Jammu and Kashmir has launched and extensive Orientation Programme
for the farmers of the Union Territory as ‘‘Kissan Sampark Abhiyaan’’.
The programme inter alia envisages a three day orientation schedule at
Panchayat level for which a detailed calendar has been notified by the
Agriculture Production Department vide Government Order No. 231-
JK(APD) of 2023 dated 06-04-2023 which is already available on
the google drivelink https://drive.google.com/drive/folders/
1jPMtFvfLqbYlqw3IojKaJVOW8MUqNm 3?usp=sharing.
In view of the renewed emphasis on Agriculture and Allied Sectors,
the Hon’ble Lieutenant Governor has desired all Deputy Commissioners to
ensure participation of Chairperson(s) and Members of District Development
Council, Block Development Councils and elected representatives of
Panchayats in the Abhiyaan. It has also been desired that Prabhari Officers
deployed to various Panchayat for the Back to Village Programme shall
visit their respective Panchayat during the scheduled period for participation
and smooth conduct of the programme.
Accordingly, it is impressed upon all Deputy Commissioners to ensure
appropriate arrangements through the concerned line department for
ensuring seamless organization and conduct of events in their districts under
the Abhiyaan. Prabhari Officers shall visit their respective Panchayats for
the Abhiyaan and furnish their reports as per the format given in the google

Government of India has decided that there shall be two day(s) State
Mourning on 26-04-2023 and 27-04-2023 throughout the country. It has
been decided that—
(a) The National Flag shall fly at half-mast during the Mourning
on all buildings and places where it is flown regularly ; and
(b) There shall be no official entertainment during the
Mourning.
These decision are brought into notice of all the concerned for

Transfers in an administrative setup based on tenure system are a
routine affairs, necessitated many a times, either by administrative exigencies
or Government priorities and interests. These transfers however, should
not break continuity and flow of set organizational goals and priorities.
Continuity of ideas and best practices is a key ingredient of administration
and so is knowledge-sharing and a robust feedback mechanism, especially
involving those who have prior experience of working in a particular
department.
It is a common observation that consequent upon transfers of
Administrative Secretaries and Senior Officers from various departments,
departmental priorities get re-aligned and hence initiatives conceptualized/

initiated by the outgoing Secretary or a Senior Officers, which may not get
materialized during their tenure, sometimes remain unattended, thereby not
yielding the desired outcome visualized by the outgoing officer.
Recognizing the significance of such ideas/initiative and therefore to
ensure continuity of thought, it has decided to establish ‘‘Excellence
Group’’ under the concerned Administrative Secretaries in all department
of the Government of Jammu and Kashmir for facilitating exchange
of ideas and concepts among Administrative Secretaries and other
Senior Officers, who have held the charge of the departments or office in
the past, and the present incumbents of these department or offices. This
shall not only ensure materializing of fruitful ideas/initiatives, but would also
foster value-addition in the governance structure, converting and idea into
tangible outcome.
It is accordingly enjoined upon all Administrative Secretaries and
Heads of Departments to establish these Excellence Groups hand make
them vibrant by organizing discussions, while inviting senior officers, who
have previously worked in these departments/offices. This would foster
knowledge-sharing and continuity of thought and this kind of forum for
argumentation would be an aid to achieve tangible results of the initiatives/
programmes conceived from time to time. These discussions should be
instituted as an embedded feature of the overall working of the departments.

With a view to streamline the Annual Performance Appraisal Reports
i. e. APR Cycle in respect of Gazetted Officers (except IAS, IPS, IFoS

and JKAS Officers) of all Departments, Smart Performance Appraisal
Report Recording Online Window (SPARROW) was made live for filing
of APRs w. e. f. 15-09-2022, which can be accessed on https://
jaksparrow.jkgov.in.
In order to ensure the timely generation and completion of
Annual Performance Appraisal Reports i. e. APR cycle of Gazetted
Officers for the financial year 2022-23 on SPARROW platform, all the
Officers who are entrusted with the role of custodians, in respect of Gazetted
Officers on SPARROW platform, across all departments, shall get the
requisite information of the Gazetted Officers as per the enclosed format
(Annexure-‘A’). Further, details of Initiating/Reviewing/Accepting
Authorities of the Gazetted Officers, shall be in accordance with the rules
notified vide Government Order No. 1311-GAD of 2001 dated 09-11-2001
read with Government Order No. 375-GAD of 2008 dated 26-03-2008,
Government Order No. 150-JK(GAD) of 2019 dated 06-12-2019 and
Government Order No. 09-JK(GAD) of 2021 dated 05-01-2021. This
information shall be used by the Custodians to generate blank APRs of the
Gazetted Officers for self appraisal.
Further the blank APRs for the financial year 2022-23, once generated
by the Custodians shall be forwarded to the concerned Gazetted Officers
through the portal for self appraisal which shall subsequently be forwarded
to Initiating, Reviewing and Accepting Authorities. The APRs shall remain
available in the account of the Officers for fixed timeline and thereafter
shall be auto forwarded.
It is accordingly, impressed upon all the Officers, to record Annual
Performance Reports as per fixed timelines and strictly in accordance with
rules notified by the Government from time to time, to avoid forward at any
stage, which would be treated as default on the part of the Officers
concerned. Besides all the Administrative Departments shall strictly monitor
and ensure timely completion of APR cycle in respect of Gazetted Officers
for the financial year 2022-23.

District Ramban has failed to attend this court today. The absence seems
to be intentional/deliberate, as such the accused person namely
Parshotam Singh S/o Paras Ram R/o Thanote Bibrota, Tehsil Rajgarh,
District Ramban is declared Proclaimed Offender. Further this Court
is satisfied that the presence of absconding accused Parshotam Singh
can’t be secured in the ordinary manner except by taking recourse to
the provisions of section 88 Cr. PC. by attaching the property of the
said accused person. Tehsildar concerned is directed to provide the list
of moveable and immoveable properties of the said accused person on
or before the next date of hearing. Office is directed to forward copy
of the order to SSP Doda/SHO, P/S Doda for compliance and Manager

The DDCs shall ensure the compilation and submission of Work
Plans/Action Plans in consultation with PRIs under the above
mentioned schemes under District Plan as per the 11th Schedule
of the Constitution of India which has been added by the 73rd
Amendment Act of 1992 which contains the provisions that
specify the powers, authority and responsibilities of Panchayats.
The Work Plans of each District shall cover 29 matters as
specified in 11th Schedule of the Constitution of India, on the
basis of need assessment analysis.

Conequently, it is further clarified to all the Departments/DDCs
that :
i.
those Centrally Sponsored Schemes which are being
implemented in Districts, shall also be included in the District
Sector planning and developmental process for monitoring
purpose. The said schemes, however, shall continue to be
funded through Departments as per the prevailing practice.
ii.
the schemes funded through NABARD which are being
implemented in Districts, shall form the part of Works Plan
of the Departments concerned under UT Plan from 1st April,
2023 onwards. Any ongoing works/schemes on this account
shall be incorporated under UT Plan by the Departments after
obtaining the B12 statements of all such works from the
DDCs. However, these shall continue to be monitored at
district level.
iii.
the already existing District sectoral outlays shall form part
of Capex Budget of the concerned Administrative Department.
Any ongoing works/schemes on this account shall also
be shifted and incorporated under UT Plan by the
Departments after obtaining the B12 statements of all works
from the DDCs and shall be adjusted against the existing
sectoral ceilings of 2023-24 shown distinctly in Demands for
Grants 2023-24.

iv.
the ongoing schemes under ULB Grants shall be the first
charge under ‘‘Infrastructure Upgradation Scheme’’.

of April, 2023.

circular instructions were issued vide No. FD-Code/63/2021-734 dated
31-08-2021 regarding consideration of medical reimbursement claims under
the J&K Civil Services (Medical Attendance and Allowance) Rules, 1990
post launch of Ayushman Bharat PM-JAY-SEHAT Scheme.
Consequent upon the above, it has come to the notice of the Finance
Department that difficulties have been faced by various beneficiaries for
reimbursement of expenditure incurred on the treatment of life consuming
diseases outside hospital/institute and on OPD basis.
The issue has been examined in consultation with the Health and
Medical Education Department and Chief Executive Officer, State Health
Society, ABPMJAY, J&K, which have clarified as under :—
‘‘As per the Health Benefit Packages (HBP) 2.0 issued by
National Health Authority (NHA), there are 1574 treatment packages
covered under Ayushman Bharat PM-JAY and AB-PM-JAY-SEHAT.
Accordingly, secondary and tertiary care in-patient services including
day care procedures are covered. This may include IPD/day-care-
based treatment of life consuming diseases. However, OPD services,
prescription given by doctor on OPD Basis and standalone diagnostics
are not covered under the scheme.’’
Accordingly, it is clarified that the medical expenses incurred on the
