यह उपबं1धत करती है :क वो;टंग मशीन< वारा मतदान और मत< का अभलेखन ऐसी रB/त, जैसी :क
/नधा-Cरत क4 जाए, से ऐसे /नवा-चन Eे या /नवा-चन Eे< मF अपनाया जाए जैसा :क भारत /नवा-चन आयोग,
2येक मामले क4 पCरिIथ/तय< को Kयान मF रखते हुए Mव/न;द-Nट करF; और
2.
यत:, /नवा-चन< का संचालन /नयम, 1961 के /नयम 49क के परQतुक के अनुसार, भारत /नवा-चन
आयोग वारा यथाअनुमो;दत Rडजाइन वाले Tाप बॉVस स;हत एक Mंटर, ऐसे /नवा-चन Eे या /नवा-चन Eे<
या उसके भाग< मF मत< के पेपर Wेल के मुXण के लए मतदान मशीन के साथ भी जोड़ा जाए जैसा :क भारत
/नवा-चन आयोग वारा /नदेश ;दया जाए; और

यत:, आयोग ने भारत के सभी संसदBय /नवा-चन Eे<, आQ[ देश, अ\णाचल देश, ओRडशा और
सिVकम के सभी Mवधान सभा /नवा-चन Eे< तथा ^बहार, गोवा, गुजरात, मKय देश, महाराNW, मेघालय,
मजोरम, नागाल`ड, पुडुचेरB, तमलनाडु, उ2तर देश तथा पिaचम बंगाल के 37 Mवधान सभा /नवा-चन Eे<

संसदBय/Mवधान सभा /नवा-चन Eे< मF मतदान करवाने के लए पया-eत सं!या मF इलेVटॉ/नक वो;टंग मशीनF
तथा पेपर Wेल [वोटर वेCरफायबल पेपर ऑRडट Wेल (वीवीपीएटB)] मु;Xत करने के लए Mंटर उपलjध ह`, मतदान
काम-क इलेVटॉ/नक वो;टंग मशीन< तथा पेपर Wेल (इसमF इसके उपराQत वीवीपीएटB Mंटर के kप मF
उिlलmखत) के लए Mंटर का दEतापूण- संचालन करने के लए शoEत ह` तथा /नवा-चक भी इलेVWॉ/नक
वो;टंग मशीन< एवं वीवीपीएटB Mंटर< क4 काय-णालB से पूण-तया पCर1चत ह`।

अत:, अब भारत /नवा-चन आयोग लोक /त/न1ध2व अ1ध/नयम, 1951 क4 उVत धारा 61क तथा
/नवा-चन< का संचालन /नयम, 1961 के /नयम 49क के अंतग-त अपनी शिVतय< का योग करते हुए एतqवारा
लोक सभा के वत-मान साधारण /नवा-चन, 2019 मF सभी संसदBय /नवा-चन Eे<, राrय Mवधान सभाओं के
वत-मान साधारण /नवा-चन मF आQ[ देश, अ\णाचल देश, ओRडशा और सिVकम के सभी Mवधान सभा
/नवा-चन Eे< तथा ^बहार, गोवा, गुजरात, मKय देश, महाराNW, मेघालय, मजोरम, नागाल`ड, पुडुचेरB,
तमलनाडु, उ2तर देश तथा पिaचम बंगाल के 37 Mवधान सभा /नवा-चन Eे< (अनुलcनक-5 के अनुसार), जहां
आयोग वारा घोMषत अनुसूची के अनुसार ;दनांक 10.03.2019, 13.03.2019 और 14.03.2019 को उप-
/नवा-चन :कए जा रहे ह`, जहां मत /नवा-चन< का संचालन /नयम, 1961 के अधीन /नधा-Cरत रB/त से तथा इस
Mवषय पर आयोग वारा समय-समय पर जारB :कए गए अनुपूरक अनुदेश< के अंतग-त इलेVWॉ/नक वो;टंग
मशीन< तथा वीवीपीएटB Mंटर के माKयम से डाले और Cरकॉड- :कए जाएंगे, को Mव/न;द-Nट करता है।

आयोग भारत इलेVWॉ/नVस लमटेड, बंगलौर तथा इलेVWॉ/नVस कापuरेशन ऑफ इिडया लमटेड,
हैदराबाद वारा यथा-Mवकसत इलेVWॉ/नक वो;टंग मशीन और Tॉप बॉVस स;हत Mंटर (वीवीपीएटB Mंटर<), िजसे
उपयु-Vत सभी /नवा-चन Eे< मF मत< को डालने और Cरकाड- करने के लए उपयोग करने हेतु उVत वो;टंग
मशीन< के साथ जोड़ा जाएगा, के Rडजाइन को भी एतqवारा अनुमो;दत करता है।

ELECTION COMMISSION OF INDIA

No. 576/3/EVM/2019/SDR-Vol.II:- Whereas, Section 61A of the Representation of the People Act,
1951, provides that the giving and recording of votes by Voting Machines in such manner as may be
prescribed, may be adopted in such constituency or constituencies as the Election Commission of India may,
having regard to the circumstances of each case, specify; and

Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules, 1961, a Printer with a drop
box of such design, as may be approved by the Election Commission of India, may also be attached to voting
machine for printing a paper trail of the vote, in such constituency or constituencies or parts thereof as the
Election Commission of India may direct; and

Whereas, the Commission has considered the circumstances in all the Parliamentary Constituencies of
India, all the Assembly Constituencies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim and in the 37
Assembly Constituencies (as per Annexure-I) of Bihar, Goa, Gujarat, Madhya Pradesh, Maharashtra,
Meghalaya, Mizoram, Nagaland, Puducherry, Tamil Nadu, Uttar Pradesh & West Bengal, and is satisfied that
sufficient number of Electronic Voting Machines and Printers for printing Paper Trail [Voter Verifiable Paper
Audit Trail(VVPAT)] are available for taking the poll in the abovementioned Parliamentary/Assembly
Constituencies, the polling personnel are well trained in efficient handling of the Electronic Voting Machines
and Printers for Paper Trail (hereafter referred to as 'VVPAT Printers') and the electors are also fully
conversant with the operation of the Electronic Voting Machines and the VVPAT Printers;

Now, therefore, the Election Commission of India, in exercise of its powers under the said Section 61A
of the Representation of the People Act, 1951, and Rule 49A of the Conduct of Elections Rules, 1961, hereby
specifies all the Parliamentary Constituencies at the current General election to the House of the People, 2019,
all the Assembly Constituencies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim at the current General
Election to the State Legislative Assemblies and the 37 Assembly Constituencies (as per Annexure-I) of Bihar,
Goa, Gujarat, Madhya Pradesh, Maharashtra, Meghalaya, Mizoram, Nagaland, Puducherry, Tamil Nadu, Uttar
Pradesh & West Bengal, from where bye-elections are being held, as per the schedule announced by the
Commission on 10-03-2019, 13-03-2019 & 14-03-2019 as the constituencies in which the votes, shall be given
and recorded by means of Electronic Voting Machines and VVPAT printers in the manner prescribed, under the
Conduct of Elections Rules, 1961, and the supplementary instructions issued by the Commission from time to
time on the subject.

The Commission also hereby approves the design of the Electronic Voting Machine and the Printer
with the drop box (the VVPAT Printers) as developed by the Bharat Electronics Ltd., Banglore and Electronics
Corporation of India Ltd. Hyderabad, which shall be attached to the said machines, to be used for the giving
and recording of votes in all the Constituencies.
