Notification No. 28/2018 – State Tax
S.O. No. 45 Dated 29th June, 2018-- In exercise of the powers conferred by section 164 of the
Jharkhand Goods and Services Tax Act, 2017 (12 of 2017), the State Government hereby makes the
following rules further to amend the Jharkhand Goods and Services Tax Rules, 2017, namely:-
(1) These rules may be called the Jharkhand Goods and Services Tax (Sixth Amendment) Rules, 2018.
(2) Save as otherwise provided, this notification shall be deemed to be effective from 19th June, 2018.
2. In the Jharkhand Goods and Services Tax Rules, 2017, -
(i) in rule 58, after sub-rule (1), the following sub-rule shall be inserted, namely:-
“(1A) For the purposes of Chapter XVI of these rules, a transporter who is registered in more
than one State or Union Territory having the same Permanent Account Number, he may apply for
a unique common enrolment number by submitting the details in FORM GST ENR-02 using
any one of his Goods and Services Tax Identification Numbers, and upon validation of the details
furnished, a unique common enrolment number shall be generated and communicated to the said
transporter:
Provided that where the said transporter has obtained a unique common enrolment number,
he shall not be eligible to use any of the Goods and Services Tax Identification Numbers for the
purposes of the said Chapter XVI.”;
(ii) in rule 138C, after sub-rule (1), the following proviso shall be inserted, namely:-
“Provided that where the circumstances so warrant, the Commissioner, or any
other officer authorised by him, may, on sufficient cause being shown, extend the
time for recording of the final report in Part B of FORM EWB-03, for a further
period not exceeding three days.

Explanation.- The period of twenty four hours or, as the case may be, three days
shall be counted from the midnight of the date on which the vehicle was
intercepted.”;
(iii) in rule 142, in sub-rule (5), after the words and figures “of section 76”, the words and figures “or
section 129 or section 130” shall be inserted;
(iv) after FORM GST ENR-01, the following FORM shall be inserted, namely:-

एस. ओ- 45 !दनांक 29 जून, 2018-- झारखड सरकार, झारखड माल और सेवा
कर अध नयम, 2017 (2017 का 12) क" धारा 164 %वारा &द(त शि,तय- का &योग
करते हुए, झारखड माल और सेवा कर नयमावल3, 2017 का और संशोधन करने के
5लए न6न5ल7खत नयम बनाती है, अथा<त् :--
1. (1) इन नयम- का सं@ABत नाम झारखड माल और सेवा कर (छठा संशोधन)
नयमावल3, 2018 है।
(2) इन नयम- मF जैसा अGयथा उपबंधत है, उसके 5सवाय, यह अधसूचना 19 जून, 2018
से &वृ(त होगी ।
2. झारखड माल और सेवा कर नयमावल3, 2017 मF,--
(i) नयम 58 के उप नयम (1) के पOचात्, न6न5ल7खत उप नयम अंत:PथाQपत Rकया
जाएगा, अथा<त् :--
“(1क) इन नयम- के अTयाय 16 के &योजन- के 5लए, एक ह3 Pथायी
खाता संUया वाला कोई ऐसा पXरवाहक, जो एक से अधक राYय या संघ
राYयAे[ मF रिजP\3कृत है, अपनी Rकसी एक माल और सेवा कर पहचान
संUयांक का उपयोग करके &'प जीएसट+ ईएनआर-02 मF ]यौरे देते हुए
Qव5श_ट सामाGय नामांकन संUयांक के 5लए आवेदन कर सकेगा और bदए गए
]यौर- का QवधमाGयकरण होने पर, Qव5श_ट सामाGय नामांकन संUयांक बनाया
जाएगा और उसे उ,त पXरवाहक को संसूचत Rकया जाएगा:
परंतु जहां उ,त पXरवाहक ने Qव5श_ट सामाGय नामांकन संUयांक &ाBत कर
5लया है, वहां वह उ,त अTयाय 16 के &योजन- के 5लए Rकसी भी माल और
सेवा कर पहचान संUयांक के उपयोग का हकदार नह3ं होगा ।”;
(ii) नयम 138ग के उप नयम (1) के पOचात्, न6न5ल7खत परंतुक
अंत:PथाQपत Rकया जाएगा, अथा<त् :--

“परंतु जहां पXरिPथ तयां ऐसा अपे@Aत करF, वहां आयु,त, या उसके %वारा
&ाधकृत कोई अGय अधकार3, द5श<त Rकए गए पया<Bत कारण- के आधार पर,
&'प ईड/0यूबी-03 के भाग ख मF अं तम Xरपोट< अ5भ5ल7खत करने के समय
को, तीन bदन से अनधक क" अ तXर,त अवध के 5लए बढ़ा सकेगा ।
3प4ट+करण—यथािPथ त, चौबीस घंटे या तीन bदन क" अवध क" संगणना
