The complaint under Section 138 of the NI Act has been pending

before this Court from 17.10.2025. Summons, notices, and warrants were

duly issued to the accused ; however, he has deliberately failed to appear

before the Court. Consequently, this Court issued a proclamation against

the accused through Greater Kashmir dated 22.02.2026, directing him to

appear before the Court, failing which proceedings as warranted under

law would be initiated against him. Despite the issuance of the

proclamation, the accused has not appeared before this Court, which

clearly indicates that he is wilfully evading arrest and intentionally

avoiding appearance. Accordingly, the accused is hereby declared a

proclaimed offender. The Police of Jammu & Kashmir is directed to

arrest the accused wherever and whenever he is located. A copy of this

order be forwarded to the SSP, Bandipora, for necessary action and copy

of the order also forwarded to Government Press for publication in the

Government Gazette. The complainant is directed to produce evidence

on the next date of hearing, i.e., 25.05.2026.
