Memo No.-10/C.B.I.-415/2026-2776--In exercise of powers under section 6 of the Delhi
Special Police Establishment Act, 1946 (Act No. 25 of 1946), the State Government of Jharkhand is
pleased to extend the powers and jurisdiction of the members of the Delhi Special Police Establishment
in the whole of the State of Jharkhand for investigation against Shri Nirbhay Kumar Mishra, the then Sr.
DGM, Rail Vikas Nigam Ltd. (RVNL), Ranchi, Shri Randhir Prabhakar, the then Sr. Manager, RVNL, Ranchi;
Shri Inderjeet Kumar of M/s. Kalpataru Power Transmission Limited (KPTL); Shri Mukesh Pandey of M/s
AM Infratech; Shri Sudhir Kumar Shukla of M/s AM Infratech; Shri Dhiraj Prabhakar and other unknown
persons for the offences punishable u/s 120 B of IPC r/w Sec. 7, 8, 9, 10 & 12 of Prevention of Corruption
Act, 1988 (as amended 2018) & substantive offences thereof and any other offence that may surface
during the course of investigation of the aforementioned case including but not limited to any attempt,
abetment and conspiracy in relation to or in connection with one or more offences and/or any other
offence(s) committed in the course of the same transaction or arising out of the same facts.

Delhi Special Police Establishment Act, 1946 (25 of 1946) H.E. the Governor of Jharkhand has been
pleased to accord consent to the extension of powers and jurisdiction to the member of Delhi Special
Police Establishment in the whole state of Jharkhand upon request made via letter number 229/CO-
7/2026, dated 24.04.2026 of Head of Branch, CBI, ACB, Dhanbad for registration of regular case against
public servant of Bank of India, Giridih for the offences punishable under section 7 of the Prevention of
Corruption Act, 1988 (as amended in 2018) and any other offence that may come to light during
investigation of this case, including any attempt, abetment and conspiracy in relation to or in connection
with one or more such offences and/or any other offences(s) committed in the course of the same
transaction or arising out of the same facts.
