31,16,97,033.60 ǽ॰ (Including GST & All taxes) कȧ ĤशासǓनक èवीकृǓत Ĥदान करने के
संबंध मɅ ।
£ापांकः- JUIDCO Ltd./ABD/ABD Consulting Service/1887/2018/3432--नगर ͪवकास
एवं आवास ͪवभाग 74वɅ संͪवधान संशोधन के आलोक मɅ नागǐरकɉ को मौͧलक/बुǓनयादȣ सुͪवधाएँ
उपलÞध कराने हेतु कृत संकãप है। उÈत के आलोक मɅ शहरȣ आबादȣ कȧ मौͧलक नगरȣय सुͪवधाओं
को Úयान मɅ रखते हुए शहरȣ Ǔनकायɉ मɅ योजनाबƨ एवं åयविèथत तरȣके से समुͬचत ͪवकास करने
का Ǔनण[य ͧलया गया है ।

इसके Ǔनͧमत राÏय सरकार ɮवारा राÏय के ͪवͧभÛन शहरɉ तथा èथानीय Ǔनकायɉ मɅ Sewerage
एवं Septage योजनाओं को Ĥाथͧमकता के आधार पर रखा गया है। तɮआलोक मɅ राÏय के राँची नगर
Ǔनगम ¢ेğ अंत[गत Selection of Consultant for Updating/Revising Detailed Project Report of
Ranchi Sewerage & Drainage(2006) including integration of existing/ongoing sewerage schemes
(Ranchi Sewerage Zone 1) and Preparation of Safeguard documents & provision of Project
Management Services हेतु परामशȸ का चयन ĤͩĐयाधीन है ।
2. पूव[ मɅ राँची ͧसवरेज-Ĝेनेज के जोन 1, 2, 3 एवं 4 का DPR M/s Meinhardt (Singapore) Pte. Ltd.,
India ɮवारा वष[ 2005-06 मɅ तैयार ͩकया गया था। िजसपर ͪवभागीय तकनीकȧ सͧमǓत ɮवारा
कुल राͧश 1649.82 करोड़ ǽ॰ (Based on Latest available SOR) का तकनीकȧ अनुमोदन Ǒदया गया
था। िजसमे से जोन 1 मɅ ͧसवरेज-Ĝेनेज ͧसèटम हेतु 302.25 करोड़ का अनुमोदन 2014 मɅ Ǒदया
गया एवं इस काय[ के ͧलए Ǔनͪवदा Ĥकाͧशत कȧ गई। उÈत काय[ का ͩĐयाÛवयन राँची नगर
Ǔनगम ɮवारा करवाया जा रहा है। जबͩक जोन 2, 3 और 4 के DPR को राँची नगर Ǔनगम के
व×त[मान ¢ेğ ͪवèतार को Úयान मɅ रखते हुए और तɮनुसार जनसंÉया मɅ वृͪƨ के मƧेनज़र
Revise तथा Augment करवाया जाना है।
3. उÈत के आलोक मɅ जुडको ͧलͧमटेड को राँची नगर Ǔनगम ¢ेğ के शेष बचे तीन जोनɉ यथा जोन
2, 3 एवं 4 मɅ ͧसवरेज एवं Ĝेनेज ͧसèटम के ͧलए DPR तैयार करने एवं PMC Services देने हेतु
नए परामशȸ का चयन करने का Ǔनदȶश Ǒदया गया।
4. उपरोÈत के आलोक मɅ पǐरयोजना के DPR एवं Safeguard Documents के Ǔनमा[ण काय[ एवं PMC
Services हेतु परामशȸ का चयन Least cost selection (LCS) method के तहत Ǔनͪवदा के माÚयम
से दो मुÉय Sub-assignments के ͧलए ͩकया जाना है-
a) Part A - For the preparation of detailed project report (DPR) & Safeguard Documents
b) Part B - For providing PMC support during implementation/execution of project.
5. चयǓनत परामशȸ के मुÉय Scope of Work Ǔनàनांͩकत हैः-
Revision of Existing Detailed Project Report (DPR) and providing Project
Management Consultancy (PMC) services for Development of Integration of Sewerage
Treatment Plant(s) with Interception and Diversion Works, development of Sewerage
Network, Pumping Stations, low-cost Sanitation etc. in Ranchi Town under Ranchi
Municipal Corporation, Jharkhand.
The Consultants will review the existing DPR prepared by Ranchi Municipal
Corporation. The design has been completed in the year 2006. This DPR has divided
Ranchi in 4 sewerage zones. The Consultants will have to integrate this Zone I DPR and
existing sewerage & Drainage system. The details of work are:
I.
Data Collection and Surveys including topographical survey, Soil investigations,
Water Quality Surveys, Flow Measurement Surveys.
II.
Study of existing reports prepared for the city including Study of the DPRs for
Sewerage System prepared for Ranchi city in 2006, Study of the DPRs for Water
Supply prepared for Ranchi city prepared by JUIDCO and Population projection
based on water supply DPRs prepared for Ranchi for the base.

III.
Demarcation of zones and assessing adequacy of existing system for integration
into the proposed system. Sewerage Zone 1 where work is ongoing should be
considered as existing and work planned accordingly including provision of
Interception and Diversions, Intermediate and Final Pumping Stations and STPs.
IV.
Revision of Survey is required to assess the actual population area under project
and calculation of STP capacity.
V.
Identification of the locations for sewage treatment and disposal into receiving
water bodies to appropriate standard stipulated by CPCB / JSPCB / GOI guidelines
and CPHEEO manual
VI.
Appropriate Sewage collection and conveyance system zoning the high-density
including sewer networks and pumping stations to be explored.
VII.
Suitable treatment processes in STPs to treat the sewage to acceptable standards
as well as identification of disposal/reuse arrangements for treated sewage be
included in revised DPR.
VIII.
GIS mapping of the sewerage network
IX.
I&D structures to divert and treat sewage before discharging.
X.
Planning of low cost sanitation where certain location warrants.
XI.
Reuse and recycle options to be included in Revision of DPR as per GOI guidelines.
XII.
Sludge management and its uses to be included.
XIII.
Power generation wherever feasible.
XIV.
Energy efficiency and optimizations in STPs and pumping station to be explored.
XV.
For optimization of STPs use of Dynamic process simulation software like Bio Win.
XVI.
Online document Management system to be included in revised DPR.
XVII.
Combined sewer overflows to cater to rain water entering in the sewerage system.
XVIII.
Institutional aspects, Environmental consideration, Financial aspects, Legal issues,
community awareness, Inter and intra departmental coordination for NOCs, DIA as
per ADB, WB, NMCG & SBM2.0 Jal Jeevan Mission to be included in Revised DPR.
XIX.
The DPR will be prepared based on ADB, WB, and NMCG & Amrut 2.0 & SBM 2.0 Jal
Jeevan Mission and as per current SOR.
XX.
Preparation of Pre-qualification Documents, Tender Documents and Reasonability
of Rates for all packages, Evaluation of Submitted Pre-Qualification Documents/
Proposals and Bids and Preparation of Technical and Financial Evaluation Reports.
XXI.
Tendering and Bid process support includes:
a. Preparing Standard Bid Document (SBD) for treatment infrastructure.
b. Support in identification of Vendors for construction.
c. Support in preparing documents for Procurement process.
d. Support for O&M contractor identification.
e. Bid Management including Evaluation of bid.
f. Liaisoning with various department for clearances from CPCB, SPCB, NH,
MORTH, NHAI, RCD, Forest department, Railway, BCCL, CCL etc.
g. Prepare PPMS in accordance with the funding agencies Guidelines.

7. इस Ĥयोजन हेतु जुडको ͧल० के पी० एल० खाते मɅ राͧश संधाǐरत कȧ जाएगी, िजसमɅ राͧश का
अÛतरण राÏय सरकार ɮवारा Ǔनàनवत् उãलेͨखत बजट शीष[ के अंतग[त उपबंͬधत राͧश से ͩकया
जाएगा ।
8. èवीकृत राͧश के Ǔनकासी एवं åययन पदाͬधकारȣ, अवर सͬचव-सह-Ǔनकसी एवं åययन पदाͬधकारȣ,
नगर ͪवकास एवं आवास ͪवभाग, झारखÖड, राँची हɉगे, िजनके ɮवारा èवीकृत राͧश कȧ Ǔनकासी
ͪव×तीय वष[ 2022-23 मɅ अǓनवाय[ Ǿप से करते हुए जुडको ͧल० के पी० एल० (PL) खाते मɅ
हèतांतǐरत ͩकया जाएगा ।

9.2 उपरोÈत कंͫडका 6-8 मɅ वͨण[त पǐरयोजना के ͪव×त पोषण के Ĥèताव पर èवीकृǓत Ĥदान
कȧ जाती है।
10. योजना Ĥाͬधकृत सͧमǓत के बैठक कȧ काय[वाहȣ कȧ कंͫडका- 8 पर वͨण[त शतɟ के अनुपालन का
Ĥयास ͩकया जाएगा।
11. उÈत योजना पर Ǒदनांक- 13.09.2022 को सàपÛन राÏय मंǒğपǐरषद कȧ बैठक मɅ मद संÉया-
23 के ǽप मɅ èवीकृǓत Ĥदान कȧ गई है ।
