शवषयः- उच्च एवं तकनीकी शिक्षा शवभागान्तगगत Development, Maintenance, Hosting and Implementation

of Various Portals (Pay Fixation & Verification System, Learning Management system,

Centralized Portal for the DHTE-GoJ, Private University Management Portal, Anudaan –

VittRahit Colleges Portal, CM Fellowship Application Portal and Apprenticeship Management

Portal); Implementation of NAD/ABC as per NEP 2020, Learning Management System and e-

Samarth ERP System through CSC Learning Coordinators; and providing necessary support for

Digital Governance in Universities and Colleges of Jharkhand के शलए शवत्तीय शनयमावली के शनयम

235 को शिशिल करते हुए शनयम 245 के अधीन M/s CSC e-Governance Services India Limited का

मनोनयन के आधार पर चयन करने एवं उक्त के कायागन्वयन हेतु रु0 20,95,40,640/- (बीस करोड़

पंचानबे लाख चालीस हजार छः सौ चालीस) (कर अशतररक्त) की प्रिासशनक स्वीकृशत के संबंध में।

प्रबंधन के शिए तथा शवभागीय प्रशियाओं क सुव्यवस्थस्थत करने के शिए प्रौद्य शगकी और आईसीटी सक्षम उपकरण ं का

िाभ उठाने की य जना बना रहा है ताशक उच्च शिक्षण संस्थान ं द्वारा प्रदान की जाने वािी सेवाओंकी गुणवत्ता, पहंच और

भशवष्य की तत्परता में सुधार ह सके तथा राष्ट्रीयशिक्षा नीशत-2020 का सफि कायाान्वयन शकया जा सके ।

राज्य शवश्वशवद्यािय ं द्वारा प्रदान की जाने वािी सेवाओं क स्वचाशित करने के शिए उच्च एवं तकनीकी शिक्षा

शवभाग, झारखण्ड की एक एकीकृत केंद्रीय शिशजटि प्रणािी शवकशसत करने के शिए एक र िमैप तैयार करके

इसे प्राप्त करने की पररकल्पना की गई थी ।

इस संबंध मेंउच्च एवं तकनीकी शिक्षा शवभाग, झारखण्ड के द्वारा नेषनि इन्स्टीट्यूट ऑफ स्माटा गवनेंस क एक

शवस्तृत अध्ययन करने और प्रमुख interventionsका प्रस्ताव देने के शिए सहय ग प्राप्त शकया गया। इसके अिावा,

नेिनिइन्स्टीट्यूट ऑफ स्माटा गवनेंस क मौजूदा प्रशियाओं का अध्ययन करने और पारदशिाता में सुधार करने

और PhysicalTouchPointsक कम करने के शिए शिशजटि interventions का सुझाव देने की शजम्मेदारी भी दी

गई थी ।

नेिनि इन्स्टीट्यूट ऑफ स्माटा गवनेंस टीम के साथ कई बैठक ं में चचाा के अनुसार सभी आवश्यक संि धन ं के

साथ जनवरी 2023 में नेिनि इन्स्टीट्यूट ऑफ स्माटा गवनेंस द्वारा िराफ्ट To-be ररप टा शवभाग क प्रस्तुत की

गई थी ।

नेिनि इन्स्टीट्यूट ऑफ स्माटा गवनेंस द्वारा पहचाने गए प्रमुख interventions शनम्न थेः-



शवभाग के शिए सामान्य उद्यम संसाधन य जना (ERP)प्रणािी का अभाव ।



भती, पद न्नशत और वेतन शनधाारण से संबंशधत अपने पेिेवर शववरण वािे कमाचाररय ं के शिए मानव

संसाधन प्रबंधन प्रणािी का अभाव ।



छात् ं के बीच सीखने की सुशवधाएँ बढाने के शिए िशनिंग मैनेजमेंट शसस्टम, मैशसव ऑनिाइन ओपन

क सा (MOOCs) जैसे शिशजटि टूल्स का अभाव ।



राज्य, उच्च शिक्षण संस्थान ं की पहंच और भशवष्य की तैयारी में सुधार के शिए ऑनिाइन परीक्षा और

प्रॉक्टररंग प्रणािी का अभाव ।



सभी शवभागीय, उच्च शिक्षण संस्थान ं और छात् ं से संबंशधत कायािम ं और य जनाओं की hosting के

शिए कॉमन शिशजटि प्लेटफॉमा का अभाव ।

भारत सरकार ने मौजूदा स्कूि और उच्च शिक्षा प्रणािी के पुनगाठन की दृशष्ट् से 2020 में नई शिक्षा नीशत क िागू

करने के शिए एक महत्वपूणा नीशतगत शनणाय शिया, शजसे आमतौर पर एनईपी 2020 के रूप में जाना जाता है।

राष्ट्रीय शिक्षा नीशत 2020 शियान्वयन हेतु शवशभन्न शिशजटि हस्तक्षेप की आवश्यकता है,जैसे एकैिशमक बैंक ऑफ

िेशिट की स्थापना, Digital Divide क समाप्त करना ऑनिाईन शिक्षा हेतु शिक्षक ं क प्रशिक्षण प्रदान करना,

ऑनिाईन परीक्षा ऑनिाईन आकिन आशद ।

झारखण्ड सरकार और उच्च एवं तकनीकी शिक्षा शवभाग ने राष्ट्रीय शिक्षा नीशत 2020 क पूणा रूप से िागू करने

की य जना बनाई है। राष्ट्रीय शिक्षा नीशत-2020 के सफि शियान्वयन हेतु राज्य के उच्व शिक्षण संस्थान ं में IT &

Digital Infrastructure क सुदृद्ध शकए जाने की आवश्यकता है। इस संदभा में शदनांक-14.12.2022 क शवभागीय

सशचव की अध्यक्षता में सम्पन्न समीक्षा बैठक में यह शनणाय शिया गया शक राज्य के सभी राजकीय शवश्वशवद्यािय

एवं महाशवद्यािय ं में Student Resource Centre की स्थापना की जाए, ज छात् ं एवं संस्थान ं क NEP-2020 के

शवशभन्न आयाम ं यथा-Academic Bank of Credit (ABC), National Academic Depository (NAD), SWAYAM

तथा MOOCs, Learning Management System हेतु आवश्यक सहायता प्रदान करे। Student Resource Centre

की स्थापना और इसके अपेशक्षत कायों के संदभा में एक शवस्तृत प्रस्तुतीकरण हेतु उक्त बैठक में सस्थम्मशित CSC

e-Governance Services India Ltd (CSC SPV) के प्रशतशनशध से अनुर ध शकया गया ।

उक्त बैठक में NEP-2020 के शियान्चयन हेतु नीशत आय ग द्वारा पहचाने गये 18 काया शबन्दुओं के अनुरुप

शनम्नशिस्थखत प्रमुख गशतशवशधय ं की पहचान की गई:-



संस्थान ं में चि रहे िैशक्षक कायािम ं, प्रशिक्षण ं, सीखने और शवकास कायािम ं के प्रिासन, प्रिेखन,

टरैशकंग, ररप शटिंग, असाइनमेंट और शवतरण के प्रबंधन में सहायता के शिए शिक्षण प्रबंधन प्रणािी। यह

शिशजटि िशनिंग के एक्शन प्वाइंट नंबर D1 के अनुरूप है ।

एकेिशमक बैंक ऑफ िेशिट (ABC) और नेिनि एकेिशमक शिपॉशजटरी (NAD) पर राज्य उच्च शिक्षण

संस्थान ं और छात् ं क ऑनब िा करके चार साि के Multiple Entry Multiple Exit Undergraduate

Programme क सक्षम और सुगम बनाना। यह Learner Centric Education केएक्शन पॉइंट नंबर 12

और नंबर 1.3 के अनुरूप है ।



राज्य के अनुसंधान उत्पादन में सुधार िाने और राज्य में उच्च शिक्षा क प्र त्साशहत करने के शिए

नीशतयां और य जनाएं तैयार करना। यह उद्य ग संस्थान शिंकेज के एक्शन प्वाइंट नंबरIC-4 के

अनुरूप है ।



राज्य में उच्च शिक्षण संस्थान ं की सकि नामांकन अनुपात (GER), पहंच और भशवष्य की तैयारी में

सुधार के शिए नए बह-शवषयक सावाजशनक और शनजी शवश्वशवद्यािय ं की स्थापना। यह Learner Centric

Education के एक्शन प्वाइंट नंबर LI के अनुरूप है ।



जवाबदेही स्थाशपत करने के शिए, वेतन शनधाारण, शवत्त रशहत महाशवद्यािय अनुदान आवेदन आशद जैसे

प टाि ं के माध्यम से एक पारदिी और सुचारू प्रिासन प्रशिया का शनमााण करना ।

NEP-2020 के सफि शियान्वयन हेतु शदनांक-16.12.2022 क शवभाग में आहूत मल्टी स्टेक ह ल्डर की बैठक में

CSC e-Governance Services India Ltd (CSC SPV) के द्वारा Student Resource Centre, NAD/ABC हेतु िाटा

अपि ि, Learning Management System, Online Education आशद के संदभा में शवस्तृत प्रस्तुतीकरण शदया

गया। बैठक में यह प्रस्ताशवत शकया गया शक CSC-SPV के साथ समन्वय स्थाशपत कर राज्य के राजकीय

शवश्वशवद्यािय ं एवं महाशवद्यािय ं में Student Resource Centre स्थाशपत शकया जाए ।

माननीय राज्यपाि-सह-कुिाशधपशत मह दय की अध्यक्षता में 27.03.2023 क आय शजत प्रथम कुिपशत सम्मेिन

में राज्यस्तरीय Learning Management System तथा उच्च शिक्षा के सभी संस्थान ं में Digital Infrastructure से

युक्त Student Resource Centre स्थाशपत करने का शनणाय शिया गया ।

इसके उपरांत मुख्य सशचव मह दय की अध्यक्षता में 15.05.2023 क आहूत NEP-2020 के शियान्वयन की

समीक्षा बैठक में राज्य के उच्च शिक्षण संस्थान ं में Digital Governance हेतु Digital Infrastructure क सुदृढ

करने के शिए महत्वपूणा शिशजटि हस्तक्षेप और पारदिी प्रशिया प्रबंधन प्रणािी शवकशसत करने क आवश्यक

समझा गया ।

12.

Digital Governance तथा Digital Infrastructure क सुदृढ करने हेतु उच्च एवं तकनीकी शिक्षा शवभाग,

आईसीटी सेवाओं जैसे शिक्षण प्रबंधन प्रणािी के शिशजटि कायाान्वयन, वेतन शनधाारण और सत्यापन प टाि, शनजी

शवश्वशवद्यािय प्रबंधन प टाि, शवत्त रशहत कॉिेज अनुदान आवेदन प टाि, जैसे कई प टाि ं का िाभउठाना चाहता

है। साथ ही केंद्रीकृत प टाि तैयार करने की य जना है ।

उच्च एवं तकनीकी शिक्षा शवभाग क ई-समथा (ERP के शिए ई-गवनेस सूट) के कायाान्यवन के शिए अशतररक्त

मानय बि की आवश्यकता ह गी, िैक्षशणक िेटा जैसे माकािीट और वतामान के साथ-साथ शपछिे धमत् ं के

प्रमाण पत्, शपछिे छात् ं क दी गई शिची आशद क अपि ि करना ह गा ।

उच्च एवं तकनीकी शिक्षा शवभाग ने छात् ं के बीच उच्च और तकनीकी शिक्षा क बढावा देने, उस शिक्षण संस्थान ं

के स्तर पर अनुसंधान क प्र त्साशहत करने और मशहिा छात् ं के बीच तकनीकी शिक्षा क प्र त्साशहत करने के

शिए िैक्षशणक उत्कृष्ट्ता य जना के शिए मुख्यमंत्ी फेि शिप य जना, जी एक व्यापक मत्वृशत्त-सह-फेि शिप

य जना है, तैयार की जा रही है। पूणा पारदशिाता Access और Turnaround Time (Tal) सुशनशित करने के शिए

उच्च एवं तकनीकी शिक्षा शवभाग की आवेदन सत्यापन और संशवतरण प्रबंधन के शिए वेब प टाि की Hosting.

Development & Maintenance के शिए सेवाओं की आवश्यकता ह ती है। यह िैक्षशणक अनुसंधान और

अंतरााष्ट्रीयकरण के काया शबंदु संख्या R1 के अनुरूप है ।

उच्च एवं तकनीकी शिक्षा शवभाग िैक्षशणक अनुसंधान और अंतरााष्ट्रीयकरण के एक्शन प्वाइंट नबर R3

के अनुसार एक राज्य संस्थागत रैंशकंग फ्रेमवका शवकशसत करने की प्रशिया में भी है ।

इस िम में CSC e-Governance Services India Ltd (CSC SPV) के द्वारा शवशभन्न शिशजटि सेवाएँ उपिब्ध कराने

हेतु शवभाग क प्रस्ताव उपिब्ध कराया गया ।

CSC e-Governance Services India Ltd (CSC SPV) के द्वारा उपिब्ध कराये गये प्रस्ताव में उल्लेस्थखत Scope of

Work की शववरणी शनम्नवत है-

Pay Fixation and Verification System

CSC SPV proposes to develop and maintain the Pay Fixation and Verification System", so that

comprehensive, accurate, reliable, transparent and one stop solution to the Colleges,

Universities and the Department. M/s CSC SPV proposes the following scope of work:-

(a) Development of a cloud-based software application to register users, enter data, verify

their data, processing of data and extract MIS reports for the Department of Higher and

Technical Education, Government of Jharkhand.

(b) Testing and deployment of the developed software at Operation and Execution Level.

(d) Post Go-Live Maintenance Service like Customization, Enhancement and Support on a

monthly maintenance charge basis.

II.

Learning Management System

Learning Management System (LMS) is a platform that manages learning and development

services in an online mode. It also helps in minimizing dependency on offline infrastructure-

based classroom teaching-learning. LMS helps manage administration, documentation,

tracking, reporting, assignment and delivery of ongoing educational programs, trainings, or

learning and development programs at the institutes.

The broad scope of work for the requirement of DHTE is listed below:-

Adaptive learning environment with configuring courses and assignment and mapping it

with users enrolled for a course along with validity attribute.

b. Application content management along with active/ inactive/ facility for users.

Course creation along with collaboration, certificate generation, transcript generation

andactive/inactive feature.

d. Course enrolment along with user's access management on the basis of asynchronous

learning.

e. Virtual classroom along with camera surveillance, collaboration, whiteboard, user's access

management, validity & Inactive attribute.

Online Assignment & assessment creation along with proctoring, certificate, transcript,

examination report card/results, user's access management, validity & Inactive option

facility.

g. Event based notifications based on the frequency of classes.

h. Enrolled user’s courses (Independent course or adaptive learning course) status tracking,

assignment & assessment status tracking & virtual classes attendance status tracking.

Generation of statistical reports and dashboards for easy reference of Student, University and the

Department.

III.

Centralized Portal for the DHTE – Govt. of Jharkhand

M/s CSC-SPV shall create a common digital platform for amalgamating all the services and process

involving the Department, Universities/ Colleges, students, faculties, and other external stakeholders.

IV.

Private University Portal

M/s CSC-SPV shall develop and maintain the Private Universities Portal. In the envisaged portal, M/s

CSC-SPV shall enable the following stakeholders and their broad stakeholder wise functionalities: -

Anudaan – VittRahit Portal

Under the Jharkhand State Unaided Institution (Grant) Act, 2004, the Government of Jharkhand

provides grant to permanently affiliated institutions (Degree College). The grant is divided into two

components namely, recurring expenses and second is non-recurring expenses. Recurring expenses is

provided on an annual basis whereas non-recurring expenses is provided as a one-time grant for capital

expenditure which includes renovation, construction, and regular maintenance, etc.

The broad scope of work of for M/s CSC-SPV is as follows: -

Creation of web based application for the application, scrutiny and approval of the proposal.

b. Creation of unique id for all stakeholders like college, University, Nodal Officer DHTE, Grants

Committee DHTE and Drawing Disbursing Officer (DDO), DHTE.

Enabling multiple processes for grant of recurring and non-recurring expenses.

VI.

CM Fellowship for Academic Excellence Portal

M/s CSC-SPV shall work on the development, hosting and maintenance of the web based portal with

the following functionalities: -

It shall allow multiple application of student under various components of the portal.

It shall enable verification of candidature of the students and allow various approving

authority for sanctioning of the benefits under the scheme.

It shall create a robust mechanism for handing multiple application and multiple insights at a

time.

It shall enable mechanism for allowing disbursement of fellowship amount to students and

reimbursement of bills under the scheme.

VII.

Apprenticeship Management Portal

M/s CSC-SPV shall work on the development, hosting and maintenance of the web based portal for the

selection and allotment of students, who are applying for apprenticeship with Universities, Colleges and

other bodies under the Department.

Stakeholder-wise functionalities of the portal:-

Application for Jobs on the Portal

Choice filing of location in case multiple locations are available for a single job

Ability to view provisional allotment of jobs

Ability to view final allotment of jobs

Ability to provide post wise, category wise (as per the reservation criteria reservation)

break up for each post created by the Institution

Ability to enter detailed eligibility criteria and qualifying parameters of the job posting.

Ability to view the post wise merit list of students from the list of applied students (auto

generation of merit list).

Ability to issue provisional offer letter to shortlisted students and update status of the

candidate.

Ability to issue final offer letter to verified shortlisted student with option to update

records on the NATS Portal.

Auto - Blocking functionalities for students already selected for the post.

Ability to accept applications for multiple posts on the web portal.

Automatic features on the portal

Automatic generation of merit list for category-wise, post wise selection of students

b. Automatic allotment of students as per vacancy status

Automatic blocking and unblocking of candidate on selection and withdrawal of seats

d. Automatic matching of candidates as per the qualification posted by the institutions

Automatic generation of provisional and final offer letter from the web portal.

VIII.

Implementation of NAD/ABC

The Learning Coordinators located in each College/University will assist the administration

in the following:

Onboarding the Academic Institute on National Academic Depository.

Assist the Academic Institute in uploading the certificates/ awards on NAD & ABC.

Assist the eligible students in obtaining ABC ID and share

it with the Academic Institute.

The Learning Coordinators shall prepare a phase wise plan for uploading of legacy academic

data of students.

They shall assist the students in college/academic admission applications at nominal cost.

IX.

Assistance in implementation of e-Samarth ERP Suite

The Learning Coordinators manning the Student Resource Centres (SRC) shall act as technical

assistants to the Nodal Officers and Module Admins of the University. They shall act as single stop

solution for any implementation related queries and problems of DHTE. They shall also assist the

University officials in all ICT related activities. They shall coordinate with the Project Management

Unit and DHTE for adherence of timelines envisaged for roll out of eSamarth in Universities.

CSC SPVs additional Proposals

NIELIT Facilitation Center in all 289 College -

CSCs

to facilitate students of Colleges in all Universities of Jharkhand by NIELIT

Facilitation Centers. These CSCs in Colleges can do IIBF/NSEIT/BCC/CCC, etc Courses and

exams.

Students Survey for courses demands and full utilization of CSC Services – CSC SPV

will conduct a survey of students in State Universities of Jharkhand as notified by DHTE from

time to time for identifying the course requirements of students and their implementation

through the education partners.

Industry Linkages and Placements – CSC SPV will develop a platform for online

applications of internships in different industries to enhance skills of the students and also for

a common platform for the placements of students. Integration with AICTE Internship Portal.

To run Vocational and Professional (Job Oriented) skills short term courses in College -

CSC SPV will run Vocational (NPTEL / SWAYAM / MOOC) / Professional courses from

IIT Bombay, IBM, Microsoft, IDEED, Boston, Infosys, Symbiosis, Google, Bhu - Kaushal,

GST, Stock Market, etc. CSC SPV will identify and host free courses on the state

implemented LMS/ redirect them for students’ easy access. For paid courses, CSC SPV shall

charge fees as per the tri-partite agreement between the University, DHTE and CSC-SPV.

Replacement, new appointment of learning coordinator and application development:

Replacement in case of leave: In case the member of State PMU or learning

coordinator of a SRC is on leave, then the State SPOC of CSC-SPV and District Level

Education SPOCs of CSC-SPV shall make appropriate arrangements for his/her immediate

replacement from the buffer of 10% of total learning coordinators/ state PMU deployed by

CSC SPV such that the position of learning coordinator/ state PMU is not vacant even for a

single day.

Replacement in case of termination/ resignation/ unauthorized absence: In case the

learning coordinator of a SRC is under termination/resignation/unauthorized absence then it

shall be the responsibility of the district level education SPOCs of CSC SPV to immediately

make arrangements for his/her replacement from the buffer of 10% of total learning

coordinators deployed by CSC SPV such that the position of learning coordinator is not

vacant even for a single day and take appropriate steps for appointment of new learning

coordinators within ten days from termination/resignation/unauthorize absence.

New Appointment: If any request comes from the DHTE, GoJ regarding requirement

of SRC at newly established Colleges/Universities apart from 289 colleges and 11

Universities, then CSC- SPV would appoint Learning coordinator at all such newly

established Colleges/Universities at the same cost (RS. 5000/- per Learning coordinator per

month) as mentioned in the preliminary proposal.

New Application Development: In case new requirements of application/portal

development come from the DHTE, GoJ, then CSC-SPV shall develop all such applications at

mutually agreed timelines and well-defined payment milestones. The cost of such

development shall be calculated on the basis of the man monthly rate proposed in the

preliminary project report.

Integration Services: CSC SPV shall provide necessary support for the integration

services of the proposed portals with different technology solutions such as: Payment gateway

services, Aadhaar integration etc. and other applications as and when required by DHTE or

University for effective implementation of the proposed schemes.

Note: M/S CSC SPV in its propsal included the cost for hosting the portals on its own server and the SMS

gateway charges as well. However, all the applications will be hosted on the State Data Center,

Jharkhand. Also, the SMS gateway shall be provided by the Department of Information Technology and

e-Governance, Government of Jharkhand, hence their cost has not been considered.

Total Variable Cost: The estimated total variable cost of Learning Management System, NAD & ABC and

e-Samarth, Pay Fixation and Verification System, Private University Management Portal, Anudaan –

VittaRahit College System, CM Fellowship Management System, Apprenticeship Management Portal and

Centralized Portal for DHTE – GoJ is INR 16,30,40,640/- (Rupees Sixteen Crore Thirty Lakh Forty

Thousand Six Hundred Forty only). Applicable taxes will be levied extra.

Total CAPEX plus Variable Cost: The estimated total cost of development, implementation, hosting,

SMS/e-Mail gateway charges and programme management for the Pay Fixation & Verification System,

Private University Management Portal, Anudaan – VittRahit System, CM Fellowship Management System,

Apprenticeship Management Portal, Centralized Portal for DHTE, Learning Management System,

Implementation of NAD & ABC and Implementation of e-Samarth System are INR 20,95,40,640/- (Rupees

Twenty Crore Ninety Five Lakh Forty Thousand Six Hundred Forty only). GST will be levied extra as

per applicable rates. E- Mail Charges will be charged as per actual.

CSC e-Governance Services India Ltd (CSC SPV) के द्वारा उपिब्ध कराये गये प्रस्ताव में उक्त कायों हेतु

Service Uptime Commitment (if hosted on CSC SPV's data center) की शववरणी शनम्नवत है:-

CSC SPV’s scope of the service is limited to the applications developed by the CSC SPV. CSC SPV commits to

provide access to the applications on a 95% uptime measured on a quarterly basis. Third party applications or

applications integrated from third parties or servers taken from third parties are out of scope.

This can’t apply to performance issues caused by the following: i) Overall internet congestion, ii) Unavailability

of generic internet services due to virus or hacker attacks, iii) Actions or inactions of customer or third parties

beyond the control of CSC SPV, iv) Scheduled maintenance, upgrades, urgent security fixes, scheduled

downtime, etc.

CSC e-Governance Services India Ltd (CSC SPV) द्वारा उपिब्ध कराये गये प्रस्ताव की समीक्षाेः- शवभाग के

द्वारा CSC e-Governance Services India Ltd (CSC SPV) द्वारा उपिब्ध कराये गये प्रस्ताव की समीक्षा हेतु

कायाािय आदेि सं० 46 सह-पशठत ज्ञापांक 903, शदनांक-20.04.2023 द्वारा सशमशत का गठन शकया गया शजसमें

Department of IT & e-Governance के प्रशतशनशध िाशमि थे। सशमशत के द्वारासमीक्ष परांत शनम्न अनुिंसा की

गई:-

M/s CSC SPV कम्पनी अशधशनयम के तहत स्थाशपत एक कंपनी है और इसके Majority Stake Holder

भारत सरकार और शवशभन्न राज्य सरकारें हैं। M/s CSC SPV कम्पनी में भारत सरकार, शवशभन्न राज्य

सरकारें एवं उनके एजेंसी, राष्ट्रीयकृत बैंक तथा शवत्तीय संस्थाओं क शमिाकर भागीदारी 52.60% है।

M/s CSC SPV ने एंटरप्राइज ग्रेि आईसीटी समाधान ं के Development, Hosting & Maintenanceका

झारखण्ड गजट (असाधारण) िननवार, 28 शसतम्बर, 2024

एक Proven Track Record भी प्रदशिात शकया है। M/s CSC SPV द्वारा सफितापूवाक कायाास्थन्वत की गई

M/s CSC SPV द्वारा प्रस्ताशवत Learning Management System. (LMS) के संदभा में सशमशत इस बात से

सहमत है शक LMS चि रहे िैशक्षक कायािम ं के प्रिासन, टरैशकंग, ररप शटिंग, असाइनमेंट और शवतरण

के प्रबंधन में सहायता करेगा। संस्थान ं में शहतधारक ं के शिए प्रशिक्षण, सीखने और शवकास कायािम।

यह पहि एनईपी 2020 के शिशजटि िशनिंग के एक्शन प्वाइंट नंबर DI अनुरूप भी है। इससे पहंच में भी

सुधार ह गा और राज्य में उच्च शिक्षण संस्थान ं की भशवष्य की तैयारी सुशनशित ह गी ।

(iii)

Ms CSC SPV द्वारा प्रस्ताशवत एक अन्य प्रमुख पहि राज्य के 300 उच्च शिक्षण संस्थान ं में छात् संसाधन

केंद्र ं (Student Resource Centre) की स्थापना है। ये Student Resource Centre U क न केवि

नाममात् की िागत पर आवश्यक छात् सेवाएँ प्रदान करेंगे, बस्थि Ma CSC SPV द्वारा शनयुक्त िशनिंग

क -ऑशिानेटर भी ह ंगे। ये समन्वयक 400 गशतशवशधय ं में छात् ं और संकाय सदस् ं की सहायता करेंगे,

ABC-NAD और ई-समथा के कायाान्वयन में सहायता प्रदान करेंगे और उच्च शिक्षण संस्थान ं द्वारा

आवश्यक आईसीटी से संबंशधत सहायता के शिए तकनीकी संसाधन कशमाय ं के रूप में काया करेंगे।

सशमशत इस बात से सहमत है शक M/s CSC SPV द्वाराप्रदान शकया गया यह मानव संसाधन आईसीटी

हस्तक्षेप ं के कायाान्वयन के शिए आवश्यक ह गा ।

(iv)

इसके अिावा M/s CSC SPV उच्च एवं तकनीकी शिक्षा शवभाग में एक पांच (5) सदस् कायािम प्रबंधन

इकाई (PMU) स्थाशपत करने का प्रस्ताव करता है, शजसमें प्र जेक्ट िीि, प्र जेक्ट मैनेजर, वररष्ठ िेविपर

और िेविपसा िाशमि हैं, ज LMS और सभी प टाि के शनयशमत रखरखाव के शिए सहायता, शनगरानी

और तकनीकी सहायता प्रदान करेंगे ।

(v)

वेतन सत्यापन और शनधाारण के संदभा में, सशमशत इस बात से सहमत है शक यह शवभाग के शिए िंबे

समय से चिी आ रही समस्ा रही है और इसके कारण वास्तशवक कमाचाररय ं क िाभ के शवतरण में

कई कानूनी जशटिताओं में देरी हई है। शवभाग ने प टाि की िुरुआत के साथ फास्ट टरैक िाभ,

पारदशिाता में सुधार, Physical Touch Points क कम करने और कानूनी मामि ं के सौहादापूणा शनबटारा

क सक्षम करने की पररकल्पना की है ।

(vi)

उच्च एवं तकनीकी शिक्षा शवभाग के शिए कॉमन शिशजटि प्लेटफॉमा के संदभा में, छात् ं, शिक्षक ं,

अशधकाररय ं और अन्य शहतधारक ं के शिए सूचना का एकि शबंदु स्थाशपत करने के शिए उच्च एवं

तकनीकी शिक्षा शवभाग का दीर्ाकाशिक दृशष्ट्क ण रहा है। कॉमन शिशजटि प्लेटफॉमा के शवकास से

उच्च एवं तकनीकी शिक्षा शवभाग अपनी सभी छात्वृशत्त / फेि शिप य जनाओं, प्रवेि और अन्य

शनजी शवश्वशवद्यािय प्रबंधन प टाि के संदभा में, उच्च एवं तकनीकी शिक्षा शवभाग एक शनजी शवश्वशवद्यािय

अशधशनयम बनाने की प्रशिया में है, ज राज्य सरकार क सकि नामांकन अनुपात, Access और उच्च

शिक्षण संस्थान ं की भशवष्य की तैयारी में सुधार के शिए नए शनजी शवश्वशवद्यािय स्थाशपत करने में सक्षम

बनाएगा। शनजी शवश्वशवद्यािय ं का प टाि आवेदन, जांच, अनुम दन और शिकायत प्रबंधन प्रशिया में पूरी

पारदशिाता बनाए रखना सुशनशित करेगा ।

मुख्यमंत्ी फेि शिप प टाि के संदभा में, उच्च एवं तकनीकी शिक्षा शवभाग ने छात् ं के बीच उच्च एवं

तकनीकी शिक्षा क बढावा देने, उच्च शिक्षण संस्थान ं स्तर पर ि ध क प्र त्साशहत करने और मशहिा

छात् ं के बीच तकनीकी शिक्षा क प्र त्साशहत करने के शिए मुख्यमंत्ी फेि शिप फॉर एकेिशमक

एक्सीिेंस य जना नामक एक व्यापक छात्वृशत्त-सह-फेि शिप य जना भी तैयार की है। प टाि पूरी

पारदशिाता, Access में आसानी और तेज Turn around Time (TaT) सुशनशित करेगा। यह एनईपी 2020

के िैक्षशणक अनुसंधान और अंतरााष्ट्रीयकरण के एक्शन प्वाइंट नंबर R। के अनुरूप भी है ।

अपेन्टीस प्रबंधन प टाि के संदभा में सशमशत का मंतव्य है शक राज्य के शवशभन्न शवश्वशवद्यािय ं /

महाशवद्यािय ं तथा शवभागान्तगात अन्य संस्थान ं में अप्रेन्टीस प्रशिक्षुओं का चयन करते हए उन्हें

प्रशिशक्षत शकया जाना है। उक्त प्रशिक्षुओं के चयन प्रशिया क स्वचाशित करने हेतु अपेन्टीस प्रबंधन

प टाि की आवश्यकता है। सशमशत का मंतव्य है शक अप्रेन्टीस प्रबंधन प टाि शवभाग के शिए

आवश्यक है ।

शवत्त रशहत कॉिेज अनुदान प टाि के संदभा में, शबना शकसी शिशजटि हस्तक्षेप के अनुदान प्राप्त करने

की मौजूदा प्रशिया में न केवि समय िग रहा है, बस्थि शनरीक्षण और सत्यापन के कई स्तर भी हैं।

प टाि उशचत आवेदन टरैशकंग, पररय जना प्रबंधन और कॉिेज ं क अनुदान का शवतरण सुशनशित करेगा।

इससे यह भी सुशनशित ह गा शक शवभाग के पास सभी अनुदान ं के संबंध में जानकारी का एकि शबंदु

स्र त आसानी से उपिब्ध ह ।

ABC/NAD और ई-समथा कायाान्वयन के संदभा में उच्च एवं तकनीकी शिक्षा शवभाग ने राज्य उच्च शिक्षण

संस्थान ं और छात् ं क अकादशमक बैंक ऑफ िेशिट (ABC) और नेिनि एकेिशमक शिपॉशजटरी

(NAD) पर ऑनब शििंग करके चार साि के अंिरग्रेजुएट प्र ग्राम (एफवाईयूजीपी) क सक्षम और

सुशवधाजनक बनाने की पररकल्पना की है। यह Learner Centric Education के एक्शन पॉइंट नंबर 12

और नंबर 13 के अनुरूप है। M/s CSC SPV द्वारा प्रस्ताशवत एक प्रमुख पहि राज्य के 289 उच्च शिक्षण

संस्थान ं में छात् संसाधन केंद्र ं (Student Resource Centre) की स्थापना है। ये Student Resource

Centre छात् ं क न केवि Nominal िागत पर आवश्यक छात् सेवाएं प्रदान करेंगे, बस्थि 05 वषों के

शिए M/s CSC SPV द्वारा शनयुक्त Learning Co-ordinators भी ह ंगे। ये समन्वयक 400 से अशधक

गशतशवशधय ं में छात् ं और संकाय सदस् ं की सहायता करेंगे. ABC-NAD और ई-समथा के कायाान्वयन में

सहायता प्रदान करेंगे, उच्च शिक्षण संस्थान ं द्वारा आवश्यक आईसीटी से संबंशधत सहायता के शिए

तकनीकी संसाधन कशमाय ं के रूप में काया करेंगे ।

सशमशत का शनष्कषाेः



सशमशत ने M/s CSC SPV द्वारा प्रस्ताशवत िागत ब्रेकअप का मूल्ांकन शकया और शनष्कषा शनकािा

शक आईसीटी सेवाओं के शिए उद्धृत Man-monthly िागत टीयर 1 (ए) सूचीबद्ध शविेताओं के

शिए NICSI द्वारा अनुसमशथात Man-monthly िागत से अशधक नहीं है ।



M/s CSC SPV द्वारा शवकशसत शकए जाने वािे सभी एस्थप्लकेिन, शसस्टम और प टाि क झारखण्ड

सरकार के राज्य िेटा केंद्र (एसिीसी) पर ह स्ट शकया जा सकता है। यशद एसिीसी पर ह स्थस्टंग

संभव नहीं है, त M/s CSC SPV या त अपने स्वयं के िाटा सेंटर पर या प्रस्ताव में दर ं के अनुसार

शकसी भी MeiTY empanelled cloud सेवा प्रदाता पर प टाि ं की Hosting कर सकता है ।



SMS सेवाओं के शिए, राज्य सरकार के गेटवे का उपय ग शकया जा सकता है और यशद व्यवहाया

नहीं है त M/s CSC SPV द्वारा प्रस्ताव में शवस्तृत दर के अनुसार SMS सेवाएँ प्रदान की जाएंगी ।



उपर क्त सभी कारक ं पर शवचार करते हए सशमशत अनुिंसा करती है शक उच्च एवं तकनीकी

शिक्षा शवभाग आईसीटी सेवाएं प्राप्त करने के शिए उपयुक्त शवकल्प के रूप में M/s. CSC SPV पर

शवचार कर सकता है ।

सशमशत की अनुिंसा के आि क में-

as per NEP 2020, Learning Management System and e-Samarth ERP System through CSC Learning

Coordinators; and providng necessary support for Digital Governance in Universities and Colleges of

Jharkhand के शिए CSC e-Governance Services India Limited के शिए शवत्तीय शनयमाविी के शनयम 235 क

शिशथि करते हए शनयम 245 के अधीन M/s CSC e-Governance Services India Limited का मन नयन के

आधार पर चयन शकया जाता है ।

M/s. CSC SPV के प्रस्ताव में उल्लेस्थखत M/s CSC SPV के द्वारा शियास्थन्वत शकए जाने वािे शवशभन्न काया (उपयुाक्त

कंशिका 16) तथा Timeline (उपयुाक्त कंशिका 17) के आि क में M/s. CSC SPV क शनम्नशववरणी के अनुसार

कुि रु0 20,95,40,640/- (बीस कर ड पंचानवे िाख चािीस हजार छेः सौ चािीस रूपये) (कर अशतररक्त) की

स्वीकृशत शनम्नवत प्रदान की जाती हैेः-

e. All the applications will be hosted on the State Data Center, Jharkhand. The Department of IT & e-

Governance, Government of Jharkhand sought certain compliances from CSC-SPV for hosting the

applications on the State Data Centre. The compliances required by the Department of IT & e-Governance,

Government of Jharkhand and response of CSC-SPV vide its letter no.- 23/08/04/JH dated 10/08/2023 is as

follows:-

(i) Only virtual/ containerizations environment is available at JH-SDC for deployment of application.

CSC-SPV Response 1: Acceptable, Virtual machines should be provided as per the specifications

defined by CSC technical team.

(ii) Latest platform/ technology/ tool is recommended for application development so that the necessary

hosting infrastructure may be in-line with the JH-SDC.

CSC-SPV Response 2: Accepted

(iii) Application which has to be hosted on the JH-SDC should be in compliance of Guideline for Indian

Government Website (GIGW).

CSC-SPV Response 3: Accepted

(iv) Security audit of the application is mandatory before hosting of application in JH-SDC.

CSC-SPV Response 4: Accepted

(v) Source Code and Intellectual Property Rights (IPR) of the application should be in the name of

Department of Higher and Technical Education, Government of Jharkhand.

CSC-SPV Response 5: Source codes of the applications shall be deployed and handed over to the

department by CSC SPV, IPR may be further applied by the Department of Higher and Technical

Education.

(vi) Compliance of periodic security audit is mandatory.

CSC-SPV Response 6: Accepted

(vii) Any specific software which is not available in JH-SDC could not be provided.

CSC-SPV Response 7: CSC-SPV shall procure if need arise and shall be responsible till the O &

M period i.e. 05 years.

Hence, CSC-SPV has accepted the required compliances of Department of IT & e-Governance,

Government of Jharkhand for hosting the Portals on Jharkhand State data center.

Also, the SMS gateway shall be provided by the Department of Information Technology and e-

Governance, Government of Jharkhand.

M/s. CSC SPV, शवशभन्न शवश्वशवद्यािय ं तथा शवभाग के मध्य एक Memorandum of Understanding (MoU)

हस्ताक्षररत शकया जाएगा, ज अनुिग्नक-1 के रूप में संिग्न है।

प्रस्ताव पर शदनाक-19.06.2024 क सम्पन्न मंशत्पररषद की बैठक में मद संख्या-01 के रूप में स्वीकृशतप्रदान की
