NO. FD 160 CSE 2021, BENGALURU, DATED:20-01-2024

Whereas the draft of the Karnataka Commercial Taxes Department (Recruitment) Rules,

1990, which the Government of Karnataka proposes to make in exercise of the powers conferred by

sub-section (1) of section 3 read with section 8 of Karnataka State Civil Services Act, 1978

(Karnataka Act 14 of 1990) was published as required by clause (a) of sub-section (2) of section 3 of

said Act in Notification No. FD 160 CSE 2021, Bengaluru, dated: 07-07-2023 in part IVA of the

Karnataka Gazette Dated: 18-08-2023 inviting objections and suggestions from all persons likely to

be affected thereby within fifteen days from the date of the publication in the Official Gazette.

And whereas the said Gazette was made available to public on 18-08-2023.

And whereas the objections so received are addressed suitably.

Now, therefore, in exercise of the powers conferred by sub-section (1) of section 3 read with

section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government

of Karnataka hereby makes the following rules, namely:-

RULES

1. Title and Commencement: (1) These rules may be called the Karnataka Commercial Taxes

Department (Recruitment) (Amendment) Rules, 2023.

(2) They shall come into force from the date of their final publication in the Official Gazette.

2. Amendment of Schedule:- In the Karnataka Commercial Taxes Department (Recruitment)

Rules, 1990, in the schedule for the posts of ‘Commercial Tax Inspector’ at serial number 11

and First Division Assistant at serial number 15 entries relating thereunder the following shall

be substituted/omitted, namely:-

Forty percent by direct recruitment and

Sixty percent by promotion from the

cadre of First Division Assistant and

Stenographer in the ratio 4:1, every

fifth vacancy being filled by promotion

of a Stenographer.

Provided

that,

if

no

suitable

Stenographer

is

available

for

promotion then, by promotion from the

cadre of First Division Assistant and if

no First Division Assistant is available

for promotion, then by promotion from

the cadre of Stenographers.

Note: When the post is not filled by

promotion from a suitable cadre

candidate as specified above then such

unfilled vacancy from either of the

feeder cadres cannot be considered as

Backlog.

Further, in the entries relating to First

Division Assistant at serial number 15

"Method of Recruitment " the proviso

(last para) in column 3 shall be

omitted.

For Direct Recruitment:

1. Must be a holder of a degree of

an University established by Law

in India with Economics or

Mathematics as one of the

subject, or in Commerce, or must

have passed an equivalent

examination.

2. Probation: There must be two

years of probationary period. The

candidate must pass the Kannada

Language examination and the

following

departmental

examinations during the period of

probation:

i.

Commercial Tax Examination

Part-1

ii.

Accounts Higher

iii.

General Law Part-1

For Promotion: Must have put in a

service of not less than five years in the

cadre of First Division Assistants or

Stenographers as the case maybe:

Provided that, if persons who have put in a

service of not less than five years are not

available then persons who have put in a

service of not less than three years may be

considered for promotion.
