NOTIFICATION
Whereas the draft of the Karnataka Housing Board (Recruitment and
Conditions of Service) (Amendment) Rules, 2022 was published as required by
sub-section (1) of section 74 of the Karnataka Housing Board Act, 1962
(Karnataka Act 10 of 1963), vide Notification No. DOH 59 KHB 2020, dated:
09.05.2022 in Part IVA of the Karnataka Gazette, dated: 09.05.2022, inviting
objections and suggestions from all persons likely to be affected within
fifteen days from the date of its publication in the official Gazette.
And whereas, the said Gazette was made available to the public on
09.05.2022.
And whereas, the objection and suggestions received in this regard
have been considered by the Government.
Now, therefore, in exercise of the powers conferred by section 74
read with section 10-A of the Karnataka Housing Board Act, 1962 (Karnataka
Act 10 of 1963), the Government of Karnataka hereby makes the following
rules further to amend the Karnataka Housing Board (Recruitment and
Conditions of Service) Rules, 1993, namely,-
RULES
1. Title and commencement.- (1) These rules may be called the Karnataka
Housing Board (Recruitment and Conditions of Service) (Amendment) Rules, 2022.

(2) They shall come into force from the date of their publication in the official
Gazette.
2. Substitution of Schedule-I.- In the Karnataka Housing Board
(Recruitment and Conditions of Service) Rules, 1993 (hereinafter referred to as the
said rules), for Schedule-I, the following shall be substituted, namely:-

(1) Must be a holder of Bachelor

University established by Law;
and
(2) Must have put in a service
of not less than three years in
the cadre of Revenue Officer.

Acquisition Officer
By deputation of a K.A.S.

a university establish by law in
India;
(2) Must have passed SAS
examination; and
(3) Must have put in a service
of not less than three years in
the cadre of Assistant Revenue
Officer.
Note: The irrevocable option
shall

from
concerned official before such
promotion.

Assistant Executive
Engineer (Civil)
(1)
Fifty
percent
by
promotion from the cadre of
Assistant
Engineer
with
B.E (civil) or B.Tech; and
(2)
Fifty
percent
by
promotion from the cadre of
Assistant
Engineer
with
Diploma (Civil Engineering):
Provided that if an Assistant
Engineer (civil) with B.E.,
qualification is not available
for
promotion
then
a
Assistant
Engineer
with
Diploma
in
Civil
Engineering
may
be
considered for promotion.
For Promotion of Assistant
Engineer
(Civil)
with
Graduation.-(1) Must be a
holder of B.E/B.Tech Degree in
Civil
Engineering
from
a
University established by Law;
and
(2) Must have put in a service
of not less than five years in the
cadre of Assistant Engineer
(Civil):
Provided that if an Assistant
Engineer (Civil) with five years
of service is not available for
promotion, then an Assistant
Engineer (Civil) who has put in
a service of not less than three
years may be considered for
promotion.
For Promotion of Assistant
Engineer
(Civil)
with
Diploma.-(1) Must be holder of
three years Diploma in Civil
Engineering form a Institute
recognized by the Government;
and

(2) Must have put in a service
of not less than seven years in
the cadre of Assistant Engineer
(Civil).
Provided that if an Assistant
Engineer (Civil) with seven
years of service is not available
for
promotion,
then
an
Assistant Engineer (Civil) who
has put in a service of not less
than
three
years
may
be
considered for promotion.
18.
Assistant Director of
Town Planning
(1) By Transfer from the
cadre of Assistant Executive
Engineer (civil) of the
Karnataka Housing Board.
or
(2) By Promotion from the
cadre of Assistant Engineer
(civil) with Master Degree in
Town
Planning
or
equivalent;
Provided that if no suitable
officer
is
available
for
Transfer or Promotion then
by
deputation
of
an
Assistant Director of Town
Planning
from
the
Department of Town and
Country Planning.
For Transfer and promotion.-
(1) Must be holder of a Bachelor
Degree in civil Engineering and
Master
Degree
in
Town
Planning
or
equivalent
qualification from a University
established by law; and
(2) Must have put in a service
of not less than five years in the
cadre of Assistant Engineer
(Civil)
Note: The irrevocable option
shall
be
obtained
from
concerned officer before such
promotion/transfer.
For deputation.- Must possess
Master
Degree
in
Town
Planning
or
equivalent
qualification from a University
established by Law.
19.
Assistant Executive
Engineer (Electrical)
By
promotion
from
the
cadre of Assistant Engineer
(Electrical)
Must have put in service of not
less than five years in the cadre

Assistant Revenue
Officer
By
promotion
from
the
cadre
of
Superintendent
and
Accounts
Superintendent in the ratio

Must have put in a service of
not less than three years in the
cadre

available for promotion then

promotion from the cadre of
Junior Engineer (Civil) of

Superintendent
(1) One post by deputation

in
the
equivalent cadre from the
State Audit and Accounts
Department; and
(2) Six posts by promotion
from the cadre of First
Division Assistant.
For Promotion.-(1) Must have
passed SAS Examinations; and
(2) Must have put in a service
of not less than three years in
the cadre of First Division

Superintendent

promotion
from

cadre
of

Note: Every 21st vacancy to

incumbents.

retirement of the existing
staff, the posts shall be
abolished.

Driver
These posts shall be co-

incumbents.

the posts shall be filled by
outsourcing.

equivalent qualification; and
(2) Must possess first aid
certificate, current heavy or

vehicle

license from the concerned
Authority.
