Notification No.- 07/2025 – State Tax
S.O. No. 31, Dated 9th July, 2025- In exercise of the powers conferred by section 164 of
the Jharkhand Goods and Services Tax Act, 2017 (12 of 2017), the Government of
Jharkhand, on the recommendations of the Council, hereby makes the following rules
further to amend the Jharkhand Goods and Services Tax Rules, 2017, namely: —
1. (1) These rules may be called the Jharkhand Goods and Services Tax (Amendment) Rules,
2025.
(2) Save as otherwise provided in these rules, they shall deemed to be effective from 23rd
January, 2025.

2. In the Jharkhand Goods and Services Tax Rules, 2017 (hereinafter referred to as the
said rules), with effect from a date to be notified, after rule 16, the following rule shall be
inserted, namely: -
“16A. Grant of temporary identification number. - Where a person is not liable to
registration under the Act but is required to make any payment under the provisions of
the Act, the proper officer may grant the said person a temporary identification number
and issue an order in Part B of FORM GST REG-12.”.
3. In the said rules, with effect from a date to be notified, in rule 19, in sub-rule (1),
after the words, letters and figures “FORM GST REG-10”, the words, letters and figures
“or in the intimation furnished by the composition taxpayer in FORM GST CMP-02”
shall be inserted.
4. In the said rules, with effect from a date to be notified, in rule 87, in the sub-rule (4),
after the words “common portal”, the words, figures and letters “as per rule 16A” shall
be inserted.
5. In the said rules, with effect from a date to be notified, for FORM REG-12, the
following form shall be substituted, namely:–

अिधसूचना संo. 07/2025- रा̕ य कर
एस. ओ. सं. 31, िदनांक 9 जुलाई, 2025 – झारखǷ सरकार, झारखǷ माल और सेवा कर अिधिनयम, 2017
(2017 का 12) की धारा 164 Ȫारा Ůदȅ शİƅयों का Ůयोग करते Šए, पįरषद की िसफाįरशों पर, झारखǷ माल और सेवा
कर िनयमावली, 2017 का और संशोधन करने के िलए िनɻिलİखत िनयम बनाती है, अथाŊत्ः-
1.
(1) इन िनयमों का संिƗɑ नाम झारखǷ माल और सेवा कर (संशोधन) िनयमावली, 2025 है।
(2) इन िनयमों मŐ जैसा अɊथा उपबंिधत है, उसके िसवाय, ये िनयमावली 23 जनवरी, 2025 से लागू मानी जाएगी।
2. झारखǷ माल और सेवा कर िनयमावली, 2017 (िजसे इसमŐ इसके पʮात उƅ िनयम कहा गया है, अिधसूिचत की जाने
वाली तारीख से, के िनयम 16 के पʮात िनɻिलİखत िनयम अȶः̾थािपत िकया जाएगा, अथाŊत्ः-
"16क. अ̾थायी पहचान संƥा Ůदान करना - जहां कोई ʩİƅ अिधिनयम के अधीन रिजːŌ ीकरण के िलए
उȅरदायी नहीं है, लेिकन अिधिनयम के उपबंधों के अधीन कोई संदाय करना अपेिƗत है, उिचत अिधकारी उƅ ʩİƅ को
एक अ̾थायी पहचान संƥा Ůदान कर सकता है और Ůŝप जीएसटी आर. ई. जी -12 के भाग ख मŐ आदेश जारी कर सकता
है।"
3. उƅ िनयमों के अिधसूिचत की जाने वाली तारीख से, िनयम 19 के उपिनयम ( 1 ) मŐ, "Ůŝप जीएसटी आर. ई. जी -10”
शɨों, अƗरों और अंकों के पʮात्, "या Ůŝप जीएसटी सीएमपी- 02 मŐ संयुƅ करदाता Ȫारा Ůˑुत की गई सूचना मŐ" शɨ,
अƗर और अंक अȶः ̾थािपत िकए जाएंगे।
4. उƅ िनयमों के, अिधसूिचत की जाने वाली तारीख से, िनयम 87, के उपिनयम (4) मŐ, "सामाɊ पोटŊल” शɨों के पʮात्,
“िनयम 16क के अनुसार" शɨ, अंक और अƗर सİʃिलत िकए जाएंगे।
5. उƅ िनयमों के , अिधसूिचत की जाने वाली तारीख से, Ůŝप आर. ई. जी-12 के ̾थान पर िनɻिलİखत Ůŝप रखा जाएगा,
