खंड(ग) के उपबंधɉ के अनुसरण मɅ Ǔनवा[चन आयोग एतʊवारा ͪवǓनǑद[ç ट करता है ͩक स¢म

Ĥाͬधकारȣ ɮवारा Ĥमाͨणत कोͪवड-19 संǑदÊ ध या Ĥभाͪवत ऐसे å यिÈत, जो डाक मतपğ ɮवारा

मतदान करने के ͧलए आवेदन करते हɇ और जो संबंͬधत ǐरटǓनɍग अͬधकारȣ ɮवारा उसके अनुरोध

के स× यापन कȧ शत[ के अधीन हɇ, Ǔनवा[चनɉ का संचालन Ǔनयम, 1961 के भाग-।।।क, ͪवͬध एवं

Û याय मंğालय, भारत सरकार कȧ अͬधसूचना का.आ.सं. 1964 (अ.) Ǒदनांक 19 जून, 2020 के

जǐरए यथासंशोͬधत, इस ͪवषय पर Ǔनवा[चन आयोग ɮवारा Ǔनग[त Ǔनदȶशɉ एवं ǑदशाǓनदȶशɉ के साथ

पǑठत, के अनुसार लोक ĤǓतǓनͬध× व अͬधǓनयम, 1951 कȧ धारा 30 के अंतग[त अͬधसूͬचत

झारखंड के 33-डुमरȣ ͪवधानसभा ¢ेğ, केरल के 98-पुतुÜपलȣ ͪवधानसभा ¢ेğ, ǒğपुरा के 20-

बÈसनगर एवं 23-धनपुर ͪवधानसभा Ǔनवा[चन ¢ेğɉ, पिæचम बंगाल के 15-धूपगुड़ी

(अ०जा०)ͪवधानसभा ¢ेğ, उ×तर Ĥदेश के 354-घोसी ͪवधानसभा ¢ेğ और उ×तराखÖड के 47-

बागेæवर (अ०जा०) ͪवधानसभा ¢ेğ के ͧलए चल रहे उपǓनवा[चनɉ मɅ डाक मतपğ ɮवारा मतदान

करने के ͧलए å यिÈतयɉ कȧ एक Įेणी हɉगे ।

उपरोÈत अͬधसूचना को अंĒेजी मɅ अनुवाद सǑहत, झारखÖड राÏयपाल के Ĥाͬधकार से इसके

ɮवारा Ĥकाͧशत ͩकया जाता है जो भारतीय संͪवधान के अनुÍछेद 348 के खÖड (3) के अधीन

अंĒेजी भाषा मɅ उसका Ĥाͬधकृत पाठ समझा जायगा ।

No.52/2023/SDR/Vol.I --In pursuance of the provisions of clause (c) of Section 60

of the Representation of the People Act, 1951, the Election Commission hereby specifies

that the Covid-19 suspect or affected person, certified by competent authority, who applies

for voting by postal ballot paper, and subject to verification of his request by the Returning

Officer concerned, would be a class of persons to give his vote by postal ballot in the

ongoing bye elections to the 33-Dumri Assembly Constituency of Jharkhand, 98-

Puthuppally Assembly Constituency of Kerala, 20-Boxanagar and 23-Dhanpur Assembly

Constituencies of Tripura, 15-Dhupguri(SC) Assembly Constituency of West Bengal, 354-

Ghosi Assembly Constituency of Uttar Pradesh and 47-Bageshwar(SC) Assembly

Constituency of Uttarakhand notified under Section 30 of the Representation of the People

Act, 1951, as per the provisions in Part-IIIA of the Conduct of Elections Rules, 1961, as

amended vide Ministry of Law & Justice, Govt. of India, Notification SO No. 1964(E), dated

19th June, 2020 read with the directions and guidelines issued by the Election

Commission on the subject.
