Subject :— Introduction of Single Window System for processing of

Recruitment Rules and use of Online Portal thereof.

Circular No. 11-JK(GAD) of 2026

Dated : 30-03-2026

In terms of Government Order No.1247-JK(GAD) of 2025 dated

25.09.2025, a committee has been constituted for Development of Single

Window System for processing of Recruitment Rules. Accordingly, the

ARI and Trainings Department has developed an online portal for

processing of Recruitment Rules of the Union Territory of Jammu and

Kashmir, with the objective of streamlining the procedure, ensuring

transparency, and facilitating time-bound disposal of cases through a

Single Window System.

The Online Portal for processing of Recruitment Rules has been

developed by the ARI and Trainings Department in collaboration with

Bhaskaracharya Institute for Space Applications and Geo-Informatics

(BISAG), New Delhi and was formally launched on 14.11.2025. The

portal

is

functional

and

accessible

at

https://ariprr.jk.gov.in

The Information Technology Department has completed the required

security audit and the portal has been hosted on the State Data Centre.

Necessary steps for integration with e-Office are also underway to enable

end-to-end digital workflow.

In order to ensure uniformity and effective implementation of the

Single Window System, it has been decided that all proposals relating to

framing, amendment, or revision of Recruitment Rules of all services

shall henceforth be submitted exclusively through the designated online

portal with immediate effect. No proposal submitted through any other

mode shall be entertained thereafter.

All Administrative Departments are, therefore, requested to :

i. Ensure strict adherence to routing all such proposals through

the online portal henceforth and issue necessary directions to

the concerned officers/officials under their control.

ii. Notify and furnish the updated list of Nodal Officers to the

ARI and Trainings Department at the earliest, so that login

credentials/passwords may be shared for smooth functioning

of the portal.

All the Administrative Secretaries are requested to ensure

compliance in letter and spirit.

Government Order No. 202-JK (Home) of 2026

Dated : 02-04-2026.

In pursuance to the Business Reforms Action Plan (BRAP) and in

order to enhance transparency, accountability, ease of doing business,

and time-bound service delivery, it is hereby ordered that :

1. For the below mentioned online services all field inspections

shall be conducted strictly as per the notified Inspection

Checklist and Inspection Procedure.

2. The Inspection Report shall mandatorily be uploaded online

within 24 hours of conducting the inspection.

3. No manual/offline Inspection Report shall be entertained by the

Authorities.

This notification shall apply to the following services :

1. Issuance of Licence for Trade and storage of Fireworks and

Explosive:

(i) Work Flow :

(a) An applicant shall submit an application for grant of

permission on the Portal to the concerned District

Magistrate

for

trade

and

storage

of

fireworks/explosives.

(b) The concerned DM shall forward the application

through Portal within a period of three (3) days

to

(c) The concerned Agencies as mentioned above, shall

submit their report on the Portal to the concerned DM

within a period of seven (7) days.

(d) The DM shall issue permission or otherwise after

receiving the Reperts within a period of three (3) days.

(e) The First Appellate Authority in this context shall be the

Divisional Commissioner concerned and Second

Appellate Authority shall be Administrative Secretary,

Home Department.

(ii) Inspection Procedures and the Authorities in this

regard :

Inspection must be conducted as per the provisions of the

Explosives Rules, 2008. Geo Tag Photographs of the

site shall be uploaded during the inspection. The

Inspection/Verification Report must be uploaded within 24

hours after the inspection. The details of Activity,

(i) Work Flow :

(a) An applicant shall upload duly filled in Form-B as

prescribed under Rule 6 of The Jammu and Kashmir

Poison (Possession and Sale) Rules, 2014 on the Portal at

the relevant node of the District Magistrate.

(b) The user credentials of the DM shall be generated and

conveyed to the DM by the Industries and Commerce

Department.

(c) On receiving the duly filled in Form-B on the Portal, the

concerned DM shall forward the request within three (3)

days, through Portal to Inspecting Authorities viz.

Executive Engineer, PW(R&B) Department, Revenue

Officer, Chief Medical Officer/Block Medical Officer,

concerned District Officer from the Drug and Food

Control Organization, J&K and SHO of the concerned

Thana/Police Station. The Inspecting Authority for this

purpose shall be the concerned Executive Engineer,

PW(R&B) Department, Revenue Officer, Police, Chief

Medical Officer/Block Medical Officer and concerned

District Officer from the Drug and Food Control

Whereas, it appears to the appropriate Government that a total of

08 Marlas 7.5 Sirsai, 38 Sq. feet of land is required for Construction of

1x33 Span Intermediate Steel Girder Bridge RCC Decked at Sakharsum,

Kawaki Bazaar Khudwani (EPC Mode), Tehsil Qaimoh and District

Kulgam for public purpose.

Whereas, a committee was constituted by this office under

Sub-Rule (1) of Rule 4 of the Jammu and Kashmir Right to Fair

Compensation and Transparency in Land Acquisition, Rehabilitation and

Resettlement (Social Impact Assessment and Consent) Rules, 2023 vide

No. DCK/NLA-05/2025/41 dated 24/11/2025 to visit the spot along with

the representatives of Requiring Body to make a preliminary enquiry.

The summary of the preliminary enquiry report is as follows :

I.

State/Common land was available in village Qaimoh, and the

same has been acquired by the indenting department, keeping

in view the feasibility of the proposed construction.

II. The extent of land acquired is the absolute bare minimum

required for the purpose/project.

Ⅲ. Although State/Common suitable unutilized land existed in the

area,

the

State/Common land as it was most suitable and the bridge

already existed at the said location.

IV There is no acquired unutilized land available which may be

used for the said purpose.

VI. As verified on the spot, no major displacement or rehabilitation

is involved in the said construction; however, certain shops and

a mosque fall under the proposed alignment.

No families are likely to be displaced due to the said land

acquisition with no adverse impact and rehabilitation involved.

The said report was considered SIA report as envisaged in Chapter

III Rule 8 of the Jammu and Kashmir Right to Fair Compensation and

Transparency in Land Acquisition, Rehabilitation and Resettlement

(Social Impact Assessment and Consent) Rules, 2023,

Therefore it is notified that for the above said project in the

Villages Tehsil and District Kulgam, a piece of land measuring, 08

Marlas 7.5 Sirsai, 38 Sq feet, whose detail description is as following, is

under acquisition.

A plan of the land may be inspected in the office of the Collector

on any working day during the working hours. The Government

authorizes Collector and his Revenue field staff to enter upon and survey

land, take levels of any land, dig or bore into the sub-soil & do all other

acts required for the proper execution of their work as provided and

specified in Section 12 of the Act.

Under Sub-Section (4) of Section 11 of the Act, no person shall

make any encumbrances on such land from the date of publication of

such notification without prior approval of the Collector.

Objections to the acquisition, if any, may be filed by the person
