candidate(s) are advised
to contact the JKPSC office at Solina, Srinagar/Resham Ghar
Colony, Jammu immediately for clarification. Further where
the online fee is paid through other service providers the
candidate must ensure that not only the amount of fee is
debited from his/service provider’s Account but also credited
into the official account of JKPSC.
xvi. The candidate would be able to get the printout of his/her
submitted application only after the payment of the requisite
fee and uploading of mandatory prescribed/requisite documents.
xvii. The JKPSC will not undertake detailed scrutiny of
applications for the eligibility and other aspects at the time
of filling up of online and, therefore, candidature will be
accepted only provisionally. The candidates are advised to
go through the requirements of educational qualification, age,
etc. and satisfy themselves that they are eligible for the
post(s). Copies of supporting documents will be sought at
the time of document verification. When scrutiny is under
taken, if any, claim if made in the application is not found/
substantiated by proof, the candidature will be cancelled and
the Commission's decision shall be final and binding.
xviii. Please note that the above procedure is the only valid
procedure for applying. No other mode of application or
incomplete steps would be accepted and such applications
would be rejected.
12. Editing of the online application form :
Candidates who have successfully submitted the online application
form along with requisite fee will be allowed to edit some of the fields
in their submitted online application form w. e. f. 07.02.2022 to
09.02.2022. Detailed instruction in this regard will be made available
on the website of the Commission.

13. Action against candidates found guilty of misconduct :
Candidates are advised that they should not furnish any particulars
that are false or suppress any material information. A candidate who
is, or has been, declared by the Commission, to be guilty of—
i.
obtaining by wrongful support of his/her candidature by
any means ; or
ii.
impersonating ; or
iii.
procuring impersonation by any person ; or
iv.
submitting fabricated documents or documents which
have been tampered with ; or
v.
making statements which are incorrect, or false or
suppressing material information ; or
vi.
resorting to any other irregular or improper means in
connection with his/her candidature for the selection ;
or
vii.
attempting to commit or, as the case may be, abetting
the Commission of all or any of the acts specified in
the foregoing clauses may, in addition to rendering
himself/herself liable to criminal prosecution.

to be disqualified by the Commission from selection for
which he/she is a candidate ; and/or
(b)
to be debarred either permanently or for a specified

naka checking at Barpora crossing intercepted two persons for
checking who tried to escape but were chased down on spot and
identified as Mohammad Yaqoob Chat S/o Gh. Rasool R/o Barpora and
Umer Anwar S/o Mohammad Anwar Bhat R/o Muran. During checking
Police recovered 01 hand grenade from the possession of accused
Mohammad Yaqoob Chat ; and

2. Whereas, a case FIR No. 136/2021 under section 7/25 Arms Act,
16, 18 Unlawful Activities (Prevention) Act, 1967, came to be registered in
Police Station, Pulwama and investigation of the case was set into motion.
Subsequently, during investigation section 16 ULA (P) Act was dropped
and sections 20, 23, 39 ULA(P) Act were added in the case ; and
3. Whereas, during the course of investigation, site plan of place of
occurrence and seizure memos were prepared and statement of witnesses
acquainted with the facts and circumstances of the case were recorded
under the relevant provisions of law ; and
4. Whereas, during investigation, both the arrested accused persons
disclosed that they were in constant touch with active terrorist of JeM
banned outfit Zahid Ahmad Wani @ Umair Afghani S/o Manzoor Ahmad
R/o Kareemabad and were working for the said terrorist ; and
5. Whereas, during investigation, it was establihed that the accused
Zahid Ahmad Wani was member of JeM terrorist banned outfit and accused
persons Mohammad Yaqoob Chat and Umer Anwar were working as Over
Ground Workers (OGWs) for the said terrorist and were providing shelter/
logistic support to him, besides were facilitating the transportation of arms/
ammunition of the said terrorist from one place to another for carrying out
the terrorist activities in the area ; and
6. Whereas, on the basis of investigation, statement of witnesses
recorded and other evidence collected, the investigating Officer has
established prima facie case against the below mentioned accused
persons for the commission of offences punishable under section as shown
against each of Unlawful Activities (Prevention) Act, 1967 :—

7. Whereas, accused Zahid Ahmad Wani is absconding against whom
proceedings under section 299 Cr. PC. have been proposed to be
initiated ; and
8. Whereas, the Authority appointed by the Government under
sub-section (2) of section 45 of the Unlawful Activities (Prevention)
Act, 1967, has independently examined the Case Diary File and
all the other relevent documents relating to the case and has come to the
conclusion that prima facie case is made out against the above accused
persons ; and
10. Whereas, after perusing the Case Diary File, the relevent
documents and also taking into consideration the views of the Authority
appointed under sub-section (2) of section 45 of the Unlawful Activities
(Prevention) Act, 1967, the Government is of the view that there is sufficient
material and evidence available against the above mentioned accused
persons for their prosecution under the provisions of law.
Now, therefore, in exercise of powers conferred by sub-section (2)
of section 45 of the Unlawful Activities (Prevention) Act, 1967, the
Government hereby accords sanction for launching prosecution against the
above mentioned accused persons for the commission of offences
punishable under sections 18, 20, 23, 39 ULA(P) Act, 1967, in the case
FIR No. 136/2021 of Police Station, Pulwama.

reliable information that one Waseem Ahmad Pandith S/o Bashir Ahamd
Pandith R/o Kakapora had gone missing from his home and joined
the terrorist ranks of LeT banned outfit with the intention to wage war
against the sovereignty and integrity of the Nation ; and

Malik S/o Mohammad Yousuf Malik R/o Hanji Mohalla, Kakapora was
arrested in connection with the case and during investigation he disclosed
that he was in touch with active terrorist Arjumand Gulzar Dar S/o Gulzar
Ahmad Dar R/o Kharbatpora, Ratnipora and was working for him. Accused
further disclosed that he instigated/motivated the accused Waseem Ahmad
Pandith to join the terrorist ranks. During investigation 01 Pistol Magazine
, 10 Pistol rounds and 10 AK rounds were recovered on the disclosure of
accused Mohammad Yaseen Malik ; and
5. Whereas, during investigation, it was establihed that the accused
persons Waseem Ahmad Pandith and Arjumand Gulzar Dar were members
of LeT banned outfit and accused Mohammad Yaseen Malik was working
as Over Ground Worker (OGW) for the terrorist Arjumand Gulzar Dar and
was providing shelter/logistic support to him for carryng out the terrorist
activities in the area and to wage war against Sovereignty and integrity of
the Nation, besides accused Mohammad Yaseen under well knit criminal
conspiracy facilitated the joining of accused Waseem Ahmad Pandith with
the terrorist ranks ; and
6. Whereas, accused Waseem Ahmad Pandith has been killed in
the encounter and proceedings under sections 18, 20 ULA(P) Act shall

10. Whereas, on further perusal the Case Diary File, the relevant
documents and also taking into consideration the views of the Authority
appointed under sub-section (2) of section 45 of the Unlawful Activities
(Prevention) Act, 1967, the Government is of the view that there is sufficient
material and evidence available against the above mentioned accused
persons for their prosecution under the provisions of unlawful Activities
(Prevention) Act, 1967.
Now, therefore, in exercise of powers conferred by sub-section (2)
of section 45 of the Unlawful Activities (Prevention) Act, 1967 and section
196 Cr. PC., the Government hereby accords sanction for launching

during naka checking at Putshay Bandipoura intercepted one suspect
for checking who tired to escape but was arrested on spot by the naka
party and indentified as Irfan Ahmad Mir S/o Mohammad Yousaf Mir
R/o Onagam Bandipora. During his personal search Police recovered
01 Hand Grenade and 50 live AK rounds from his possessions ; and
2. Whereas, a case FIR No. 85/2021 U/S 18, 23, 38, 39 ULA (P)
Act was registered in Police Station Bandipora and investigation of the
case was set into motion. Subsequently, during investigation section 38
ULA (P) Act was dropped from the case ; and

3. Whereas, during the course of investigation, site plan of place
of occurrence and seizure memo were prepared and statements of
witnesses acquainted with the facts and circumstances of the case were
recorded under the relevant provisions of law ; and
4. Whereas, during investigation accused Irfan Ahmad Mir
disclosed that he met an unknown terrorist of LeT banned outfit in the
hilly area of Onagam where the said unknown terrorist provided him
one hand grenade and some ammunition for carrying out terrorist
activities in the area ; and
5. Whereas, during investigation, it was established that the
accused person Irfan Ahmad Mir was working as Over Ground Worker
(OGW) for the terrorists of LeT banned outfit and was providing
shelter/ logistic support to them, besides under a well knit conspiracy
was facilitating the terrorists for carrying out the terrorist activities in
area ; and
6. Whereas, on the basis of investigation, statement of witnesses
recorded and other evidence collected, the Investigating Officer
has established prima facie involvement of below mentioned accused
person for the commission of offences punishable under sections
as shown against his name of Unlawful Activities (Prevention)

2. Whereas, a Case FIR No. 07/2021 under sections 7/25 Arms
Act, 18, 19,20, 23 ULA (P) Act, came to be registered in Police Station,
Pahalgam and investigation of the case was taken up. During investigation,
section 19 ULA (P) Act was dropped and section 13, 39 ULA (P) Act
were added in the case ; and
3. Whereas, during investigation, joint search operation was
launched in the area and during search, Police recovered 03 AK 56 rifles,
06 AK 56 Magazines, 53 rounds, 01 Chinese Pistol, 01 Pistol Magazine,
25 Pistol rounds, 01 Telescope, 02 Chinese hand grenades, 03 Pouches
from a hideout in Mamal Jungles ; and
4. Whereas, during the course of investigation, site plan of place
of occurrence and seizure memos were prepared and statement of
witnesses acquainted with the facts and circumstances of the case were
recorded under the relevant provisions of law ; and
5. Whereas, during investigation, one suspect Shakir Ahmad Laway
S/o Gh. Mohammad Laway R/o Mamal was arrested in connection with
the case and during questioning he disclosed that he along with two
persons Shakeel Ahmad Ganie S/o Mohammad Shafi R/o Mamal and
Shahbaz Rashid Wani S/o Ab. Rashid Wani R/o Naina, Batpora hid illegal
arms/ammunition in the hideout. Subsequently, both the accused persons
Shakeel Ahmad and Shahbaz Rashid who were already arrested by
Srinagar Police in case FIR No. 11/2021 of Police Station, R. M. Bagh
were arrested in the case by changing their custody in this case ; and
6. Whereas, during investigation, it was found that above two
accused persons Shakeel Ahmad Ganie and Shahbaz Rashid Wani were
in constant touch with PoK based terrorist Mohammad Iqbal Kotwal
S/o Gh. Qadir R/o Kotwal Mohalla, Anantnag through social media and
were working for the said terrorist who arranged arms/ammunition to
the above accused persons for carrying out the unlawful activities in
the area ; and
7. Whereas, during further investigation, it was established that the
accused person Mohammad Iqbal Kotwal is member of LeT banned
outfit and accused persons Shakeel Ahmad and Shahbaz Rashid were
working as Over Ground Workers for the above terrorist and after
receiving arms/ammunition from him both the accused Shakeel Ahmad

to be registered in Police Station CIK, Srinagar and investigation of the

Mohammad Iqbal under well knit criminal conspiracy raised money on
different pretexts and distributed the same to terrorists, stone pelters and
families of killed/active terrorists through Hurriyat leaders and their
associates for carrying out the anti-national activities, besides instigate
and motivate young and impressionable youth to commit violent acts
and to create law and order problems by disturbing peace, damaging
public property, striking terror among the common masses and become
potential threat to sovereignty and integrity of the nation ; and

2. Whereas, a Case FIR No. 95/2020 under section 2/5 Explosive
Substance Act, 18, 38, 39 ULA (P) was registered in Police Station
Bagh-e-Bahu, Jammu and investigation of the case was set into motion.
Subsequently, during investigation section 38 ULA (P) Act was dropped
and section 23 ULA (P) Act was added in the case ; and
3. Whereas, during the course of investigation, site plan of place
of occurrence and seizure memo was prepared and statement of witnesses
acquainted with the facts and circumstances of the case were recorded
under the relevant provisions of law ; and
4. Whereas, during investigation, accused Mohammad Ashraf
disclosed that he came in contact with a Pakistani based handler Talib
Hussain through social media who motivated him to work for him and
also directed to motivate other youth of the area to facilitate the
transportation of arms/ammunition for him. Subsequently, accused
motivated his friend Mohammad Yousuf S/o Ghulam Haider R/o Deval,
Mahore and shared his cell number with the said PoK based handler
and later on both the accused persons remained in constant touch with
the said PoK based handler. He further disclosed that on the date of
occurrence he collected two hand grenades from Sidhra area on the
directions of said PoK based handler and while on way back, was arrested
by Jammu Police along with grenades ; and
5. Whereas, search of accused Mohammad Yousuf was made and
it was found that he had been arrested by Reasi Police in case
FIR No. 01/2021 of Police Station, Mahore along with arms/ammunition.
Subsequently, his custody has been changed in this case ; and
6. Whereas, during investigation, it has been established that the
accused persons Mohammad Ashraf and Mohammad Yousuf were in
constant touch with PoK based Handler Talib Hussain and were working
as Over Ground Workers (OGWs) for him, besides under well knit
criminal conspiracy were facilitating the transportation of arms/ammunition
for the said PoK handler from one place to another for carrying out
the terrorist activities in area ; and

7. Whereas, on the basis of investigation, statement of witnesses
recorded and other evidence collected, the Investigating Officer has
established prima facie involvement of below mentioned accused persons
for the commission of offences punishable under section as shown against
each of Unlawful Activities (Prevention) Act, 1967 :—

8. Whereas, the Authority appointed by the Government under
sub-section (2) of section 45 of the Unlawful Activities (Prevention)
Act, 1967 has independently examined the case diary file and all the
other relevant documents relating to the case and has come to the
conclusion that prima facie case is made out against the above accused
persons ; and
9. Whereas, after perusing the Case Diary File, the relevant
documents and also taking into consideration the views of the Authority
appointed under sub-section (2) of section 45 of the Unlawful Activities
(Prevention) Act, 1967, the Government is of the view that there is
sufficient material and evidence available against the above mentioned
accused person for their prosecution under the provisions of law.
Now therefore, in exercise of powers conferred by sub-section 02
of section 45 ULA (P) Act, 1967, the Government hereby accord sanction
for launching prosecution against the above accused person for the
commission of offences punishable under sections 18, 23, 39 of Unlawful
Activities (Prevention) Act, 1967, in the case FIR No. 95/2020 of Police
Station, Bagh-e-Bahu.
