NOTIFICATION
Whereas the draft of the Karnataka State Civil Services (Mandatory Training for
Promotion) Rules, 2025 was published as required by sub-section (2) of section 3 read with
section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), in
Notification No: DPAR(AR) 23 KTP 2024, dated 14-10-2025, in Part IV-A (No.652) of the
Karnataka Gazette inviting objections or suggestions from all the persons likely to be affected
thereby within fifteen days from the date of its publication in the official Gazette.
And, whereas the said Gazette was made available to the public on 14.10.2025.
Whereas, the objections and suggestions received to the said draft rules were
considered and were found not suitable for incorporation in the rules. Now, therefore, in
exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the
Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government of
Karnataka hereby makes the following rules, namely:-
1. Title, commencement and application.- (1) These rules may be called the Karnataka
State Civil Services (Mandatory Training for Promotion) Rules, 2026.
(2) They shall come into force from the date of their final publication in the Official
Gazette.
(3) These rules shall apply to Government servants holding posts in the civil services of
the State in cadres comprising of Group-A, Group-B and Group-C posts and nothing in
these rules shall apply to those holding posts of drivers in Group-C and those holding posts
in Group-D and such other posts as may be specified by the Government from time to time:
Provided that, nothing in these rules shall apply to a Government servant who is due to
retire on attaining the age of superannuation within two years from the date of
commencement of these rules.

2. Definitions.- (1) In these rules, unless the context otherwise requires,
i. "Government" means, the Government of Karnataka;
ii. "Training" means the training course- offline, online or hybrid as notified under rules
4 and 5.
(2) All other words used is these rules but not defined shall have the same meaning as
assigned to them in the Karnataka Civil Services (Classification, Control and Appeal)
Rules, 1957.
3. Specific training as an additional qualification.- These rules shall be in addition to the
rules of recruitment specially made in respect of a service or post prescribing completion
of specific training specified there under as an essential qualification for promotion. No
Government servant shall be eligible for promotion unless he has undergone the training
within a period of six months from the date of notification of the training under rule 4.
Explanation: In case an occasion of promotion arises between the date of
commencement of these rules and the date of issue of notification relating to training
under rule 4, promotions may be effected without reference to the training under these
rules.
4. Prescription of training.- The Secretaries and heads of departments, within a period of
three months from the date of commencement of these rules shall, keeping in view the
nature of duties attached to the posts in various cadres, the knowledge of various
legislations, rules, regulations, executive instructions etc. issued by the Government and
domain knowledge which is required to perform duties attached to the posts in each of
Group-A, B and C cadres respectively, by notification, specify a set of training courses
for each of such cadres. For this purpose, the head of the department may constitute
consultative committees comprising such persons as he deems necessary and formulate
list of courses for training. The heads of Departments shall be responsible to identify the
resource persons and create online training courses for domains particular to that
department and also make necessary arrangements to conduct the offline training, as
necessary. No Government servant shall be eligible for promotion to the next cadre
unless he has undergone at least ten days of offline training as notified, preceding the
year of promotion.
5. Online training.- In addition to offline training, every Government servant shall
compulsorily complete the notified online training courses and earn minimum number of
points every year on such online training platform as may be notified by the Department
of Personnel and Administrative Reforms (Administrative Reforms).

6. Preference of training.- Every Government employee shall apply for in person training
through Integrated Government Online Training (iGOT) platform to the Institute they are
supposed to undergo training as per rule 4 and rule 5. Where the Government servants
concerned has applied for offline training as notified under rule 4, he shall be sent for
training in the order of seniority in the respective cadre.
