Whereas, Superintending Engineer (Civil) Director (Contract and
EPC) Project SAMPARK has furnished letter to this Collectorate vide
No. 80000/Policy/103/EPC Cell dated 31-12-2022, regarding the
exemption of Social Impact Assessment for the construction/widening
of Rajouri-Thannamandi-Surankote road by GREF situated at Village
Saaj Tehsil Thannamandi District Rajouri.
Whereas, Tehsildar Thannamandi has furnished the Revenue
papers vide letter No. OQ/96 dated 09-05-2023 and Officer

Commanding 58 RCC (GREF) C/o 56 APO vide letter No. 2004/
INDENT/F-111/01/E2LA dated 04-02-2023 has authenticated the
subject revenue papers and submitted to this Collectorate along with
indent.
Whereas, the appropriate authority, Deputy Commissioner Rajouri
vide Order No. DCR/CALA/NH-144A/2023-24/219-24 dated 29-12-
2023 has exempted undertaking of Social Impact Assessment Study
under Section 9 read with Section 40 of the Act, for the subject
acquisition.
In view of the above, I Saleem Ahmed (JKAS) Collector Land
Acquisition Defence Rajouri-Poonch HQ. Rajouri, hereby notify the land
description of which is given below, which is likely to be required for
construction/widening of Rajouri-Thannamandi-Surankote road by GREF
at Village Saaj Tehsil Thannamandi District Rajouri.
Objection(s) if any, can be submitted in this office either in person

1.
The instant application has been filed by the SHO P/S Kralgund
seeking initiation of proceedings under Section 87 JK Cr. P.C.
It has been submitted that the charge-sheet against accused
person was produced before this Hon’ble Court and 51 accused
persons during investigation absconded and proceedings under
Section 512 JK Cr. P.C. were initiated against them. Despite
issuance of repeated warrants, the absconders knowingly
absconded so that warrant could not be executed. The detailed
report in the warrant stands submited by the executive agency.
Therefore, prayed that coercive major be taken against the
absconders and they may be declared as proclaimed offenders.

From the perusal of the file as well as report from executive
agency, it is evident that the accused persons against whom
warrants have been issued by the Hon’ble Court of CJM
Handwara have crossed over the LOC from time to time with
regard to same have been named in the absconders register of
register No. 4 have been entered by the Police Station Kralgund.
Copy of the registry and absconders report of Numberdar,
Chowkidar of the Villages and report of beat officer and beat
books and petrol book is placed on record that makes
satisfaction that the accused person named in the enclosed list
are absconding or concealing themselves so that warrant could
not be executed against them and or who have crossed over
the LOC and cannot be found within the limits of UT of J&K.
Therefore the issuance of this process under Section 87 Cr. PC.
is made hereby.

This Court is satisfied that the accused persons named in the
enclosed list and there is no immediate prospect of arrest them.
Accordingly, proceeding U/S 299 Cr. PC. (Old 512 Cr. PC) are
hereby initiated against the accused persons enclosed in the list.
By virtue of this warrant U/S 82 of Cr. PC. (87/Cr. PC Old)
read with Section 299 Cr. PC (512 Cr. PC. Old) the police in
the state/UT is hereby directed and authorised to arrest the
accused persons named in the enclosed list within the state now
UT and within the limits of Union of India and produce them
before the Court as and when arrested.

The copy of the proclamation be published as follows :

Whereas, the application has been made before me by the SHO
P/S Kralgund seeking issuance of Proclamation against the accused
persons in FIR 73/2011 allegedly involved in offences 2/3 EMICO Act,
121-A RPC. The non-bailable warrant has already been issued by the
Court of CJM Handwara to compel the attendence of the accused
persons. But the said warrant could not be executed because the
accused persons could not be found and whereas it has been shown
to my satisfaction that the said named accused persons in enclosed
list (or concealing themselves to avoid the service of said warrant).

The explanation and show cause notices were served to you but nothing
has been heard from you despite oral inquiry conducted by the
undersigned regarding absence w.e.f. from 30-08-2023 to 17-09-2023

‘SIA Study’ and to prepare Social Impact Assessment Report and
Management Plan as provided in the Act. The process shall be
completed within a period of six months from date of publication of this

2. Now, therefore, in pursuance of Sections 30 and 56 of the said
Act, the Election Commission of India hereby––
(A) Appoints, with respect to the said election, from each of
the parliamentary constituencies specified in the said
Schedule :––
(a) the 28th March, 2024 (Thursday), as the last date for
making nominations for Bihar and the 27th March, 2024
(Wednesday), as the last date for making nomination for
Arunachal Pradesh, Assam, Chhattisgarh, Madhya
Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram,
Nagaland, Rajasthan, Sikkim, Tamil Nadu, Tripura,
Uttar Pradesh, Uttarakhand, West Bengal, Andaman and
Nicobar Islands, Jammu and Kashmir, Lakshadweep and
Puducherry ;
(b) the 30th March, 2024 (Saturday), as the date for scrutiny
of nominations for Bihar and the 28th March, 2024
(Thursday), for scrutiny of nominations for Arunachal
Pradesh,
Assam,
Chhattisgarh,
Madhya
Pradesh,
Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland,
Rajasthan, Sikkim, Tamil Nadu, Tripura, Uttar Pradesh,

(c) the 02nd April, 2024 (Tuesday), as the last date for
withdrawal of candidatures for Bihar and the 30th March,
2024 (Saturday), as the last date for withdrawal of

Kashmir, Lakshadweep and Puducherry ;
(d) the date specified in column (3) of the SCHEDULE
below, as the date on which a poll shall, if necessary, be
taken in the parliamentary constituencies, specified in
the corresponding entry in column (2) of the said
Schedule; and

(e) the 06th June, 2024 (Thursday), as the date before which
the election shall be completed in all the above
mentioned parliamentary constituencies; and
(B) Fixes the hours specified in column (4) of the said Schedule,
as the hours during which the poll shall, if necessary, be taken
in the constituencies, specified in the corresponding entry in
column (2) of the said Schedule, on the date specified against
such constituency in column (3) thereof, for the above
election.

NOTIFICATION
S.O. (E).— Whereas it has been decided to hold a general election
for the purpose of constituting a new House of the People, on the
expiration of the term of Seventeenth House of the People.

Whereas, under Section 70(2) of Municipal Act, 2000, the
Committee is supposed to publish a notice for the information of the
inhabitants Business establishments/Hoteliers/service providers/Pony
wallas, of the Pahalgam Town ;
Whereas, the inhabitants of the Pahalgam Town have right to file
objections,if any, in writing within (30) days from the date of publication
of this notice under Section 70(3) of Municipal Act 2000.
Now, this notification is issued today on 08th day of September,
2023 under the seal and signature of the under signed along with the
proposed schedule of Tax inviting objections from the inhabitants
Business establishments/Hoteliers/service providers/Pony Wallas, of the
Pahalgam Town to be filled in writing in the Office of the Municipal
Committe, Pahalgam within (30) Days from the publication of this
notification. In case no such objection is received within the above
specified period, the schedule of Taxes shall be effective after one week
from the date of expiry of time limit for filing of objections.

It is hereby published for the information of general public that
under Sections 65, 66 and 68 of the Jammu and Kashmir Municipal Act,
2000, Solid Waste Management Rules, 2016 notified by the Ministry of
Environment, Forest and Climate Change, GOI vide Notification No.
G.S.R 1357(E) dated 08-04-2016 and Solid Waste Management

Bye-Laws 2019 subsequently notified by Jammu and Kashmir
Government in respect of Municipal Committee, R.S.Pura on 3rd of
October 2019, the Committee has revised the User Charges which will
come into force w.e.f 01-04-2024. The person having any objections may
submit the same to the undersigned in writing within 30 days from the
date of publication of this notification through official email id i.e
[email protected] or in person during the official working hours on any
working day. The objection/objections, if any received after the
prescribed period shall not be entertained. The detail of the revised User
