रF1त, जैसी @क 1नधाGHरत क; जाए, से ऐसे 1नवाGचन JेK या 1नवाGचन JेKB मL अपनाया जाए जैसा @क

भारत 1नवाGचन आयोग, 8येक मामले क; पHरिOथ1तयB को Qयान मL रखते हुए Rव1नAदGSट करL; और

2.

यत:, 1नवाGचनB का संचालन 1नयम, 1961 के 1नयम 49क के परVतुक के अनुसार, भारत

1नवाGचन आयोग वारा यथाअनुमोAदत Wडजाइन वाले Yाप बॉ[स सAहत एक Rंटर, ऐसे 1नवाGचन JेK

या 1नवाGचन JेKB या उसके भागB मL मतB के पेपर \ेल के मु]ण के लए मतदान मशीन के साथ भी

जोड़ा जाए जैसा @क भारत 1नवाGचन आयोग वारा 1नदेश Aदया जाए; और

यत:, आयोग ने झारखंड के Rवधान सभाओं के साधारण 1नवाGचनB के लए सभी 1नवाGचन JेKB,

आयोग के ेस नोट Aदनांक 01.11.2019, के वारा घोRषत, चुनावB क; पHरिOथ1तयB पर Rवचार @कया

है, और आयोग संतुS ट है @क उपयुG[ त Rवधान सभा 1नवाGचन JेKB मL मतदान करवाने के लए पयाGc त

सं" या इले[टॉ1नक वोAटंग मशीनL तथा पेपर \ेल [वोटर वेHरफायबल पेपर ऑWडट \ेल (वीवीपीएटF)]

(इसमL इसके उपराVत वीवीपीएटF Rंटर के jप मL उिkलlखत) के लए Rंटर का दJतापूणG संचालन

करने के लए शnJत हi तथा 1नवाGचक भी इले[\ॉ1नक वोAटंग मशीनB एवं वीवीपीएटF RंटरB क;

कायGणालF से पूणGतया पHर7चत हi।

अत:, अब भारत 1नवाGचन आयोग लोक 1त1न7ध8व अ7ध1नयम, 1951 क; उ[त धारा 61क

तथा 1नवाGचनB का संचालन 1नयम, 1961 के 1नयम 49क के अंतगGत अपनी शि[तयB का योग करते

हुए एतpवारा झारखंड के Rवधान सभाओं के वतGमान साधारण 1नवाGचन मL सभी Rवधान सभा 1नवाGचन

JेKB, जहां आयोग वारा घोRषत अनुसूची के अनुसार साधारण 1नवाGचन @कए जा रहे हi ऐसे 1नवाGचन

JेKB के jप मL Rव1नAदGS ट करता है, िजसमL उ[ त 1नवाGचन-JेKB से संबं7धत झारखंड मL Aदनांक

06.11.2019, 11.11.2019, 16.11.2019, 22.11.2019 एवं 26.11.2019 को अ*धसू*चत, को ऐसे

1नवाGचन JेKB के jप मL जहां मत 1नवाGचनB का संचालन 1नयम, 1961 के अधीन 1नधाGHरत रF1त से

तथा इस Rवषय पर आयोग वारा समय-समय पर जारF @कए गए अनुपूरक अनुदेशB के अंतगGत

इले[\ॉ1नक वोAटंग मशीनB तथा वीवीपीएटF Rंटर के माQयम से डाले और HरकॉडG @कए जाएंगे, को

Rव1नAदGSट करता है।

आयोग भारत इले[\ॉ1न[स लमटेड, बंगलौर तथा इले[\ॉ1न[स कापrरेशन ऑफ इिडया

लमटेड, हैदराबाद वारा यथा-Rवकसत इले[\ॉ1नक वोAटंग मशीन और Yॉप बॉ[स सAहत Rंटर

(वीवीपीएटF RंटरB), िजसे उपयुG[त सभी 1नवाGचन JेKB मL मतB को डालने और HरकाडG करने के लए

उपयोग करने हेतु उ[त वोAटंग मशीनB के साथ जोड़ा जाएगा, के Wडजाइन को भी एतpवारा अनुमोAदत

करता है।

No. 576/3/EVM/2019/SDR-Vol.II:- Whereas, Section 61A of the Representation of the People

Act, 1951, provides that the giving and recording of votes by Voting Machines in such manner as may be

prescribed, may be adopted in such constituency or constituencies as the Election Commission of India

may, having regard to the circumstances of each case, specify; and

Whereas, as per the proviso to Rule 49A of the Conduct of Elections Rules, 1961, a Printer with a

drop box of such design, as may be approved by the Election Commission of India, may also be attached to

voting machine for printing a paper trail of the vote, in such constituency or constituencies or parts

thereof as the Election Commission of India may direct; and

Whereas, the Commission has considered the circumstances in all the Constituencies for the

General Election to the Legislative Assembly of Jharkhand announced by the Commission's Press

Note No. ECI/PN/102/2019 dated 01-11-2019, and is satisfied that sufficient number of Electronic

Voting Machines and Printers for printing Paper Trail [Voter Verifiable Paper Audit Trail(VVPAT)] are

available for taking the poll in the above mentioned Parliamentary/Assembly Constituencies, the polling

personnel are well trained in efficient handling of the Electronic Voting Machines and Printers for Paper

Trail (hereafter referred to as 'VVPAT Printers') and the electors are also fully conversant with the

operation of the Electronic Voting Machines and the VVPAT Printers;

Now, therefore, the Election Commission of India, in exercise of its powers under the said Section

61A of the Representation of the People Act, 1951, and Rule 49A of the Conduct of Elections Rules, 1961,

hereby specifies all the Assembly Constituencies of Jharkhand for the general election to the

Legislative Assembly notified /to be notified on 06.11.2019, 11.11.2019, 16.11.2019, 22.11.2019

and 26.11.2019 as the constituencies in which the votes, shall be given and recorded by means of

Electronic Voting Machines and VVPAT printers in the manner prescribed, under the Conduct of Elections

Rules, 1961, and the supplementary instructions issued by the Commission from time to time on the

subject.

The Commission also hereby approves the design of the Electronic Voting Machine and the

Printer with the drop box (the VVPAT Printers) as developed by the Bharat Electronics Ltd., Banglore and

Electronics Corporation of India Ltd. Hyderabad, which shall be attached to the said machines, to be used

for the giving and recording of votes in all the Constituencies.
