ಸದ⁋ ಅ⁃⁄ಯಮದ 3⁤ೕ ಪರ್ಕರಣದ (2)⁤ೕ ಉಪ ಪರ್ಕರಣದ (ಎ) ಖಂಡದ ಮೂಲಕ

ಅಗತಯ್ಪ‽ಸ ಾದಂ⁠, ಇದ⁋ಂದ  ಾ⁃ತ ಾಗಬಹು´ಾದ ಎ ಾಲ್ ವಯ್ಕಿತ್ಗಳ  ಾ⁒⁀ಗಾಗಿ ಈ ಮೂಲಕ

ಪರ್ಕ※ಸ ಾಗಿ⁢ ಮತುತ್ ಸದ⁋ ಕರಡು ⁄ಯಮಗಳನುನ್ ಅ⁃ಕೃತ  ಾಜಯ್ಪತರ್ದ⁌ಲ್ ಅವುಗಳ ಪರ್ಕಟ ಯ

(2) ಈ ⁄ಯಮಗಳು ಅ⁃ಕೃತ  ಾಜಯ್ಪತರ್ದ⁌ಲ್ ಅಂ⁀ಮ ಾಗಿ ಪರ್ಕಟ ಾದ ⁂῿ಾಂಕ⁂ಂದ ῴಾ⁋ಗೆ

ಬರತಕಕ್ದುದ್.

 

2. ⁄ಯಮ 3ಕೆಕ್ ⁀ದುದ್ಪ‽.- ಕ῿ಾರ್ಟಕ ῿ಾಗ⁋ಕ ⁱೕ ಾ (‌ಾ ಾನಯ್ ⁤ೕಮಕಾ⁀) ⁄ಯಮಗಳು, 1977ರ

(ಇನುನ್ ಮುಂ⁢ ಸದ⁋ ⁄ಯಮಗಂದು ಉಲ್ೕಖಿಸ ಾಗಿ⁢) ⁄ಯಮ 3ರ ಉಪ ⁄ಯಮ (3)ರ⁌ಲ್,

“ಅಥ ಾ ಅಹರ್Ώಾ ಪ⁋ೕ₃ಗಾಗಿ” ಎಂಬ ಪದಗಳ ನಂತರ, “ಗ⁋ಷಠ್ 50 ಅಂಕಗಳ ⁉⁀ಗೊಳಪಟುಟ್ ಇದರ⁌ಲ್

ೕಕῸಾ ಾರು ಸಂಖೆಯ್ಗೆ ಸೂಕತ್ ಅಭಯ್⁁ರ್ಗಳು ‌ಾಕಷುಟ್ ಸಂಖೆಯ್ಯ⁌ಲ್ ಲಭಯ್ ಾಗ⁂ದದ್⁌ಲ್,

ಅಂಥ ⁋ಕತ್ ‌ಾಥ್ನಗಳನುನ್ ಅ⁢ೕ ಪರ್ವಗರ್ಕೆಕ್ ⁱೕ⁋ದ ಪುರುಷ ಅಥ ಾ ಮ⁒ ಾ

⁎ವರ  : ಈ ಉಪ-⁄ಯಮದ ಉ⁢ದ್ೕಶಕಾಕ್ಗಿ ತೃ⁀ೕಯ ⁌ಂಗದ ಅಭಯ್⁁ರ್ ಎಂಬ

ಪದವು ತೃ⁀ೕಯ ⁌ಂಗ ವಯ್ಕಿತ್ಗಳ (ಹಕುಕ್ಗಳ ರಕಷ್ ) ಅ⁃⁄ಯಮ 2019ರ (ಕೇಂದರ್

ಅ⁃⁄ಯಮ 2019ರ ಪರ್ಕರಣ 40) ⁱಕಷ್ನ್ 2ರ ಖಂಡ (ಕೆ)ರ⁌ಲ್ ಪ⁋ ಾ⁐⁑ರುವ

ಅಥರ್ವ⁤ನ್ೕ ಒಳಗೊಂ‽ರುತತ್⁢.” 

  

4. ⁄ಯಮ 16ಕೆಕ್ ⁀ದುದ್ಪ‽.- ಸದ⁋ ⁄ಯಮಗಳ ⁄ಯಮ 16ರ ಉಪ-⁄ಯಮ (ii)ರ ಖಂಡ

(ಎ)ರ⁌ಲ್, 

i.

“ವಗಾರ್ವ   ಾಡುವ ಮೂಲಕ ಅಥ ಾ” ಎಂಬ ಪದಗಳನುನ್ ⁠ಗೆದು ‍ಾಕ ಾಗಿ⁢;

ii.

⁵ದಲ⁤ೕ ಪರಂತುಕದ ಬದ ಾಗಿ ಈ ಕೆಳಕಂಡ ಪರಂತುಕವನುನ್ ಪರ್⁀‌ಾಥ್⁅ಸತಕಕ್ದುದ್:-

“ಪರಂತು,  ಾವು⁢ೕ ⁱೕ ಅಥ ಾ ಹು⁢ದ್ಗೆ ⁱೕ⁋ದ ಸಕಾರ್⁋ ಅ⁃ಕಾ⁋ಯನುನ್

NOTIFICATION

The draft of the following rules further to amend the Karnataka Civil Services

(General Recruitment) Rules, 1977 which the Government of Karnataka proposes to

make in exercise of the powers conferred by sub-section (1) of Section 3, read with

Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990)

is hereby published as required by Clause (a) of sub-section (2) of Section (3) of the

said Act, for the information of all persons likely to be affected thereby and notice is

hereby given that the said draft will be taken into consideration after fifteen days

from

the

date

of

its

publication

in

the

Official

Gazette.

Any objection or suggestion which may be received by the State Government

from any person with respect to the said draft before the expiry of the period

specified above will be considered by the State Government. Objections and

suggestions may be addressed to the Secretary to Government, Department of

Personnel and Administrative Reforms, Vidhana Soudha, Bangalore-560 001.

DRAFT RULES

1. Title and Commencement: (1) These rules may be called The Karnataka

Civil Services (General Recruitment) (Amendment) Rules, 2021.

(2) They shall come into force from the date of their final publication in the

Official Gazette.

2. Amendment of Rule 3.- In the Karnataka Civil Services (General

Recruitment) Rules, 1977 (hereinafter referred to as the said rules) in Rule 3, in sub-

rule (3), after the words, “or the qualifying examination”, the words and figures

“subject to the maximum of 50 marks whichever is lower”, shall be inserted.

3. Amendment of Rule 9.- In sub-rule (1) of the rule 9 of the said rules after

clause (1C) the following shall be inserted namely :-

“(1D) Notwithstanding anything contained in the rules of recruitment specially

made in respect of any service or post, in all direct recruitment one percentage of

vacancies set apart for that method in each of the categories of General Merit,

Scheduled Castes, Scheduled Tribes and in each of the categories among Other

Backward Classes shall, subject to any general instructions that may be issued by the

Government regarding the manner of appointment, be filled from among transgender

candidates:

Provided that, every Appointing Authority shall provide a separate column

of “Others” along with male gender and female gender in the application for

recruitment to any category of Group-A, B, C or D posts for the convenience of

transgender persons. The Recruitment Authority or the Appointing Authority shall

not discriminate a transgender person while making selection of appointment to any

category of post.

Provided further that, if sufficient number of eligible transgender persons

are not available, to the extent of one percent, the unfilled vacancies shall be filled

by male or female candidates, as the case may be, belonging to the same category.

 

 

                   

Explanation : For the purpose of this sub-rule a Transgender Person shall

have the same meaning as defined in Clause (k) of Section 2 of the Transgender

Persons (Protection of Rights) Act, 2019 (Central Act 40 of 2019).”

4. Amendment of Rule 16.- In rule 16 of the said rules, in clause (a) in sub-

clause (ii),-

(i)

the words “by transfer or”, shall be omitted;

(ii)

for the first proviso the following shall be substituted namely:-

“ Provided that no Government Officer, belonging to any other service

or posts shall be transferred, deputed or posted to the category of post of

Tahsildar Grade-I and Tahsildar Grade-II.”

5. Amendment of rule 16-A.- Rule 16-A of the said rules shall be

omitted.
