S.O ____(E).-Whereas the use of Aadhaar number to establish identity enables individuals to
receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for
multiplicity of documents to establish identity, simplifies processes and promotes transparency and
efficiency:
And whereas the Department of Labour, Employment, Training & Skill Development
(hereinafter referred to as the said Ministry or the said Department, as the case may be) in the
Government of Jharkhand (hereinafter referred to as the said Government) is administering the
Jharkhand Nirman karmkar Mrityu/Durghatna Sahayata Yojana (hereinafter referred to as the
said scheme) to provide financial assistance of Rs. 2,00,000 to 4,00,000 in case of death/accident of
the registered construction workers.

And whereas Jharkhand Building and Other Construction Workers’ Welfare
Board(hereinafter referred to as the said agency) under the administrative purview of the Department
of Labour, Employment, Training & Skill Development (hereinafter referred to as the said Ministry
or the said Department, as the case may be) in the Government of Jharkhand(hereinafter referred to as
the said Government) is administering the Jharkhand Nirman karmkar Mrityu/Durghatna Sahayata
Yojana (hereinafter referred to as the said scheme)
And whereas given to the Benefit for receipt of which proof of Aadhar number is proposed
to be made necessary (hereinafter referred to as the said benefit) is given to the Construction Workers

(hereinafter referred to as the beneficiaries) under the said scheme and the instructions and guidelines
issued in respect thereof:
And whereas expenditure for the said scheme is incurred from the Cess Fund of Jharkhand
Building and Other Construction Workers’ Welfare Board.
And whereas the Jharkhand Building and Other Construction Workers’ Welfare Board is
desirous that the said Government, for the purpose of establishing identity of a beneficiary as a
condition for the receipt of the said benefit, require that such beneficiary undergo authentication, or
furnish proof of possession of Aadhaar number.
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act),
the Government of Jharkhand hereby notifies the following, namely:-
1.
An individual desirous of availing of the said benefit under the said scheme shall be required to
undergo authentication, or furnish proof of possession of Aadhaar number.
2.
In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make
all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the
requirement of Aadhaar number under the said scheme.

Where the authentication of the Aadhaar number of a beneficiary done through any of the
biometric-based modes of authentication (namely, facial image, fingerprints or iris scan based
authentication) fails due to any reason, such as poor quality of biometric information, the following
remedial mechanisms shall be adopted, namely:-
(a) In case any particular biometric-based mode of authentication is not successful, any other
mode of biometric-based authentication or one-time pin (OTP) based authentication shall,
wherever feasible and admissible, be offered;
(b) In cases where biometric-based or OTP-based modes of authentication are not possible,
benefits under the said scheme may, after establishing the genuineness of the Aadhaar
number by doing offline verification of the digital signature certificate of UIDAI on the
Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC
document, as the case may be, be given on the basis of any of the following:
(i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card,
Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation
of his Aadhaar number) or e-Aadhaar (i.e., the password- protected electronic
copy of Aadhaar letter downloadable from the website of UIDAI or accessible
using its mAadhaar app), after its genuineness is established through offline
verification by scanning the QR code using the Aadhaar QR Scanner or
mAadhaar apps.
(ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website
of UIDAI or accessible using its mAadhaar app), after its genuineness is
established through offline verification of the digital signature certificate of
UIDAI on the document through the application developed by the Ministry or
Department or scheme implementing agency concerned for this purpose, in
accordance with the details given in this regard on the website of UIDAI.

The said scheme, managed by the Jharkhand Building and Other Construction Workers ’
Welfare Board, is exclusively designed to benefit building and other construction workers. Therefore,
individuals below 18 years of age are not eligible for its benefits.

In order to ensure that bona fide beneficiaries who are aged 18 years or more are not deprived of
the benefit due to them under the said scheme, the Jharkhand Building and Other Construction
Workers’ Welfare Board shall follow the exception handling mechanism specified in the Office
Memorandum no. D-26011/04/2017-DBT, dated the 19th December, 2017 of the Direct Benefit Transfer
Mission, Cabinet Secretariat, and Government of India (available on https://dbtbharat.gov.in).
6.
This notification shall be effective from the date of its publication in the official Gazette.

उÈत मंğालय या उÈत ͪवभाग, जैसा भी मामला हो) झारखंड Ǔनमा[ण कम[कार मृ×यु/दुघ[टना सहायता
योजना का संचालन कर रहा है (इसके बाद उÈत योजना के Ǿप मɅ संदͧभ[त) पंजीकृत Ǔनमा[ण Įͧमकɉ
कȧ मृ×यु/दुघ[टना के मामले मɅ 2,00,000 से 4,00,000 ǽपये कȧ ͪवƣीय सहायता Ĥदान करना ।
अथवा
और जबͩक झारखंड भवन एवं अÛय सिÛनमा[ण कम[कार कãयाण बोड[ (इसके बाद उÈत एजɅसी
के Ǿप मɅ संदͧभ[त) Įम, Ǔनयोजन, Ĥͧश¢ण एवं कौशल ͪवकास ͪवभाग (इसके बाद उÈत मंğालय या
उÈत ͪवभाग के Ǿप मɅ संदͧभ[त, जैसा भी मामला हो) के ĤशासǓनक दायरे के तहत झारखंड सरकार
(इसके बाद उÈत सरकार के Ǿप मɅ संदͧभ[त) Ĥशासन कर रहा है झारखंड Ǔनमा[ण कम[कार मृ×यु/दुघ[टना

आवæयक बनाया जाना Ĥèताͪवत है (इसके बाद उÈत लाभ के Ǿप मɅ संदͧभ[त) उÈत योजना के तहत
Ǔनमा[ण Įͧमकɉ (इसके बाद लाभाͬथ[यɉ के Ǿप मɅ संदͧभ[त) को Ǒदया जाता है और उसके संबंध मɅ
Ǔनदȶश और ǑदशाǓनदȶश Ǔनग[त ͩकए गए हɇ ;
और जबͩक उÈत योजना के ͧलए åयय झारखंड भवन एवं अÛय सिÛनमा[ण कम[कार कãयाण
बोड[ कȧ उपकर Ǔनͬध से ͩकया जाता है.
और जबͩक झारखंड भवन एवं अÛय सिÛनमा[ण कम[कार कãयाण बोड[ यह चाहता है ͩक उÈत
सरकार उÈत लाभ कȧ ĤािÜत के ͧलए शत[ के Ǿप मɅ लाभाथȸ कȧ पहचान èथाͪपत करने के Ĥयोजन के
ͧलए, यह अपे¢ा करे ͩक ऐसे लाभाथȸ को Ĥमाणीकरण से गुजरना होगा, या आधार संÉया होने का
Ĥमाण Ĥèतुत करना होगा ।
अब, इसͧलए, आधार (ͪवƣीय और अÛय सिÞसडी, लाभ और सेवाओं का लͯ¢त ͪवतरण)
अͬधǓनयम, 2016 (इसके बाद उÈत अͬधǓनयम के Ǿप मɅ संदͧभ[त) कȧ धारा 7 के Ĥावधानɉ के
अनुसरण मɅ, झारखंड सरकार एतɮɮवारा Ǔनàनͧलͨखत अͬधसूͬचत करती है, अथा[त्: -
1. उÈत योजना के तहत उÈत लाभ ĤाÜत करने के इÍछुक åयिÈत को Ĥमाणीकरण से गुजरना होगा,
या आधार संÉया के रखने का Ĥमाण Ĥèतुत करना होगा।
2. लाभाͬथ[यɉ को उÈत लाभɉ को सुͪवधाजनक Ǿप से ĤाÜत करने मɅ स¢म बनाने के उदे्दæय से
मंğालय मीͫडया के माÚयम से åयापक Ĥचार-Ĥसार सुǓनिæचत करने के ͧलए सभी आवæयक कदम
उठाएगा ताͩक लाभाͬथ[यɉ को आधार संÉया कȧ आवæयकता के बारे मɅ जागǾक ͩकया जा सके।
3. जहां बायोमेǑĚक जानकारȣ कȧ खराब गुणवƣा जैसे ͩकसी भी बायोमेǑĚक आधाǐरत तरȣके (अथा[त्
चेहरे कȧ छͪव, उंगͧलयɉ के Ǔनशान या आईǐरस èकैन आधाǐरत Ĥमाणीकरण) के माÚयम से ͩकए गए
लाभाथȸ के आधार नंबर का Ĥमाणीकरण ͩकसी भी कारण से ͪवफल हो जाता है, तो Ǔनàनͧलͨखत
उपचारा×मक तंğ अपनाया जाएगा, अथा[त्: –
(क) यǑद अͬधĤमाणन कȧ कोई ͪवशेष बायोमेǑĚक आधाǐरत पɮधǓत सफल नहȣं होती है तो
जहां कहȣं åयवहाय[ और Ēाéय हो, बायोमेǑĚक-आधाǐरत Ĥमाणीकरण या एकबारगी ͪपन
(ओटȣपी) आधाǐरत Ĥमाणीकरण का कोई अÛय तरȣका जो åयवहाय[ और èवीकाय[ हो, Ĥदान
ͩकया जाएगा;
(ख) ऐसे मामलɉ मɅ जहां बायोमेǑĚक-आधाǐरत अथवा ओटȣपी-आधाǐरत ͪवͬधयां अͬधĤमाणन
के åयवहाय[ नहȣं हɇ, उÈत èकȧम के अंतग[त लाभ आधार ͧसÈयोर िÈवक ǐरèपांस (Èयूआर)
कोड अथवा आधार पेपरलेस ऑफलाइन ई-केवाईसी दèतावेज, जैसा भी मामला हो, पर
यूआईडीएआई के ͫडिजटल हèता¢र Ĥमाण-पğ का ऑफलाइन स×यापन करके आधार
संÉया कȧ वाèतͪवकता èथाͪपत करने के बाद, Ǔनàनͧलͨखत मɅ से ͩकसी के आधार पर
Ǒदया जाएगा:

(i) आधार Èयूआर èकैनर अथवा एमआधार एप का उपयोग करके Èयूआर कोड
èकैन करके ऑफलाइन स×यापन के माÚयम से इसकȧ वाèतͪवकता ͧसɮध होने
के बाद आधार काड[, आधार पğ (अथा[त् आधार संÉया धारक को उसकȧ आधार
संÉया सृिजत करने पर जारȣ ͩकया गया पğ) अथवा ई-आधार (अथा[त्
यूआईडीएआई कȧ वेबसाइट से डाउनलोड ͩकए जा सकने वाले अथवा एमआधार
एप का उपयोग करके डाउनलोड करने योÊय आधार पğ कȧ पासवड[ संरͯ¢त
इलेÈĚॉǓनक ĤǓतͧलͪप) युÈत आधार ͧसÈयोर िÈवक ǐरèपांस (Èयूआर) कोड।
(ii) यूआईडीएआई कȧ वेबसाइट पर इस संबंध मɅ Ǒदए गए Þयौरे के अनुसार, इस
Ĥयोजनाथ[ मंğालय अथवा ͪवभाग अथवा संबंͬधत èकȧम काया[Ûवयन एजɅसी
ɮवारा ͪवकͧसत आवेदन के माÚयम से दèतावेज पर यूआईडीएआई के ͫडिजटल
हèता¢र Ĥमाण-पğ के ऑफलाइन स×यापन के माÚयम से इसकȧ स×यता
èथाͪपत होने के पæचात् आधार पेपरलेस ऑफलाइन ई-केवाईसी दèतावेज
(यूआईडीएआई कȧ वेबसाइट से डाउनलोड ͩकए जा सकने वाले अथवा इसके
एमआधार ऐप का उपयोग करके सुलभ) ͩकया जा सकता है।
4. झारखंड भवन एवं अÛय सिÛनमा[ण कम[कार कãयाण बोड[ ɮवारा Ĥबंͬधत उÈत योजना ͪवशेष Ǿप से
भवन एवं अÛय सिÛनमा[ण Įͧमकɉ को लाभ पहुंचाने के ͧलए बनाई गई है। इसͧलए, 18 वष[ से कम
आयु के सामाÛय åयिÈत इसके लाभɉ के ͧलए पाğ नहȣं हɇ।
5. यह सुǓनिæचत करने के ͧलए ͩक 18 वष[ या उससे अͬधक आयु के Ĥामाͨणक लाभाथȸ उÈत योजना
के तहत उनके कारण लाभ से वंͬचत नहȣं हɇ, झारखंड भवन एवं अÛय सिÛनमा[ण कम[कार कãयाण बोड[
Ĥ×य¢ लाभ अंतरण ͧमशन, मंǒğमंडल सͬचवालय, भारत सरकार के काया[लय £ापांक-D-26011/04/2017-
DBT Ǒदनांक-19 Ǒदसàबर, 2017 मɅ (https://dbtbharat.gov.in पर उपलÞध) ǓनǑद[çट अपवाद हɇडͧलंग
तंğ का पालन करेगी।
6. यह अͬधसूचना राजपğ मɅ इसके Ĥकाशन कȧ तारȣख से Ĥभावी होगी ।
