Proposal:

In the Government Order vide serial No. (1) read above, the Scheme of Registered

Vehicle Scrapping Policy in Karnataka-2022 attached with the said order has been

enforced in accordance with the powers conferred under Section 65(P) of the Motor

Vehicles Act, 1988 in as per the standards laid down by the Central Government.

In the proposal of The Commissioner, Transport and Road Safety vide serial No. (2)

read above, the scheme of Scrapping of Old Vehicles Policy-2022 in the Karnataka state

is implemented as per Government Order dated:30.12.2022. provides for tax exemption

for vehicles for a fixed amount or period. The provision has been made vide Serial No. 9

(Tax Concession for End-of-Life Vehicle Owner) of the said policy as per Rule 51A of the

Central Motor Vehicles Rules, 1989. Ministry of Road Transport and Highways,

Government of India, vide letter dated 23.10.2023 has directed to revise this tax

exemption and issue a modification order. Accordingly, in a meeting held on

Date:31.10.2023, with department officials, NIC representative and Consultants of MoRTH

a detailed discussion was held that while backlogging the information of tax paid on some

old vehicles, it is not possible to authenticate the tax of such vehicles as it is not properly

entered in the VAHAN-4 software. Therefore, it is requested to issue an order revising

serial No.9 of Registered Vehicle Scrapping Policy in Karnataka-2022.

After examining the proposal of the Commissioner and the available documents, the

government has decided to revise the Tax Concession for End-of-Life Vehicles (ELV)

Owners as prescribed in Serial No: (9) of the Registered Vehicles Scrapping Policy of the

State, 2022, as it is not possible to authenticate the tax payment status

of such vehicles due to improper entry in the VAHAN-4 software while backlogging the

information of tax paid on some old vehicles. Accordingly, this order.

In view of the points described in the proposal, the Tax Concession for End-of-Life

Vehicles (ELV) Owners fixed in Serial No. (9) of the Registered Vehicle Scrapping Policy in

Karnataka, 2022, attached with the Government Order No. TD 191 TDO 2022, Dated:

30.12.2022 is hereby revised with immediate effect as Annexed hereto.

This order was issued pursuant to the approval of the Cabinet Meeting No. 2, Case

No. C. 51/2024 held on 18.01.2024.
