NOTIFICATION - I
Whereas the draft of the Karnataka Education Department Services
(Department of Public Instruction) (Recruitment) (Amendment) Rules, 2026 was
published as required by clause (a) of sub-section (2) of section 3 read with Section
8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) dated:
18.06.2026 in Part-IVA (No.453) of the Karnataka Gazette Extraordinary inviting
objections and suggestions from all persons likely to be affected thereby within
seven days from the date of its publication in the official Gazette.
Whereas the said Gazette was made available to the public on 18.06.2026.
And whereas the objections and suggestions received from the public have
been considered by the Government.

Now, therefore, in exercise of the powers conferred by sub-section (1) of
section 3 read with section 8 of the Karnataka State Civil Services Act, 1978
(Karnataka Act 14 of 1990), the Government of Karnataka hereby makes the
following rules further to amend the Karnataka Education Department Services
(Department of Public Instruction) (Recruitment) Rules, 1967, namely.
RULES
1. Title and commencement.- (1) These rules may be called the Karnataka
Education Department Services (Department of Public Instruction) (Recruitment)
(Amendment) Rules, 2026.
(2) They shall come into force from date of their final publication in the Official
Gazette.
2. Amendment of Schedule.- In the Karnataka Education Department
Services (Department of Public Instruction) (Recruitment) Rules, 1967 (hereinafter
referred as the said rules),-
(1) in the schedule, under the heading ‘Class III NON GAZETTED posts’,-
(a) at serial no. 37,-
(a) for the words “Secondary School Assistant Masters Grade - II” the words
“Secondary School Assistant Masters” shall be substituted.
(b) under the heading “Method of Recruitment” in column (3) for the sixth para and
the entries relating thereto, the following shall be substituted, namely:-
"The Selection Authority shall prepare the select list on the basis of total of the
following:-
(i) In case of candidates possessing Degree and B.Ed. qualifications:
(a) 85% of the Marks secured in combined Competitive Examination.
(b) 13% of the Marks secured in B.A/B.Sc & other Degree as the case may
be; and
(c) 02% of the marks secured in the B.Ed examination.
(ii) In case of a candidate possessing BA.Ed/B.Sc.Ed Degree:
(a) 85% of the marks secured in the combined competitive examination
(b) 15% of the marks secured in the BA.Ed/B.Sc.Ed examination”
(2) in the entries relating to the category of post of “Physical Education Teacher Grade-
I”, at serial no.51,-
(i) in Column 3,-
(a) for the fourth para and the entries relating thereto, following shall be substituted,
namely:-

“ The Selection authority shall prepare the select list on the basis of total of the
following namely:-
(a) 85% Weightage for the total marks secured in the combined competitive
examination;
(b)13% Weightage for the total marks secured in Bachelor Degree; and
(c) 2% Weightage for the total marks secured in B.P.Ed examination”
(b) the fifth and the sixth para shall be omitted.
(ii) in Column 4, for the entries under the heading “both for direct recruitment and for
promotion” the following shall be substituted, namely:-
“(a) Bachelor’s degree with Physical Education as an elective subject with 50% marks;
or
Bachelor’s degree with Physical Education as an elective subject with 45% marks and
participation in National or State or Inter-University competitions in sports or games or
athletics recognized by Association of Indian University of Indian Olympic Association;
or
Bachelor’s degree with 45% marks and having participated in National Or State Inter-
University sports or games or athletics; or
For deputed in-service candidates (i.e. trained Physical Education Teachers/Coaches)-
Graduation with 45% marks and at least three years of teaching experience as per National
Council for Teacher Education (Recognition Norms & Procedure) Regulations, 2009; or
Graduate in Physical Education with 40% marks; or
Graduate with Physical Education as an elective subject with 40% marks; or
Graduate who participated in school, Inter-Collegiate in sports/ games or passed NCC
‘C: Certificate in accordance with National Council for Teacher Education (Recognition
Norms and Procedure) Regulations, 2007 notified on 10.12.2007); or
Graduate in Physical Education i.e. B.P.Ed, course (or its equivalent) of three years
duration; or
Graduate having represented State/University in sports/ games/athletics; or
Graduate who has secured 1st, 2nd or 3rd position in Inter-Collegiate sports/ games
tournaments/ possessing NCC ‘C’ Certificate or passed basic course in Adventure
Sports; or
Graduate with one year training programme in Sports Science, Sports Management,
Sports Coaching, Yoga, Olympic Education, Sports Journalism etc. (in accordance with the
National Council for Teacher Education (Form of application for recognition, the time limit
of submission of application, determination of norms and standards for recognition of teacher

education programmes and permission to start new course or training) Regulations, 2002
notified on 13.11.2002; and
(b) Bachelor of Physical Education (B.P.Ed) of at least one year duration (or its
equivalent) from any National council for Teacher Education recognized institution.
For Promotion: Must have put in a service of not less than five years in the cadre of
Physical Education Teacher Grade – II.”
(3) in the entries relating to the category of post of “Physical Education Teacher Grade-
II”, at serial no.67,-
(i) in Column 3,-
(a) for the words “By direct recruitment” the words, “(A) By direct recruitment of Music
teachers in Primary and Senior Primary schools for Deaf and Blind, Nursery School
Teachers , Hindi teachers in Primary and Senior Primary School” shall be substituted.
(b) in the sixth para, in clause (ii) the letters “ C.P.Ed.” shall be omitted.
(c) after the eighth para, the following shall be inserted, namely :-
“(B) By direct recruitment of Physical Education Teachers Grade-II in
Government Primary and Senior Primary Schools.-
Calling of application.- The Deputy Director of Public Instruction of the respective
educational district or such other officers as the State Government may by order specify in
this (herein after referred to as the Selection Authority) after taking into consideration
number of vacancies available in the concerned educational district for each of the categories
of posts of Physical Education teachers Grade –II, shall give wide publicity by publishing
the notification in the Official Gazette and also advertising in minimum two leading
newspapers having wide circulation inviting eligible candidates to apply in the form and
manner specified for the purpose along with such fees as may be specified therein for the
purpose of recruitment under these rules.
Competitive Examination,- (1) The selection authority shall conduct a competitive
examination in accordance with the procedure to be specified by the State Government. The
selection authority shall provide all necessary details in respect of competitive examination
such as syllabus, date, time and place, etc., in the notification.
(2) The competitive examinations for different mediums of instructions may contain
additional papers or sections as may be notified by the State Government.
Selection Criteria,- (i) The selection authority shall from out of the list of eligible
candidates prepare in the order of merit separate lists of candidates for posts under different
mediums of instruction on the basis of derived percentages of marks secured in the

competitive examination, Course and Certificate/Diploma in Physical Education with
following Weightages in the following manner, namely:
i.
85% percentage of marks secured in the competitive examination;
ii.
13% percentage of marks secured in PUC; and
iii.
02% percentage of marks secured in the Certificate/ Diploma in Physical
Education”
(ii) in column 4, for serial no. (4) and the entries relating thereto the following shall be
substituted, namely:-
“For Physical Education Teachers Grade-II in Government Primary and Senior
Primary Schools ,- (a) Senior secondary (Class XII or its equivalent) with at least 50% marks
from recognized board, or
Candidates who have passed the Senior secondary examination (+2) or its equivalent
and have participated in sports/games at least school/college/ district level in accordance with
the National Council for Teacher Education (Recognition Norms and Procedure) Regulations,
2007 notified on 10.12.2007); or
Senior Secondary (class XII or its equivalent) with at least 45% marks from recognized
board (in accordance with the National Council for Teacher Education (Forms of application,
for recognition, the time limit of submission of application, determination of norms and
standards for recognition of teacher education programmes and permission to start new course
or training) Regulations, 2002 notified on 13/11/2002; and
(b) Certificate/Diploma in Physical Education of duration not less than two years (or
its equivalent) from any National Council for Teacher Education recognized institution.”
