Wardens/Assistant Wardens/Tutors in (i) Gujjar & Bakerwal Hostels, (ii)
Hostels run under the Advisory Board for the Welfare and Development

A.
Seeking of Applications :
After accrual of vacancy and on the recommendations of the
concerned
department
administrating
the
Hostel,
the
Deputy
Commissioner shall invite applications through Chief Education Officer
of the district from Master/Teachers working within the district in the
School Education Department for posting as Wardens/Assistant
Wardens/Tutors in these Hostels.
B.
Scrutiny of the applications :
The Chief Education Officer shall scrutinize the application forms
received
from
desirous
candidates
for
placing
before
the
“District Level Screening Committee”, comprising the following for
examination and furnishing of specific recommendations in respect of
each candidate :
1.
Additional Deputy Commissioner
Chairman/Convener
2.
Chief Education Officer
Member Secretary
3.
Representative
of
the
concerned
department.
Member
4.
Representative
of
Criminal
Investigation Department (CID).
Member
C. Mandate of the District Level Screening Committee :
The District Level Screening Committee, keeping in view the
following parameters, shall furnish recommendations in respect of most
suitable candidates to the Deputy Commissioner for issuing orders for
posting as Wardens/Assistant Wardens/Tutors as per the requirement of
the Department :⸻
a) Vigilance clearance ;
b) Favorable character antecedents from CID ;

c) Seniority/length of service ;
d) Administrative Skills ;
e) Suitability for the post ;
f) Career record ;
g) Willingness to serve ;

D. Issuance of Deputation Orders :
The Deputy Commissioner shall issue deputation orders in respect of
the recommended candidates for posting as Wardens/Assistant
Wardens/Tutors strictly in terms of standard conditions of deputation
envisaged under J&K CSR.
The terms of deputation shall be for a maximum period of three
years only, on the expiry of which the official(s) shall be deemed to have
been relieved to their parent department.

the Union Territory of Jammu and Kashmir.

Dated 18-05-2023.
In order to streamline the processing of Annual Performance
Reports (APRs) in respect of Gazetted Officers of the Union Territory of
Jammu and Kashmir, Smart Performance Appraisal Report Recording
Online Window (SPARROW) was made live from 15-09-2022, which
can be accessed on https://jaksparrow.jk.gov.in. The intent of switching

over of Annual Performance Appraisal Reports from manual mode to
online system was to ensure ready access of the Annual Performance
Report by the authorized users, preventing loss of APRs in transition,
enhanced transparency, better monitoring and timely completion of
performance appraisals.
For recording of Annual Performance Appraisal Reports of
JAK-SPARROW in respect of Gazetted Officers for the Financial year
2022-23, detailed instructions were issued vide Circular No. 12-
JK(GAD) of 2023 dated 28-03-2023. However, it has been observed that
despite repeated instructions, some Gazetted Officers are still getting
their APRs processed in the offline mode, which stifles the very purpose
of elaborate set of instructions/guidelines notified on the subject and the
electronic SPARROW window. This deviation has been viewed
seriously by the authorities.
It is accordingly, impressed upon all the Gazetted Officers, to
record Annual Performance Report through online mode only, strictly in
accordance with the rules notified by the Government from time to time.
Besides, all Administrative Secretaries shall ensure that APRs in case of
Gazetted Officers should not be processed manually and are filed in
electronic mode only, on the designated SPARROW portal.

Whereas, Officer Commanding 58 RCC (GREF) C/o 56 APO vide
No. 2004/Fatehpur/F-200/02/E2LA dated 05-01-2023 placed a formal
indent for the acquisition of land required for construction of Rajouri-
Thannamandi-Surankote road by GREF situated at Village Fatehpur,
Tehsil and District Rajouri ;
Whereas, appropriate Government Deputy Commissioner (District
Collector), Rajouri vide his order No. DCR/CALA/NH-144A/2022-23/
524-28 dated 10-01-2023 has exempted undertaking of Social Impact
Assessment Study under Section 9 read with Section 40 of the Act for
the subject acquisition.

In view of the above, I Saleem Ahmed (JKAS), Collector Land Acquisition, Defence Rajouri-Poonch Hq. Rajouri
hereby notify the land. description of which is given below which is likely to be required for public purpose i. e. for
construction of Rajouri-Thannamandi-Surankote road by GREF situated at Fatehpur, Tehsil and District Rajouri.
Objection(s), if any, can be submitted in this office either in person or through cousel within a period of sixty
days (60) from date of the issuance of this notification. No Objection(s) will be entertained after the expiry of this
period.

Notification
Whereas, the Election Commission of India has decided to update
its Notification No. 56/2019/PPS-III, dated 23rd September, 2021, as
amended from time to time, specifying the names of recognized National
and State Parties and the list of free symbols, issued in pursuance of
paragraph 17 of the Election Symbols (Reservation and Allotment) Order,
1968.

Symbols (Reservation and Allotment) Order, 1968, and in supersession
