Notification

The draft of the following rules further to amend the Karnataka Housing Board

(Recruitment and Conditions of Service) Rules, 1993, which the Government of Karnataka

proposes to make in exercise of the powers conferred by section 10A and 74 of the Karnataka

Housing Board Act, 1962 (Karnataka Act 10 of 1963), is hereby published as required by sub-

section (1) of section 74 of the said Act, for the information of all persons likely to be affected

thereby and notice is hereby given that the said draft will be taken into consideration after

fifteen days from the date of its publication in the official Gazette.

Any objection or suggestion which may be received by the state Government from any

person with respect to the said draft before the expiry of the period specified above will be

considered by the State Government. Objections and suggestions may be addressed to the

Secretary to Government, Housing Department, Vikasa Soudha, Bengaluru – 560 001.

DRAFT RULES

1. Title and commencement.- (1) These rules may be called the Karnataka Housing

Board (Recruitment and Conditions of Service) (Amendment) Rules, 2022.

(2) They shall come into force from the date of their final publication in the official

Gazette.

2. Substitution of Schedule-I.- In the Karnataka Housing Board (Recruitment and

Conditions of Service) Rules, 1993 (hereinafter referred to as the said rules), for Schedule-I

(2) Must have put in a service of not

less than three years in the cadre of

Deputy Director of Town Planning.

15. Revenue Officer

By promotion from the Cadre of

Assistant Revenue Officer.

For Assistant Revenue Officer.-

(1) Must possess Bachelors degree

in any discipline from a university

establish by law in India; and

(2) Must have put in a service of not

less than three years in the cadre of

Assistant Revenue Officer.

16. Accounts Officer

(1) 02 posts by promotion from

the cadre of Assistant Revenue

Officer

Provided that if an Assistant

Engineer (civil) with B.E.,

qualification is not available for

promotion then a Assistant

Engineer with Diploma in Civil

Must have put in a service of not

less than five years in the cadre of

Assistant Engineer (Civil):

Provided that if an Assistant

Engineer (Civil) with five years of

service

not

available

for

promotion,

then

Assistant

Engineer (Civil) who has put in a

service of not less than three years

may be considered for promotion.

Engineering may be considered

for promotion.

18. Assistant Director of

Town Planning

(1) By Transfer from the cadre

of Assistant Executive Engineer

(civil)

the

Karnataka

Housing Board.

(2) By Promotion from the

cadre of Assistant-Engineer

(civil) with Master Degree in

Town Planning or equivalent ;

Provided that if no suitable

officer is available for Transfer

Promotion

then

deputation of an Assistant

Director of Town Planning

from the Department of Town

and Country Planning.

For Transfer and promotion.-

(1) Must be holder of a Bachelor

Degree in civil Engineering and

Master Degree in Town Planning

or equivalent qualification from a

University established by law; and

(2) Must have put in a service of not

less than five years in the cadre of

Assistant Engineer (Civil)

Note: The irrevocable option shall

be obtained from concerned officer

before such promotion/transfer.

For deputation.- Must possess

Master Degree in Town Planning

or equivalent qualification from a

University established by Law.

19. Assistant Executive

Engineer (Electrical)

By promotion from the cadre of

Assistant Engineer (Electrical)

Must have put in service of not less

than five years in the cadre of

Assistant Engineer (Electrical).

20. Assistant Revenue

Officer

By promotion from the cadre of

Superintendent and Accounts

Superintendent in the ratio 1:1.

Provided that, if no suitable

2021; and

(2) Seventy five percent by

promotion from the cadre of

Junior Engineers (Civil) of the

Karnataka Housing Board on

the basis of seniority cum merit.

For Direct Recruitment.-Must

possess

B.E./B.Tech

Civil

Engineering from an University

established by Law in India.

For Promotion.- Must have put in

a service of not less than five years

in the cadre of Junior Engineer

(Civil).

22. Assistant Engineer

(Electrical)

By Promotion from the cadre of

Junior Engineer (Electrical) of

the Karnataka Housing Board

on the basis of seniority cum

merit.

Must have put in service of not less

than five years in the cadre of

Junior Engineer (Electrical).

23. Accounts Superintendent

(1) One post by deputation of an

official in the equivalent cadre

from the State Audit and

Accounts Department; and

(2) Six posts by promotion from

the cadre of First Division

Assistant.

For Promotion.-(1) Must have

passed SAS Examinations; and

(2) Must have put in a service of not

less than three years in the cadre of

First Division Assistant.

24. Superintendent

By promotion from the cadre of

First Division Assistant and

Stenographer in the ratio of

20:1.

Note: Every 21^st vacancy to be

filled by promotion from the

cadre of stenographer.

For Promotion.- Must have put in

a service of not less than five years

in the cadre of First Division

Assistant/ Stenographer.

Note: In respect of Stenographer,

must have worked as First Division

Assistant for one year before such

promotion.

25. Junior Engineer (Civil)

(1)

holder of Diploma in Electrical

institute; and

(2) Minimum qualifying service for

First Division Assistant,-Must have

Stenographers and Data Entry

Assistants) Rules, 1983.

30. First Division Assistant

(1)

direct

recruitment by adopting the

procedure of the Karnataka

Civil

Services

(Direct

Recruitment) (General) Rules,

2021; and

(2) 62 posts by promotion from

the cadre of Second Division

Assistants.

For Direct Recruitment.- Must

possess a bachelor degree from an

University established by Law.

For Promotion.-Must have put in

a service of not less than three years

in the cadre of Second Division

Assistant.

31. First Division Surveyor

On contract basis.

Must have qualification prescribed

for the post of Surveyor in the

Survey

Settlement

and

Land

Records Department.

32. Senior Typist

These posts shall

be co-

terminus

with

the

present

incumbents.

After

the

retirement of the existing staff,

the posts shall be abolished.

33. Second Division

Assistant

(1) Sixty five percent (59 posts)

direct

recruitment

adopting the procedure of the

Karnataka

Civil

Services

For Direct Recruitment.-Must

have passed PUC or equivalent

examination.

(Direct Recruitment) (General)

Rules, 2021;

(2) Fifteen percent (13 posts) by

transfer from the cadre of

Driver; and

(3) Twenty percent (18 posts)

by promotion from the cadre of

Daffedar / Group D on the basis

of combined seniority.

Seniority being determined by

treating a person holding the

post carrying a higher scale of

pay as senior to a person

holding the post carrying a

lower scale of pay. Seniority

inter-se among the persons

holding the posts carrying the

same scale of pay being

determined on the basis of the

length

service

the

respective cadres.

For promotion and transfer.-(1)

Must have put in a service of not

less than five years in the cadres

specified in column (3); and

(2) Must have passed PUC or

equivalent examination:

that,

Assistants) Rules, 1983.

35. Driver

These posts shall

be co-

terminus

with

the

present

incumbents.

After

the

retirement of the existing staff,

the posts shall be filled by

outsourcing.

Must

have

passed

PUC

examination conducted by Pre-

University Board; and

(2)

Must

possess

first

aid

certificate, current heavy or light

motor vehicle driving license from

the concerned Authority.

36. Dafedar

By promotion from the cadre of

Group-D on the basis of

combined seniority.

Seniority being determined by

treating a person holding the

post carrying a higher scale of

pay as senior to a person

holding the post carrying a

lower scale of pay. Seniority

inter-se among the persons

holding the posts carrying the

same scale of pay being

determined on the basis of the

length

service

the

respective cadres.

Must have put in a service of not

less than three years in the Attender

/ Bill collector/ Blue print operator.

37. Group-D
