NOTIFICATION-I

Whereas the draft of the following rules further to amend the Karnataka Excise (Lease of the

Right of Retail Vend of Wine or Fortified Wine) Rules, 2008, was published as required by sub-

section (1) of Section 71 of the Karnataka Excise Act, 1965 (Karnataka Act 21 of 1966) in

Notification-I No: FD 06 PES 2025, dated: 10-04-2026 in Part-IVA of the Karnataka Gazette

(Extraordinary) No.272 dated: 10-04-2026 inviting objections and suggestions from all persons likely

to be affected within Ten days from the date of its publication in the official Gazette.

And, whereas the said Gazette was made available to the public on 10^th April, 2026.

And, whereas no objections and suggestions were received in respect of the said draft by the

State Government.

Now, therefore, in exercise of the powers conferred by Section 71 of the Karnataka Excise Act,

1965 (Karnataka Act 21 of 1966), the Government of Karnataka hereby makes the following rules,

namely:-

RULES

1. Title and commencement: - (1) These Rules may be called the Karnataka Excise (Lease of the

Right of Retail Vend of Wine or Fortified Wine) (Amendment) Rules, 2026.

(2)They shall come into force from the date of their final publication in the official Gazette.

2. Amendment of Rule 2:- In the Karnataka Excise (Lease of the Right of Retail Vend of Wine or

Fortified Wine) Rules, 2008 (hereinafter referred to as the ‘said rules’), in rule 2, in clause (8), for the

word “Year”, the words “Excise Year” shall be substituted.

3. Amendment of Rule 7:- In Rule 7 of the said rules, for sub-rule (2), the following shall be

substituted, namely:-

“(2) The licence granted under sub-rule (1) shall be subject to the conditions specified therein and

shall take effect from the date specified therein. The licence shall be valid for a period of 5 (five)

Excise years including the year of grant, subject to annual payment of licence fee and additional

licence fee at the prevailing rates”.

4. Amendment of Rule 8:- In Rule 8 of the said rules, for sub-rule (2), the following shall be

substituted, namely:-

“(2) On receipt of the application under sub-rule (1), the Deputy Commissioner of Excise may renew

the lease for a period of 5 (five) Excise years including the year of renewal, subject to annual payment

of licence fee and additional licence fee at the prevailing rates”.

3.7 £ೇ Īಯಮದ ĦದುÅಪģ:– ಸದĸ Īಯಮಗಳ 7 £ೇ ĪಯಮದĹÐ, ಉಪ-Īಯಮ (2) ರ ಬದ¬ಾĖ, ಈ

ಮುಂĨನದನುÇ ಪÎĦ±ಾÄīಸತಕ´ದುÅ, ಎಂದªೆ:-

“(2) ಉಪ-Īಯಮ (1) ರ ಅģಯĹÐ ಮಂಜೂರು ¨ಾಡ¬ಾದ ಸನÇದು ಅದರĹÐ ĪĨಷ¾ಪģľದ ಷರತುÃಗĺ’ೆ

ಒಳಪġ¾ರುತáೆ ²ಾಗೂ ಅದರĹÐ ĪĨಷ¾ಪģľದ Ĩ£ಾಂಕĨಂದ —ಾĸ’ೆ ಬರುತáೆ. ಪÎĦ ವಷ ಪÎಚĹತ ದರಗಳಂŸೆ

ಸನÇದು ಶುಲ´ ಮತುà ²ೆಚು¹ವĸ ಸನÇದು ಶುಲ´ದ ¤ಾವĦ’ೆ ಒಳಪಟು¾, ಮಂಜೂªಾĦ Īೕಡ¬ಾĖರುವ ವಷ ±ೇĸದಂŸೆ

ಶುಲ´ ಮತುà ²ೆಚು¹ವĸ ಸನÇದು ಶುಲ´ದ ¤ಾವĦ’ೆ ಒಳಪಟು¾, ಅಬಾĸ ಉಪ ಆಯುಕÃರು ನĻೕಕರಣ ವಷವನುÇ

“(1-A) “Excise Year” means the year commencing on the first day of Juy and

ending with the 30^th day of June of the next calendar year”.

3. Amendment of Rule 8:- In Rule 8 of the said rules, for sub-rule (1), the following

shall be substituted, namely:-

“(1) The licence shall be granted in Form M.W.G.2 and shall be subject to the
