NOTIFICATION

Whereas the Government of Karnataka is of the opinion that a refusal to work by

employees of the Greater Bengaluru Authority, the Bengaluru Solid Waste Management

Limited and City Corporations viz., Bengaluru Central City Corporation, Bengaluru North

City Corporation, Bengaluru South City Corporation, Bengaluru East City Corporation and

Bengaluru West City Corporation who are working either on permanent basis or consolidated

basis or contract basis or temporary basis or outsourcing basis would prejudicially affect the

maintenance of public utility services which are necessary for the life of the community or

would result in the inflection of grave hardship on the community.

Now therefore, in exercise of powers conferred by item (iii) of sub-clause (a) of clause

(1) of section 2 of the Karnataka Essential Services Maintenance Act, 2013 (Karnataka Act

25 of 2015), the Government of Karnataka here by declare that the services related to the

matters which are specified in Annexure appended to this notification under the Greater

Bengaluru Authority, the Bengaluru Solid Waste Management Limited and City Corporations

viz., Bengaluru Central City Corporation, Bengaluru North City Corporation, Bengaluru

South City Corporation, Bengaluru East City Corporation and Bengaluru West City

Corporation either on permanent basis or consolidated basis or contract basis or temporary

basis or outsourcing basis to be the "Essential Service" for the purpose of the said Act.

ANNEXURE

As per Notification No.UDD 451 MNY 2025, Date: 19-09-2025

1)

The watering and cleansing of all public streets and public places in the city and the

removal of all sweeping therefrom.

2)

The collection, removal, treatment and disposal of sewage, offensive matter and

rubbish and the preparation of compost manure from such sewage offensive matter

and rubbish.

3)

The construction, maintenance and cleaning of drains and drainage works and public

privies, water closets, urinals and similar conveniences.

4)

The regulation and abatement of offensive and dangerous trades or practices.

5)

The maintenance of ambulance service and service for conveying dead bodies to

crematorium.

6)

The reclamation of unhealthy localities, the removal of noxious vegetation and

generally the abatement of all nuisances.

7)

The management and maintenance of all municipal water works and the construction

or acquisition of new works necessary for a sufficient supply of water for public and

private purposes.

8)

Preventing and checking the spread of dangerous diseases.

9)

Establishing and maintaining compost plants for disposal of sewage.

10) Taking measures to meet any calamity affecting the public.

11) Subject to adequate provision being made for the matters specified above, the

provision of relief to destitute persons in the city in times of famine and scarcity and

the establishment and maintenance of relief works in such times.

12) Solid Waste Management which includes door to door collection of segregated solid

waste, street sweeping, removal, transportation, processing and disposal of municipal

solid waste.
