THE UNIVERSITIES OF AGRICULTURAL SCIENCES (AMENDMENT) ACT,
2025
(Received the assent of the Governor on the 23rd day of April, 2025)
An Act further to amend the Universities of Agricultural Sciences Act, 2009.
Whereas, it is expedient further to amend the Universities of Agricultural
Sciences Act, 2009 (Karnataka Act 10 of 2010) for the purposes hereinafter
appearing;
Be it enacted by Karnataka State Legislature in the Seventy sixth year of the
Republic of India, as follows:-
1. Short title and commencement.- (1) This Act may be called the
Universities of Agricultural Sciences (Amendment) Act, 2025.
(2) It shall come in to force at once.
2. Amendment of section 3.- In the Universities of Agricultural Sciences
Act, 2009 (Karnataka Act 10 of 2010), in section 3,-
(i) in sub-section (1), for clauses (a) and (b), the following shall be substituted,
namely:-
“(a) The University of Agricultural Sciences, Bangalore having headquarter at
Bangalore with territorial jurisdiction extending over the districts of Kolar,
Chikkballapura, Bangalore (Rural), Bangalore (Urban), Ramanagara and
Tumkur.
(b) The University of Agricultural Sciences, Dharwad, having headquarter
at Dharwad with territorial jurisdiction extending over the districts of Bagalkote,
Belgavi, Dharwad, Vijayapura, Gadag, Haveri, and Uttara Kannada.

(c) The University of Agricultural Sciences, Raichur, having headquarter at
Raichur with territorial jurisdiction extending over the districts of Bidar,
Kalaburagi, Yadgiri, Koppa, Ballari, Vijayanagara and Raichur.
(d) The Keladi Shivappa Nayaka Agricultural and Horticultural Sciences
University, Shivamogga, having headquarter at Shivamogga with territorial
jurisdiction extending over the districts of Shivamogga, Chikkamagaluru,
Udupi, Dakshina Kannada, Davanagere and Chitradurga.”
(ii) after sub-section (2B), the following shall be inserted, namely:-
“(2C) Notwithstanding anything contained in sub-sections (1), (2A) and (2B)
there shall be established a University called the University of Agricultural Sciences
with its headquarters at V.C. Farm, Mandya, with territorial jurisdiction extending
over the districts of Mandya, Hassan, Mysuru, Chamarajanagara and Kodagu and
shall exercise such powers and shall be responsible for discharge of all the
functions of a university established under this Act”.
3. Amendment of section 4.- In the Principal Act, in section 4, for
sub-section (1), the following shall be substituted, namely:-
“(1) Each University shall be responsible for the maintenance of Agriculture,
Animal Husbandry, Fishery, Sericulture, Forestry, other agriculture related
subjects and Training or Educational Centers; Research and experimental
Stations, and for the programme of training of field extension workers and for the
establishment, development and operation of such centers as may be required in
various parts within its territorial jurisdiction.”
4. Amendment of section 7.- In the Principal Act, in section 7, after sub-
section (19), the following shall be inserted, namely:-
“(20) To start or introduce new subjects or courses related to agriculture and
allied subject such as artificial intelligence in agriculture, Climate Smart
Agriculture, international agricultural marketing, value addition, entrepreneurship
and Agri-Startup etc.,.”
5. Insertion of new section 9A.- In the Principal Act, after section 9, the
following shall be inserted, namely:-
“9A. Transfer of certain colleges and Institution to the University of
Agricultural Sciences, Mandya.- On and from the date of commencement of the
Universities of Agricultural Sciences (Amendment) Act, 2025,-

(1) all Colleges, Research Stations Extension Education Units, other
Institutes, attached hostels, other buildings owned and managed by the University
of Agricultural Sciences, Bangalore and Keladi Shivappa Nayaka Agricultural and
Horticultural Sciences University, Shivamogga together with the articles of
furniture,
libraries,
books,
laboratories,
stores,
instruments,
apparatus,
appliances and equipment and all other properties both movable and immovable,
situated within the districts of Mysuru, Mandya, Chamarajanagar, Hasan and
Kodagu shall, along with all properties, Man Power, assets and liabilities and
obligations stand, are deemed to be transferred as such to and vest with the
University of Agricultural Sciences, Mandya:
Provided that, the State Government may grant to the University of
Agricultural Sciences, Mandya;
(2) Any student who was studying for any examination of the University of
Agricultural Sciences, Bangalore and Keladi Shivappa Nayaka Agricultural and
Horticultural Sciences University, Shivamogga prior to the date of commencement
of the Universities of Agricultural Sciences (Amendment) Act, 2025 in the colleges
transferred to the University of Agricultural Sciences, Mandya shall be permitted
to complete his or her course in the University of Agricultural Sciences, Mandya,
which shall make arrangements for holding for such students examinations for
such period as may be prescribed in accordance with the curricula of that
University;
(3) If the University of Agricultural Sciences, Bangalore and Keladi Shivappa
Nayaka Agricultural and Horticultural Sciences University, Shivamogga has prior
to the commencement of this Act, held any examination, the result of which have
not been declared, though the course requirements are conferred or issued or the
results of any such examination have not been declared though the course
requirements are completed, then the University of Agricultural Sciences,
Bangalore and Keladi Shivappa Nayaka Agricultural and Horticultural Sciences
University, Shivamogga may declare the results and confer the degree;
(4) Every teacher and other employees of the University of Agricultural
Sciences, Bangalore and Keladi Shivappa Nayaka Agricultural and Horticultural
Sciences University, Shivamogga serving in or attached to any of the institutions
situated within the territorial jurisdiction of the University of Agricultural Sciences,
Mandya before the date of commencement of this Act, shall as from such date stand
transferred to the appropriate cadre or category of posts in the University of
Agricultural Sciences, Mandya:

provided that any teacher or other employee so transferred may within ninety
days or within such further period not exceeding six months as the State
Government may by order direct, from the date of commencement of this Act apply
to the State Government for transfer to the University of Agricultural Sciences,
Bangalore and Keladi Shivappa Nayaka Agricultural and Horticultural Sciences
University, Shivamogga and the decision of the Vice Chancellor and State
Government thereon shall be final;
(5) Any teacher or other employees of the University of Agricultural Sciences,
Bangalore and Keladi Shivappa Nayaka Agricultural and Horticultural Sciences
University, Shivamogga who desires to get transferred to the University of
Agricultural Sciences, Mandya may within ninety days or within such further
period not exceeding six months as the State Government may be order direct, from
the date of commencement of this Act apply to the State Government for transfer
to the University of Agricultural Sciences, Mandya and the decision of the Vice
Chancellor and State Government thereon shall be final; and
(6) The State Government may in consultation with the Vice-Chancellor of
the University of Agricultural Sciences, Bangalore and Keladi Shivappa Nayaka
Agricultural and Horticultural Sciences University, Shivamogga and the University
of Agricultural Sciences, Mandya determine the excess teaching and other
employees, if any, in these Universities and transfer the staff so in excess to the
University of Agricultural Sciences, Bangalore and Keladi Shivappa Nayaka
Agricultural and Horticultural Sciences University, Shivamogga or the University
of Agricultural Sciences, Mandya as the case may after following such principles
and procedure as it may consider appropriate.”
6. Amendment of section 12.- In the Principal Act, in section 12, in sub-
section (2), in clause (vi), after the words “Shivamogga” the words “and University
of Agricultural Sciences, Mandya”, shall be inserted.
7. Amendment of section 27.- In the Principal Act, in section 27, after sub-
section (4A), the following shall be inserted, namely:-
“(4B) Notwithstanding anything contained in sub-section (3), the first Vice-
Chancellor of the University of Agricultural Sciences, Mandya shall be appointed
by the Chancellor on the recommendation of the State Government.”
8. Amendment of section 67.- In the Principal Act, in section 67, in sub-
section (2), after clause (e), the following shall be inserted, namely:-
“(f) Special Officer of any newly established University.”

9. Amendment of section 68.- In the Principal Act, in section 68, after sub-
section (1), the following shall be inserted, namely:-
“(1A) The Statutes of the University of Agricultural Sciences, Bangalore will
be followed until new Statutes is framed for the University Agricultural Sciences,
Mandya.”
