NOTIFICATION

The draft of the following rules, namely, the Karnataka Education Department Services

(Department of Public Instruction) (Recruitment to Certain Teaching Posts) (Special) Rules, 2026,

which the Government of Karnataka proposes to make in exercise of the powers conferred by sub-

section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka

Act 14 of 1990), is hereby published as required by clause (a) of sub-section (2) of section 3 of the

said Act, for the information of all the persons likely to be affected thereby and notice is hereby given

that the said draft will be taken into consideration after the expiry of fifteen days from the date of its

publication in the official Gazette.

Any objection or suggestion which may be received by the State Government from any person

with respect to the said draft before the expiry of the period specified above will be considered by the

State Government. The objections or suggestions may be addressed to the Additional Chief Secretary

DRAFT RULES

1. Title, Commencement and Application.- (1)These rules may be called the Karnataka Education

Department Services (Department of Public Instruction) (Recruitment to Certain Teaching Posts)

(Special) Rules, 2026.

(2) They shall come into force from the date of their publication in the Official Gazette.

(3) Notwithstanding anything contained in the Karnataka Civil Services (General Recruitment)

Rules, 1977 or the Karnataka Education Department Services (Department of Public

Instruction) (Recruitment) Rules, 1967 or the Karnataka Civil Services (Classification,

Control And Appeal) Rules, 1957 or any other rules of recruitment made or deemed to have

been made under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990),

the provisions of these rules shall apply for recruitment to the categories of posts specified in

the Schedule.

(4) Nothing contained in these rules shall apply to more than one recruitment.

2. Definitions.- (1) In these rules, unless the context otherwise requires.-

(a) "appointing authority” means the Deputy Director of School Education (Administration) in charge

of the Education District concerned in respect of the posts in the cadres of Primary School Teacher

(Class 1 to 5), Graduate Primary School Teacher (Class 6 to 8), Physical Education Teacher (Grade

- II) (Class 1 to 8), Computer Science Teacher (Class 1 to 8), Secondary School Assistant Master and

Physical Education Teacher Grade-I;

(b) “ examination authority” means the Centralised Admission Cell constituted for the purpose of

recruitment under these rules specified in rule 3 ;

(c) "qualifying examination" means the minimum qualification specified in column (3) of the

Schedule – I for recruitment to each of the posts specified in column (2) thereof ;

(d) " selecting authority" means .-

(i) the Deputy Director of School Education (Administration) in charge of the Education

District concerned in respect of the posts in the cadres of Primary School Teacher

(Class 1 to 5), Graduate Primary School Teacher (Class 6 to 8), Physical Education

Teacher (Grade - II) (Class 1 to 8) and Computer Science Teacher (Class 1 to 8);

and

(ii) the Divisional Joint Director of School Education in charge of the Education

Division concerned in respect of the posts in the cadres of Secondary School

Assistant Master and Physical Education Teacher Grade-I.

(e) "schedule" means the Schedule appended to these rules;

(f) "vacancies" means the number of vacancies specified in column (4) of the Schedule – I ;

(g) words and expressions used in these rules but not defined therein shall have the same meaning

assigned to them in the Karnataka Civil Services (General Recruitment) Rules, 1977 or the Karnataka

Education Department Services (Department of Public Instruction) (Recruitment) Rules, 1967, as the

case may be.

4. Inviting Applications,- The appointing authority shall take necessary steps to invite applications

from eligible candidates by publishing an advertisement in the Karnataka Gazette specifying the

conditions of eligibility, method of selection applicable, syllabus for the examination, provisional

number of vacancies to be filled and their classification according to the policy of reservation

prescribed by the State Government. An abstract of such advertisement shall also be published in

more than one widely circulated newspapers in Kannada and English, on the website of the

Department of School Education and such other media of publicity as it may deem fit.

5. Holding of Competitive Examination ,- (1) The competitive examination for selecting

candidates shall be conducted by the Examination Authority in accordance with the provisions of

these rules.

(2) Scheme of the Examination,- The competitive examination shall be held simultaneously in all the

district headquarters for each cadre. The scheme of the examination is specified in Schedule-II.

(3) Medium of Examination: Kannada and English.

(4) A candidate shall secure not less than thirty five percent of marks in each paper of the Competitive

Examination to be eligible to be considered for selection irrespective of the category of reservation

to which the candidate belongs.

6. Method of Selection,- (1) The Selecting Authority shall prepare separate merit lists of eligible

candidates for selection to the posts of Primary School Teacher (Class 1 to 5), Graduate Primary

School Teacher (Class 6 to 8), Physical Education Teacher (Grade-II) (Class 1 to 8) and Computer

Science Teacher(Class 1 to 8) on the basis of the derived percentage calculated by applying the

weightage specified below to the marks obtained in the Competitive Examination, Teacher Eligibility

Test, qualifying examination, and Teacher Education Course, in accordance with the posts notified

subject-wise, medium-wise and category-wise.

(2) The Selection Authority shall prepare separate merit lists of eligible candidates for selection to

the posts of Secondary School Assistant Master and Physical Education Teacher Grade-I, on the basis

of the derived percentage calculated by applying the weightage specified below to the marks obtained

in the Competitive Examination, qualifying examination and Teacher Education Course, in

accordance with the posts notified subject-wise, medium-wise, and category-wise.

(3) Primary School Teacher (Class 1 to 5):

(a) The Derived Percentage in respect of a candidate possessing a Diploma in Elementary Education

(D.El.Ed.) or Diploma in Special Education shall be calculated by applying the following weightage:

7. Reservation in favour of women,- The existing policy of reservation in direct recruitment both

vertical and horizontal shall apply for making recruitment under these rules.

8. Age Limit,- (1) For appointment under these rules, a candidate must have attained the age of 21

years and not attained the age limits specified in the table below:

(2) The age of a candidate shall be calculated as on the last date fixed for receiving applications.

9. List of Selected Candidates,- (1) Before publishing the Provisional list of selected candidates, the

Selecting Authority shall, on the basis of merit, invite candidates twice the number of vacancies

notified for verification of documents.

(2) After verification of the documents, the Selecting Authority shall publish a Provisional list of

selected candidates equal to the number of vacancies notified.

(3) If any objections to the Provisional List of selected candidates are received the Selecting Authority

shall consider such objections and publish the Final List of selected candidates equal to the number

of vacancies notified.

(4) As far as possible, the Selection Authority shall consider the preferences exercised by the

candidates at the time of recruitment.

(5) Candidates included in the Final List of selected candidates prepared as above may be considered

for appointment by the Appointing Authority, in the order in which the names of the candidates

arranged in the List of selected candidates.

(6) The inclusion of name of a candidate in the list published under this rule shall not confer any right

of appointment

10. Additional List,- (1) The Appointing Authority shall, in the manner in which the Final List of

selected candidates is prepared under this rule prepare an Additional List of candidates who are not

included in the Final List of selected candidates. If any candidate included in the Final List of selected

candidates fails to report for duty within the prescribed or extended period, the Appointing Authority

may issue an order of appointment to a candidate from the Additional List. In such a case, the

candidate selected from the Additional List in the order of merit shall belong to the same subject,

category, vertical reservation, and horizontal reservation as the candidate in the Final List of selected

candidates who failed to report for duty.

(2) The total number of candidates to be included in the Additional List shall not exceed ten percent

of the total number of candidates included in the Final List of selected candidates.

(3) Where an order of appointment has been issued to a candidate included in the Final List of selected

candidates and such a candidate fails to assume charge of the post within the prescribed period, the

Appointing Authority may appoint a suitable candidate from the Additional List against such

vacancy.

(4) The Additional List prepared by the Appointing Authority shall remain valid for a period of six

(6) months from the date of publication of the list.

11. Appointment of Candidates,- (1) Candidates included in the Final List of selected candidates

may be considered for appointment by the Appointing Authority in the order in which the names of

the candidates are arranged therein, after verifying the veracity of the certificates produced by each

such candidate and after satisfying itself regarding his/her suitability and physical fitness in

accordance with the provisions of the Karnataka Civil Services (General Recruitment) Rules, 1977.
