वषयः झारखंड औयोगक पाक नीत 2015 म संशोधन क !वीकृत के संबंध म।

सं&या- 04/उ०न० (औ०)े० !थापना)-24/2014-- झारखंड राय म5 औयो2गक पाक4 के 9वकास

हेतु संक;प सं०- 2743, <दनांक 03.09.2015 वारा झारखंड औयो2गक पाक4 नी>त 2015 लागू क@ गई

थी । इस नी>त को लागू करने के उपरांत समय-समय पर औयो2गक संघो एवं अGय संHथाओं के

वारा कुछ कंKडकाओं म5 संषोधन करने का अनुरोध Mकया गया है। अन4Hट एंड यंग (नालेज पाट4नर) के

वारा भी झारखंड औयो2गक पाक4 नी>त 2015 म5 संषोधन करने का सुझाव <दया गया।

वत4मान म5 सरकार के वारा Jharkhand Single Window Clearance Act 2015 लागू क@ गई है िजसके

ावधानQ के अनुRप झारखड औयो2गक पाक4 नी>त-2015 म5 संषोधन आवयक है।

अतएव सTयक 9वचारोपरांत झारखंड औयो2गक पाक4 नी>त 2015 म5 >नTनलUखत संषोधन Mकया

जाता हैः-

1. कंKडका 2.1 को “High Powered Committee” means “High Power Committee” formed as per

Single Window Clearance Act 2015 पढ़ा जाए।

2. कंKडका 2.4 को “Master Plan Committee” means “Master Plan Committee headed by Managing

Director, Jharkhand Industrial Area Development Authority (JIADA) as Chairman and

Director of Industries, Chief Factory Inspector, Chief Town Planner from Department of Urban

development and Chief Engineer of JIIDCO as Members” पढ़ा जाए।

3. कंKडका 2.7 म5 एक उप कंKडका (i) Logistic Park भी सिTमलत Mकया जाता है।

4. कंKडका 2.8 >नTनवत सिTमलत Mकया जाता है:-

“Single Window Clearance Committee” means “Single Window Clearance Committee

constituted under Jharkhand Single Window Clearance Act 2015”

5. कंKडका 3.3.1 क@ थम पंिYत म5 अंMकत Director of Industries को 9वलो9पत करते हुए इसके

Hथान पर Single Window Clearance Committee >तHथा9पत Mकया जाता है। इसी कंKडका म5

अंMकत “Annexure” को 9वलो9पत करते हुए इसके Hथान पर “Appendix” >तHथा9पत Mकया

जाता है एवं कंKडका के पांचवी पंिYत के अं>तम भाग- “and draft Article of Association and

Memorandum of Understanding. The Article of Association and Memorandum of

Understanding of SPV shall be approved by the High Powered Committee at the time of

granting its recommendation” को 9वलो9पत Mकया जाता है।

6. कंKडका-3.3.6 को >नTनवत >तHथा9पत Mकया जाता है:-

The private institution can procure land directly from Raiyat. In other cases JIADA land will

be made available as per existing lease provision of JIADA for private industrial park, joint

venture (JV) Industrial park or PPP mode Industrial park.-

In case of allotment of government land for establishing industrial park, government

land shall be first transferred to Jharkhand Industrial Area Development Authority (JIADA)

and then as per existing provision, the said land shall be provided for establishing private

industrial park, joint venture industrial park and PPP mode industrial park.

7. कंKडका 3.3.7 क@ पंिYत सं$या 2 म5 अंMकत “With minimum of 30 years” 9वलो9पत Mकया जाता है।

8. कंKडका 3.5.5 को >नTनवत संलZन Mकया जाता है:-

While calculating project cost, following items shall not be included in the project cost.

They are:-

i. Land Cost

ii. Earth Filling work for land levelling.

iii. Compound wall

iv. Fuel, Consumables, Spares and Store.

v. Computer and Allied Office Furniture

vi. Transport Vehicle

vii. Erection, Installation and Commissioning Charges.

viii. Second Hand/Old Machines/ Refurbished Machinery.

ix. All types of service charges, carriage and freight charges.

x. Expenditure on painting of Machinery

xi. Close Circuit TV camera and related equipment.

xii. Consultancy Fee

xiii. Stationary Item.

9. कंKडका 3.5 के शीष4क म5 “Joint Venture or PPP Mode Industrial Park” को सिTमलत Mकया

जाता है।

10. कंKडका 3.8 म5 अंMकत “Take Over Clause” को 9वलो9पत करते हुए “Recovery and Default”

>तHथा9पत Mकया जाता है।

11. कंKडका 3.8.1 को 9वलो9पत Mकया जाता है।

12. कंKडका 4.3.1 म5 अंMकत “Director, Industries” के Hथान पर “Single Window Clearance

Committee” >तHथा9पत Mकया जाता है।

13. कंKडका 6.3 के आरंभ म5 “Till the commencement of Commercial Operations” अंMकत Mकया

जाता है।

14. कंKडका 13 को >नTनवत संलZन Mकया जाता है।

“The policy is valid for five years from 3^rd September 2015, the date of notification of the

Jharkhand Industrial Park Policy 2015.”
