NOTIFICATION

The draft of the following rules further to amend the Karnataka Educational Institutions

(Recognition of Minority Education Institution Terms and Conditions) (Collegiate Education) Rules,

2014, which the Government of Karnataka proposes to make in exercise of powers conferred by

section 145 of the Karnataka Education Act, 1983 (Karnataka Act 1 of 1995), is hereby published as

required by sub-section (1) of Section 145 of the said Act, for information of all the persons likely

to be affected thereby and notice is hereby given that the said draft will be taken into consideration

after fifteen days from the date of its publication in the Official Gazette.

Any objection or suggestion which may be received by the State Government from any person

with respect to the said draft before the expiry of the period specified above will be considered by the

State Government. Objections and suggestions may be addressed to the Secretary to Government,

Education Department (Higher Education), M.S. Building, Dr. B.R. Ambedkar Veedhi, Bengaluru-

DRAFT RULES

1. Title and Commencement. (1) These Rules may be called the Karnataka Educational Institutions

(Recognition of Minority Education Institution Terms and Conditions) (Collegiate Education)

(Amendment) Rules, 2025.

(2) They shall come into force from the date of their final publication in the official Gazette.

2. Amendment of rule 4.- (1) In the Karnataka Educational Institutions (Recognition of

Minority Education Institution Terms and Conditions) (Collegiate Education) Rules 2014, in sub rule

(5) of Rule 4, the following shall be substituted as below:-

"At least two-third of the trustees or members of the managing committee of the Society,

of the Collegiate Educational Institution shall belong to the minority community."

(2) In the Karnataka Educational Institutions (Recognition of Minority Education Institution

Terms and Conditions) (Collegiate Education) Rules, 2014, in sub rule (6) of rule 4, the following

shall be substituted as below:-

“In case of Muslim minority religious institutions only, not less than fifty percent of the

children enrolled in the said institution shall belong to the said minority community. Whereas,

this clause does not apply to other minority institutions.”
