परÛतुक मɅ ĤाÜत शिÈतयɉ का Ĥयोग करते हुए झारखÖड के राÏयपाल एतɮ ɮवारा ͪवƣ ͪवभाग के

अधीन झारखÖड ͪवƣ अवर अंके¢ण सेवा मɅ भƣȸ ĤोÛनǓत एवं अÛय सेवा शƣ[ हेतु Ǔनàनͧलͨखत

Ǔनयमावलȣ बनाते हɇ :-

अÚयाय-1

Ĥारिàभक

संͯ¢Üत नाम ͪवèतार एवं Ĥारàभ

(1)

यह Ǔनयमावलȣ झारखÖड ͪवƣ अवर अंके¢ण सेवा (भƣȸ ĤोÛनǓत एवं अÛय सेवा शƣɏ)

Ǔनयमावलȣ-2024 कहलाएगी ।

(2)

इसका ͪवèतार सàपूण[ झारखÖड राÏय मɅ होगा।

(3)

यह Ǔनयमावलȣ अͬधसूचना Ǔनग[त कȧ Ǔतͬथ से Ĥवृƣ होगी।

पǐरभाषाएँ:- इस Ǔनयमावलȣ मɅ जब तक ͩक संदभ[ से अÛयथा अपेͯ¢त न हो s

(i)

राÏय से अͧभĤेत है झारखÖड राÏय

(ii)

सरकार से अͧभĤेत है झारखÖड सरकार

(iii)

ͪवभाग से अͧभĤेत है ͪवƣ ͪवभाग

(iv)

आयोग से अͧभĤेत है झारखÖड कम[चारȣ चयन आयोग;

(v)

संवग[ से अͧभĤेत है झारखÖड ͪवƣ अवर अंके¢ण सेवा के तहत अंके¢ण संवग[;

(vi)

ǓनयुिÈत Ĥाͬधकार एवं ‘Ǔनयंğी पदाͬधकारȣ‘ से अͧभĤेत है Ǔनदेशक अंके¢ण Ǔनदेशालय

(vii)

वरȣयता सूची’ से अͧभĤेत है अंके¢ण संवग[ के कͧम[यɉ कȧ वरȣयता सूची जो Ǔनयमावलȣ के

Ĥवृत होने कȧ Ǔतͬथ को संधाǐरत हो या उसके बाद काͧम[क ĤशासǓनक सुधार तथा राजभाषा

ͪवभाग ɮवारा समय-समय पर Ǔनग[त अनुदेशɉ के अनुसार पुनरȣͯ¢त हो ।

सेवा का èवǾप

(1) इस संवग[ के अधीन मूलकोǑट के पदɉ पर ǓनयुिÈत झारखÖड कम[चारȣ चयन आयोग ɮवारा

आयोिजत ĤǓतयोͬगता परȣ¢ा के माÚयम से कȧ जायेगी ।

(2) इस संवग[ के कͧम[यɉ का पदèथापन ͪवƣ ͪवभाग के अधीन अंके¢ण Ǔनदेशालय एवं अÛय

ĤमÖडलȣय काया[लयɉ मɅ ͩकया जायेगा ।

(3) इस संवग[ के पदाͬधकाǐरयɉ/कͧम[यɉ ɮवारा सामाÛय अंके¢ण तथा शहरȣ èथानीय Ǔनकाय

(ULB) एवं पंचायती राज संèथाओं (PRI) का अंके¢ण ͩकया जायेगा ।

अÚयाय- 2

भƣȸ/ǓनयुिÈत/ĤǓतǓनयुिÈत

सीधी ǓनयुिÈत कȧ ĤͩĐया:- इस संवग[ के मूल कोǑट के पद पर परȣêयमान कमȸ कȧ सीधी

भƣȸ ɮवारा ǓनयुिÈत ĤǓतयोͬगता परȣ¢ा के माÚयम से झारखÖड कम[चारȣ चयन आयोग

ɮवारा अनुशंसा ĤाÜत होने के पæचात् ǓनयुिÈत Ĥाͬधकार ɮवारा कȧ जायेगी। झारखÖड

कम[चारȣ चयन आयोग ɮवारा आयोिजत ĤǓतयोͬगता परȣ¢ा का आयोजन काͧम[क ĤशासǓनक

सुधार तथा राजभाषा ͪवभाग ɮवारा अͬधसूͬचत झारखÖड कम[चारȣ चयन आयोग परȣ¢ा

(èनातक èतर तकनीकȧ/ͪवͧशçट योÊयता वाले पद) संचालन Ǔनयमावलȣ 2017 (समय-समय

पर यथासंशोͬधत) के आलोक मɅ कȧ जायेगी ।

सीधी ǓनयुिÈत के ͧलए योÊयता/अह[ताएँ:-

(i) शै¢ͨणक योÊयता:- केÛġ सरकार/राÏय सरकार से माÛयता ĤाÜत ͪवæवͪवɮयालय से अथ[

शाèğ अथवा गͨणत अथवा वाͨणÏय अथवा सांिÉयकȧ मɅ èनातक ͫडĒी ।

(ii)

उĨ:- Ûयूनतम उĨ 21 वष[ होगी तथा अͬधकतम उĨ के संबंध मɅ राÏय सरकार

ɮवारा समय-समय पर Ǔनधा[ǐरत åयवèथा लागू होगी। उĨ सीमा कȧ गणना हेतु कट-

ऑफ Ǔतͬथ अͬधयाचना वष[ कȧ 1लȣ अगèत मानी जाएगी ।

(iii)

Ûयूनतम अह[तांक:- सीधी भƣȸ हेतु आयोिजत ĤǓतयोͬगता परȣ¢ा के Ĥ×येक ͪवषय के

ͧलए Ûयूनतम अह[ƣांक वहȣ हɉगे जो इस संबंध मɅ काͧम[क ĤशासǓनक सुधार तथा

राजभाषा ͪवभाग ɮवारा Ǔनधा[ǐरत है अथवा समय-समय पर Ǔनधा[ǐरत ͩकया जायेगा ।

7- ǐरिÈतयɉ का Ǔनयतीकरण:-अंके¢ण Ǔनदेशालय ɮवारा पदɉ कȧ ǐरिÈतयɉ को भरने के संबंध मɅ

ͪवभाग/ͪवभागाÚय¢ संवग[ समी¢ा कर Ĥ×येक वष[ कȧ 1 जनवरȣ कȧ िèथǓत के आधार पर

ǐरिÈतयɉ कȧ गणना करते हुए सरकार कȧ आर¢ण नीǓत के तहत अͬधयाचना आयोग को

भेजɅगे। अͬधयाचना भेजने के संबंध मɅ काͧम[क ĤशासǓनक सुधार तथा राजभाषा ͪवभाग

झारखÖड ɮवारा समय-समय पर Ǔनग[त संकãप/पǐरपğ/आदेश का अनुपालन ͩकया जायेगा ।

8- मूल कोǑट के पद पर ǓनयुिÈत झारखÖड कम[चारȣ चयन आयोग ɮवारा आयोिजत ĤǓतयोͬगता

परȣ¢ा के आधार पर ͩकया जाएगा। झारखÖड कम[चारȣ चयन आयोग से ǓनयुिÈत हेतु ĤाÜत

अनुशंसा के आलोक मɅ ǓनयुिÈत Ĥाͬधकार ɮवारा इस सेवा कȧ मूल कोǑट के पद पर परȣêयमान

Ǿप से ǓनयुिÈत कȧ जाएगी। उÈत परȣ¢ा के ͪवषय एवं पाɫयĐम अनुसूची-1 के Ǿप मɅ संलÊन

है। सरकार ɮवारा आयोग कȧ सहमǓत से समय-समय पर यथा वांǓछत संशोधन ͩकया जा

सकेगा ।

9- ǐरिÈतयɉ मɅ आर¢ण:-सीधी भƣȸ/ĤोÛनǓत मɅ सरकार के आर¢ण नीǓत का पालन ͩकया जायेगा।

10-

कͧम[यɉ कȧ ĤǓतǓनयुिÈत -

(1)

इस संवग[ के कͧम[यɉ कȧ ĤǓतǓनयुिÈत माँग एवं उपलÞधता के आधार पर राÏय या

केÛġ सरकार के ͩकसी ͪवभाग मɅ ͪवभागीय सहमǓत के उपराÛत कȧ जा सकेगी ।

¼2)

इस संवग[ के कͧम[यɉ को राÏय सरकार के सेवाथ[ Ǔनàनͧलͨखत शƣɟ के अधीन

ĤǓतǓनयुÈत ͩकया जा सकेगा:-

राÏय सरकार के पूण[तः या अंशतः èवाͧम×व या Ǔनयंğण वालȣ कàपनी या Ǔनकाय मɅ

चाहे वे Ǔनगͧमत हɉ अथवा नहȣं यथा- èथानीय Ǔनकाय बोड[ सहकारȣ सͧमǓत शै¢ͨणक

संèथान आǑद मɅ ͪवभागीय सहमǓत के उपराÛत ĤǓतǓनयुिÈत कȧ जा सकेगी।

ii.

केÛġ सरकार या ͩकसी अÛय राÏय सरकार के पूण[तः या अंशतः Ǔनयंğण वाले ͩकसी

काया[लय मɅउनकȧ मांग के अनुǾप एवं ͩकसी संवगȸय कमȸ को उनकȧ सहमǓत से

केÛġ सरकार के ͩकसी ͪवभाग काया[लय मɅ तथा उपयु[Èत मद संÉया(i) मɅ उिãलͨखत

ͩकसी संगठन या Ǔनकाय मɅ ͪवभागीय सहमǓत के उपराÛत ĤǓतǓनयुÈत ͩकया जा

सकेगा ।

परÛतु यह और भी ͩक उपयु[Èत उप Ǔनयम i एवं ii के अधीन ͩकसी संवगȸय कमȸ

को ͩकसी ऐसे पद पर ĤǓतǓनयुÈत नहȣं ͩकया जाएगा िजसके वेतनमान का अͬधकतम

उस कमȸ ɮवारा ĤाÜत ͩकये जा रहे वेतनमान से कम हो जो वह अपने संवग[ के धाǐरत

पद पर ĤाÜत करता हो ।

अÚयाय- 3

सामंजन

11-

पूव[ से काय[रत झारखÖड अंके¢क संवग[ के अराजपǒğत पद पर पदèथाͪपत कͧम[यɉ को

एकबारȣय सुͪवधा के तहत् उनके वƣ[मान वेतनमान के आधार पर यथा िèथǓत इस सेवा के

मूलकोǑट अथवा उÍचतर पद के ͪवǾɮध सामंिजत ͩकया जायेगा। इस तरह के सामंजन को

सीधी ǓनयुिÈत नहȣं समझी जायेगी। इस Ĥकार सामंिजत अंके¢ण पदाͬधकाǐरयɉ कȧ

पारèपǐरक वरȣयता वहȣ होगी जो वरȣयता उनकȧ पूव[ से है।

उदाहरण:- (1)

पूव[ से झारखÖड अंके¢क संवग[ के अÛतग[त अंके¢ण पदाͬधकारȣ (वेतनमान PB-

II, 9300-34800, GP-4600, Level-7) के पद पर पदèथाͪपत पदाͬधकाǐरयɉ को

इस सेवा के पद ‘अंके¢ण पदाͬधकारȣ‘ के ͪवǾɮध अपने हȣ वेतनमान मɅ सामंिजत

ͩकया जायेगा। इस Ĥकार सामंिजत अंके¢ण पदाͬधकाǐरयɉ कȧ पारèपǐरक वरȣयता

वहȣ होगी जो वरȣयता उनकȧ पूव[ से है ।

12-

इस Ǔनयमावलȣ के Ǔनयम 11 ɮवारा सामंिजत पदाͬधकाǐरयɉ को इस सेवा मɅ

ͪवǑहत ͪवभागीय परȣ¢ा मɅ उƣीण[ होने कȧ आवæयकता नहȣं होगी ।

अÚयाय- 4

Ĥͧश¢ण एवं सàपुिçट

13-

(क) Ĥारंͧभक Ĥͧश¢ण:-झाखÖड कम[चारȣ चयन आयोग से अनुशंसा ĤाÜत होने के

पæचात् अंके¢क पद पर परȣêयमान Ǿप से कͧम[यɉ कȧ ǓनयुिÈत कȧ जाएगी।

परȣêयमान अवͬध दो वषɟ कȧ होगी। परȣêयमान अवͬध मɅ Ĥͧश¢ण Ǔनàनवत् Ǒदया

जायेगा:-

संèथागत Ĥͧश¢ण/åयावहाǐरक Ĥͧश¢ण अंतग[त हȣ कàÜयूटर £ान एवं ͪवƣ ͪवभाग ɮवारा

उपयोग ͩकये जाने वाले सभी Software Application/Modules का भी Ĥͧश¢ण Ǒदया

जायेगा। सफलतापूव[क Ĥͧश¢ण ĤाÜत करने के पæचात् परȣêयमान कͧम[यɉ को झारखÖड

ͪवƣ अवर अंके¢ण सेवा के तहत अंके¢ण संवग[ के मूल कोǑट के पद पर पदèथाͪपत ͩकया

जायेगा। ͪवशेष पǐरिèथǓत मɅ ͪवभागीय सहमǓत के उपराÛत Ĥͧश¢ण अवͬध मɅ पǐरवƣ[न

ͩकया जा सकेगा तथा Ĥͧश¢ण ĤाÜत करने के पूव[ हȣ परȣêयमान कͧम[यɉ को झारखÖड ͪवƣ

अवर अंके¢ण सेवा के तहत अंके¢ण संवग[ के मूल कोǑट के पद पर पदèथाͪपत ͩकया जा

सकेगा। Ĥͧश¢ण का पाɫयĐम एवं ͪवèतृत काय[Đम अंके¢ण-सह-लेखा Ĥͧश¢ण

संèथान/ͪवभाग ɮवारा चयǓनत संèथान ɮवारा ͪवभाग के सहयोग से Ǔनधा[ǐरत ͩकया जायेगा।

(ख)

सेवा कालȣन Ĥͧश¢ण:-इस संवग[ के कͧम[यɉ को आवæयकतानुसार Ĥ×येक ĤोÛनǓत के

पæचात् सेवाकालȣन Ĥͧश¢ण Ĥदान ͩकया जायेगा। इसके साथ हȣ ͪवभागीय आवæयकतानुसार

सेवाकाल के दौरान भी Ĥͧश¢ण Ǒदया जा सकेगा । Ĥͧश¢ण का ͪवèतृत पाɫयĐम अवͬध

एवं ͪवèतृत काय[Đम अंके¢ण – सह - लेखा Ĥͧश¢ण संèथान/ͪवभाग ɮवारा चयǓनत संèथान

के सहयोग से ͪवभाग ɮवारा Ǔनधा[ǐरत ͩकया जायेगा।

14-

सेवा सàपुिçट:-सेवा सàपुिçट के ͧलये दो वषɟ कȧ परȣêयमान अवͬध संतोषजनक Ǿप से पूण[

करना,काͧम[क,ĤशासǓनक सुधार तथा राजभाषा ͪवभाग ɮवारा संचाͧलत ǑहÛदȣ ǑटÜपण एवं

ĤाǾपण परȣ¢ा उƣीण[ होना तथा परȣêयमान अवͬध मɅ Ǔनधा[ǐरत Ĥͧश¢ण ĤाÜत करना

अǓनवाय[ होगा। उÈत के अǓतǐरÈत इस संवग[ के कͧम[यɉ को राजèव पष[द ɮवारा आयोिजत

कàÜयूटर £ान एवं टंकण परȣ¢ा भी उƣीण[ होना अǓनवाय[ होगा। राजèव पष[द ɮवारा

आयोिजत ͪवभागीय परȣ¢ा (अनुसूची-II) मɅ उƣीण[ होने के उपराÛत हȣ सेवा संपुिçट कȧ

जायेगी। परȣêयमान अवͬध मɅ ͩकसी तरह का दÖड अͬधरोͪपत होने कȧ िèथǓत मɅ परȣêयमान

अवͬध बढ़ायी जा सकेगीजो अͬधकतम दो वष[ तक होगी। सभी ͪवभागीय परȣ¢ा उƣीण[ता के

पæचात् अͬधकतम दो वेतन वृɮͬध तक दȣ जायेगी तथा अगलȣ वेतन वृɮͬधयाँ Ǔनयͧमत Ǿप

से सेवा सàपुिçट के उपराÛत यथा Ǔनयम अनुमाÛय होगी। परÛतु, परȣêयमान अंके¢क

(मूल कोǑट) ɮवारा सेवा-संपुिçट के सभी वांǓछत अह[ƣाओं को पूण[ करने के बावजूद,सेवा

संपुिçट मɅ ͪवलंब होने कȧ िèथǓत मɅ उसकȧ वेतन वृɮͬधयाँ अवǾɮध नहȣं हɉगी।

अंके¢ण संवग[ के ͪवभागीय परȣ¢ा के ͧलए ͪवषय एवं पाɫयĐम अनुसूची – II के अनुǾप

होगा।

अÚयाय-5

वरȣयता एवं ĤोÛनǓत

15- वरȣयता:-इस संवग[ मɅ सीधी भƣȸ से ǓनयुÈत कͧम[यɉ कȧ पारèपǐरक वरȣयता का Ǔनधा[रण

आयोग से ĤाÜत अनुशंसा के मेधाĐम से होगा। सामंिजत अंके¢ण पदाͬधकाǐरयɉ कȧ

पारèपǐरक वरȣयता वहȣ होगी जो वरȣयता उनकȧ पूव[वतȸ सेवा/संवग[ मɅ है ।

16-

(1) ĤोÛनǓत:-अंके¢ण संवग[ के कͧम[यɉ को ĤोÛनǓत Ĥदान करने हेतु अंके¢ण Ǔनदेशालय

ɮवारा ĤोÛनǓत सͧमǓत का गठन ͩकया जायेगा। ĤोÛनǓत सͧमǓत कȧ अनुशंसा के पæचात्

संवगȸय पद पर ĤोÛनǓत दȣ जायेगी। ĤोÛनǓत का आधार कालावͬध वरȣयता-सह-योÊयता होगी

तथा समय-समय पर राÏय सरकार ɮवारा लागू ĤोÛनǓत मɅ आर¢ण यथाǾप Ĥभावी होगा ।

(2) ĤोÛनǓत कȧ कालावͬध -ĤोÛनǓत हेतु कालावͬध का Ǔनधा[रण काͧम[क ĤशासǓनक सुधार

तथा राजभाषा ͪवभाग ɮवारा Ǔनधा[ǐरत संकãप/अनुदेश/पǐरपğ के अनुǾप होगा ।

(3) ͪवभागीय ĤोÛनǓत सͧमǓत का èवǾप -ĤोÛनǓत सͧमǓत का èवǾप Ǔनàनवत्

होगाः-

(i)

अंके¢ण Ǔनदेशालय के वरȣयतम संयुÈत Ǔनदेशक

-अÚय¢

(ii)

काͧम[क ĤशासǓनक सुधार तथा राजभाषा ͪवभाग से मनोनीत

अ॰ज॰जा॰/अ॰ज॰ के पदाͬधकारȣ,जो उप सͬचव से अÛयून हो

-सदèय,

(iii) उप Ǔनदेशक (èथापना के Ĥभारȣ)

-सदèय सͬचव

(iv) काͧम[क, ĤशासǓनक सुधार तथा राजभाषा ͪवभाग

के ĤǓतǓनͬधजो उप सͬचव से अÛयून हो

-सदèय

(v) मुÉयालय के ĤǓतǓनͬध, जो उप सͬचव से अÛयून हो

-सदèय

अÚयाय- 6

ͪवͪवध

17-

èथानाÛतरण/पदèथापन:-इस संवग[ के कͧम[यɉ का èथानाÛतरण/पदèथापन Ǔनयंğी Ĥाͬधकार के

ɮवारा सरकार के अनुदेश के आलोक मɅ ͩकया जाएगा। संवग[ के कͧम[यɉ के एक

èथानाÛतरण/पदèथापन का काय[काल सामाÛयतः तीन वषɟ का होगा। ͪवशेष पǐरिèथǓत मɅ

Ǔनयंğी Ĥाͬधकार ɮवारा यह अवͬध घटायी अथवा बढ़ायी जा सकेगी ।

18-

अनुशासǓनक कार[वाई:-अनुशासना×मक कार[वाई राÏय मɅ Ĥवृƣ सुसंगत Ǔनयमावलȣ के

Ĥावधानɉ के तहत Ǔनयंğी पदाͬधकारȣ ɮवारा कȧ जा सकेगी ।

19- ͪवǓनयम:-ͪवƣ ͪवभाग इन Ǔनयमɉ को Ĥभावी बनाने के ͧलए एवं ऐसी सभी बातɉ का उपबंध

करने के ͧलए जो आवæयक या समीचीन हो,ͪवǓनयम बना सकेगा ।

20-

अवͧशçट मामले:-ऐसे मामलɉ के बारे मɅ जो ͪवǓनǑद[çटतः इन Ǔनयमɉ या ͪवǓनयमɉ अथवा

एतɮधीन बनाये गये या Ǔनग[त ͩकये गये आदेशɉ या ͪवशेष आदेशɉ मɅ नहȣं आते हɇ ऐसी

पǐरिèथǓत मɅ सेवा के सदèय राÏय सरकार के सरकारȣ सेवकɉ पर लागू सामाÛय Ǔनयमɉ

ͪवǓनयमɉ एवं आदेशɉ ɮवारा शाͧसत हɉगे ।

21-

Ĥकȧण[

(1) अÛय ऐसे मामले िजनके संबंध मɅ ऊपर के खÖडɉ मɅ कोई उपबंध नहȣं ͩकया गया हैउनमɅ

झारखÖड सेवा संǑहता अथवा राÏय सरकार के कम[चाǐरयɉ/पदाͬधकाǐरयɉ पर लागू अÛय

वैधाǓनक Ĥावधान लागू हɉगे ।

(2) सरकार अͬधसूचना ɮवारा इस Ǔनयमावलȣ को ͪवखंͫडत कर सकेगी या इसमɅ संशोधन कर

सकेगी या इस Ǔनयमावलȣ के Ǔनयमɉ को èपçट कर सकेगी या उसे लागू करने मɅ उ×पÛन

ğुǑटयɉ को दूर कर सकेगी ।

22-

ͧशͬथल करने कȧ शिÈत:-जहाँ राÏय सरकार के ͪवƣ ͪवभाग कȧ राय मɅ ऐसा करना आवæयक

(1) इस Ǔनयमावलȣ के Ĥवृƣ होने के पूव[ के इस Ǔनयमावलȣ के ͪवषयɉ पर Ǔनग[त कोई

Ǔनयम/ͪवǓनयम/अनुदेश/आदेश इस Ǔनयमावलȣ के Ĥवृƣ होने कȧ Ǔतͬथ से Ǔनरͧसत माने

जायɅगे ।

(2) ऐसे Ǔनरसन के होते हुए भी उिãलͨखत आदेश ɮवारा या उसके अधीन शिÈतयɉ के Ĥयोग मɅ

ͩकया गया कोई काय[ या कȧ गई कार[वाई इस Ǔनयमावलȣ ɮवारा इसके अधीन Ĥदƣ शिÈतयɉ
