संÉया- 52/ 2023/एसडीआर/खंड-।--लोक ĤǓतǓनͬध× व अͬधǓनयम, 1951 कȧ धारा 60 के

खंड(ग) के उपबंधɉ के अनुसरण मɅ Ǔनवा[चन आयोग एतʊवारा ͪवǓनǑद[ç ट करता है ͩक 80 वष[ से

अͬधक आयु के Ǔनवा[चक और शारȣǐरक Ǔन:शÈ तता (बɅचमाक[ ) वाले Ǔनवा[चक, िजÛ हɅ राÏ य कȧ

Ǔनवा[चक नामावͧलयɉ के डाटा बेस मɅ पहले से हȣ ͬचिéनत/इंͬगत ͩकया गया हो, और जो डाक

मतपğ ɮवारा मतदान करने के ͧलए आवेदन करते हɇ और जो संबंͬधत ǐरटǓनɍग अͬधकारȣ ɮवारा

उसके अनुरोध के स× यापन कȧ शत[ के अधीन हɇ, Ǔनवा[चनɉ का संचालन Ǔनयम, 1961 के भाग-

।।।क, ͪवͬध एवं Û याय मंğालय, भारत सरकार कȧ अͬधसूचना का. आ. सं. 3786 (अ.) Ǒदनांक

22 अÈ तूबर, 2019 और इस ͪवषय पर Ǔनवा[चन आयोग ɮवारा Ǔनग[त Ǔनदȶशɉ एवं ǑदशाǓनदȶशɉ के

जǐरए यथा-संशोͬधत, के अनुसार लोक ĤǓतǓनͬध× व अͬधǓनयम, 1951 कȧ धारा 30 के अंतग[त

अͬधसूͬचत झारखंड के 33-डुमरȣ ͪवधानसभा ¢ेğ, केरल के 98-पुतुÜपलȣ ͪवधानसभा ¢ेğ, ǒğपुरा

के 20-बÈसनगर एवं 23-धनपुर ͪवधानसभा Ǔनवा[चन ¢ेğɉ, पिæचम बंगाल के 15-धूपगुड़ी (अ0जा0)

ͪवधानसभा ¢ेğ, उ×तर Ĥदेश के 354-घोसी ͪवधानसभा ¢ेğ और उ×तराखÖड के 47-बागेæवर

(अ0जा0) ͪवधानसभा ¢ेğ के ͧलए चल रहे उप Ǔनवा[चनɉ मɅ डाक मतपğ ɮवारा मतदान करने के

ͧलए å यिÈतयɉ कȧ एक Įेणी हɉगे ।

उपरोÈत अͬधसूचना को अंĒेजी मɅ अनुवाद सǑहत, झारखÖड राÏयपाल के Ĥाͬधकार से इसके

ɮवारा Ĥकाͧशत ͩकया जाता है जो भारतीय संͪवधान के अनुÍछेद 348 के खÖड (3) के अधीन

अंĒेजी भाषा मɅ उसका Ĥाͬधकृत पाठ समझा जायगा ।

10^th August, 2023

No.52/2023/SDR/Vol.I--In pursuance of the provisions of clause (c) of Section 60 of

the Representation of the People Act, 1951, the Election Commission hereby specifies that

the elector above the age of 80 years and elector with physical disability (benchmark) as

already marked/flagged in the data base of the electoral rolls of the State and, who

requests for voting by postal ballot paper and subject to the verification of his request by

Returning Officer concerned, would be a class of persons to give his vote by postal ballot

in the ongoing bye elections to the 33-Dumri Assembly Constituency of Jharkhand, 98-

Puthuppally Assembly Constituencies of Kerala, 20-Boxanagar and 23-Dhanpur Assembly

Constituency of Tripura, 15-Dhupguri(SC) Assembly Constituency of West Bengal, 354-

Ghosi Assembly Constituency of Uttar Pradesh and 47-Bageshwar(SC) Assembly

Constituency of Uttarakhand notified under Section 30 of the Representation of the People

Act, 1951, as per the provisions in Part-IIIA of the Conduct of Elections Rules, 1961, as

amended vide Ministry of Law & Justice, Govt. of India, Notification SO No. 3786(E), dated

22^nd October, 2019, and the directions and guidelines issued by the Election Commission,

on the subject.
