Sanction is hereby accorded to the transfer of State land measuring
633 Kanals 05 Marlas under Khasra No.842 situated at Estate Brah, Tehsil
Shangus, District Anantnag in favour of Industries & Commerce Department
for establishment of Industrial Estate.
It shall be subject to the following conditions :—
i. The land shall be used only for the purpose for which the sanction
of transfer has been accorded.
ii. The sanction has nothing to do with the process of allotment
or regularization of the land for Industrial Units for which
Industries & Commerce Department has to fulfill the criteria as
required under the laid down statutes.
iii. The land shall put to use after obtaining all other permissions as
may be required for its establishmet from the Competent Authority.
iv. The user department shall strictly adhere to all such provisions of
laws relating to Revenue/Forest/Housing & Urban Development
Department/J&K Water Resources (Regulation and Management)
Act, 2010 etc. If any land found part of water course/source shall
not be put to any use.
v. It would be the responsibility of the user department to comply
with directions of the Hon'ble High Court of J&K or any other
Competent Court with regard to the usage of the said land.
vi. No diversion of transferred land for any other purpose shall be
made.

vii. Litigation, if any to be contested by the Indenting Department.
viii. The Indenting Department to take possession of the land within 30

ix. The Revenue Department shall not be resposnsible for earmarking
and development of approach road.
x. The Government reserves the right to retrieve any unutilized
portion of the land from the department, if the same is required for
any other public purpose.
xi. This shall be without prejudice to the outcome of the writ petition(s),
if any pending before the competent courts.

Sanction is hereby accorded to the :
(a)
Resumption of land measuring 03 Kanals under Khasra No.290 min
at Village Kunkanyala, Tehsil Katra, District Reasi from Subsidiary
Intelligence Bureau (SIB), Ministry of Home Affairs, Government of
India transferred vide Government Order No.60-JK (Rev) of 2023
dated 28-04-2023 pursuant to Administrative Council Decision No.35/
3/2023 dated 25-04-2023 to the Revenue Department. Deputy
Commissioner, Reasi shall work out modalities for proper utilization
of the resumed land.
(b)
Transfer of State land measuring 03 Kanals under Khasra No.351 in
Village Kunkanyala, Tehsil Katra, District Reasi in favour of Subsidiary
Intelligence Bureau (SIB), Ministry of Home Affairs, Government of
India, for construction of office-cum-residence accommodation in
terms of Rule 310 of General Financial Rules, 2017 as per rates notified
for the said land in terms of Market Value Guidelines/Rules 2011
issued by the Deputy Commissioner, Reasi for the year 2024.
It is further ordered that :—
i.
The balance transfer value of the land amounting to Rs. 2.88 lac
(Rupees two lac eighty eight thousand only) shall be deposited in the
relevant account of the Deputy Commissioner, Reasi who shall further
deposit in the account head of Government of J&K, Major Head
0029-Land Revenue, Minor Head 800- Other Receipts.
ii.
The land shall be used only for the purpose for which the sanction of
transfer has been accorded.
iii.
The land shall put to use after obtaining all other permissions as may
be required for its construction from the Competent Authority and
pay any charges/compensation of the said land, if applicable.
iv.
The user agency shall adhere to all such provisions of laws relating to
Revenue/Forest/Housing & Urban Development Department/J&K
Water Resources (Regulation and Management) Act, 2010 etc. If
any land found under water course/source shall not in any way utilized
for the construction purposes.

v.
It would be the responsibility of the user agency to comply with

order shall be construed to debar any Competent Authority to take
legal action in case of violation on the field relating to usage of land.
vii.
No diversion of transferred land for any other purpose shall be made.
viii.
The user agency to take possession of the land within 30 days from
the transfer order, and land to be put to use within 03 years failing
which the land shall revert back to the Government.
ix.
The Government reserves the right to retrieve any un-utilized portion
of the land, if the same is required for any other public purpose.

Sanction is hereby accorded to the transfer of State land measuring
53 Kanals 03 Marlas as per description at Annexure ‘‘A’’ in District
Baramulla in favour of Central Reserve Police Force (CRPF) for
establishing Battalion Camping Site 53 Bn CRPF in terms of provisions of
Rule 310 of General Financial Rules, 2017 on payment of transfer value of
Rs.3, 44, 94, 350/- (Rupees Three Crore Forty Four Lac Ninety Four
Thousand Three Hundred Fifty only) @ Rs.6,49,000/- per Kanal.
It is further ordered that :
i. The transfer value of the land shall be deposited in the relevant
account of the Deputy Commissioner, Baramulla, who shall further
deposit in the account head of Government of J&K, Major Head
0029-Land Revenue, Minor Head 800 - other receipts.
ii. The land shall be used only for the purpose for which the sanction
of transfer has been accorded.
iii. The land shall put to use after obtaining all other permissions as
may be required for its construction from the Competent Authority
and pay any charges/compensation of the said land, if applicable.
iv. The CRPF shall adhere to all such provisions of laws relating to
Revenue/Housing and Urban Development Department, Forest/
J&K Water Resources (Regulation and Management) Act, 2010

v. It would be the responsibility of the user force to comply with the

Whereas, owing to the reason, that erstwhile Land Acquisition Act
has been repealed. no action from this Collectorate has been taken
except the one that department has been requested to place requisition
under prevailing Laws ;
Whereas, Divisional Commissioner Kashmir, conveyed a meeting
on 4-12-2023, and issued directions as contained in the Record note
Communicated vide No. DCB/LA/Misc-Uri/63 Dated 13-12-2023, to
notify the land appurtenant to the structures only so that bottlenecks
can be removed and construction work is completed well in time.
Whereas, Executive Engineer PMGSY Department has furnished
the list of structures together with affidavit obtained from the structure
owner in pursuance of the directions of The Divisional Commissioner
Kashmir vide No. EE/PMGSY/Uri/2127-33 Dated 22-12-2023.
Now, therefore, in the backdrop of above, and pursuant to
the directions of Divisional Commissioner Kashmir, and in exercise
of powers conferred upon me under Section 4(1) of Land Acquisition

Whereas, vide endorsement No. SDMR/LA/PMT-Bridge/Chak
Agra/2023-24/599-605 dated 04-09-2023, the Collector, Land Acquisition,
Sub Divisional Magistrate, R.S. Pura issued Preliminary Notification
under Section 11(1) of RFCTLARR Act, 2013, and called for objections
from the interested person(s) within a period of sixty days from the
date of publication of the Notification ;
Whereas, vide letter No. SDMR/LA/PMT-Bridge/Chak-Agra/
2024-25/40-42 dated 08-05-2024, the Collector, Land Acquisition, Sub-
Divisional Magistrate, R. S. Pura reported that No Objections were
received within the stipulated time and submitted the report under
Section 15(2) of RFCTLARR Act, 2013 for taking decision ;
