NOTIFICATION - I

The draft of the following rules, further to amend the Karnataka Civil Services (Direct

Recruitment) (General) Rules, 2021 which the Government of Karnataka proposes to make

in exercise of the powers conferred by sub-section (1) of section 3, read with section 8 of the

Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) is hereby published as

required by clause (a) of sub-section (2) of section (3) of the said Act, for the information of

all persons likely to be affected thereby and notice is hereby given that the said draft will be

taken into consideration after the expiry of fifteen days from the date of its publication in the

Official Gazette.

Any objection or suggestion which may be received by the State Government from

any person with respect to the said draft before the expiry of the period specified above will

be considered by the State Government. Objections or suggestions may be addressed to the

Secretary to Government, Department of Personnel and Administrative Reforms, Vidhana

Soudha, Dr. B.R Ambedkar Veedhi, Bengaluru-560 001.

DRAFT RULES

1. Title and commencement:- (1) These rules may be called the Karnataka Civil

Services (Direct Recruitment) (General) (Amendment) Rules, 2026.

(2) They shall come into force from the date of their final publication in the Official

Gazette.

2. Amendment of rule 2:- In the Karnataka Civil Services (Direct Recruitment) (General)

Rules, 2021 (herein after referred as said rules), in rule 2, in sub-rule (1),-

(i) in clause (d), the word "and", shall be omitted.

(ii) after clause (d)" the following provisos shall be inserted namely:-

"Provided that, notwithstanding anything contained in any rules of recruitment for the

time being in force, the minimum educational qualification for direct recruitment to the post

of Assistant or First Division Assistant or equivalent posts shall be a Bachelor's Degree

awarded by a University established by law in India or an equivalent qualification.

Provided further that, notwithstanding anything contained in any cadre and recruitment

rules for the time being in force, the minimum educational qualification for direct recruitment

to the post of Junior Assistant or Second Division Assistant or equivalent posts shall be the

Pre-University Course Examination or an equivalent qualification.

3. Insertion of new rule 4A: In the said rules, after rule 4, the following shall be inserted,

namely:-

"4A. Indication of preference by candidates.- The candidates shall clearly indicate in their

application forms the order of preference to the services or posts, from among those specified

in the advertisement under rule 4, for which they wish to be considered for selection, if a

candidate has indicated his order of preference to only a few of the services or posts, he may

be considered for any of the remaining services or posts. If he has not indicated his order of

preference any of the services or posts, he may be considered for any of the services or posts."

4. Insertion of new rule 5A:- In the said rules, after rule 5, the following shall be inserted,

namely:-

"5A.- Admission to the competitive examination.-No candidate shall be admitted to a

competitive examination unless he possesses the minimum educational qualification specified

in clause (d) of sub-rules (1) of rule 2 and issued a certificate of admission by the Selecting

Authority. The decision of the Selecting Authority as to the eligibility or otherwise of a

candidate for admission to the competitive examination shall be final."

5. Amendment of rule 6: In the said rules, in rule 6,-

(i) in sub-rule (1), in clause (c), after the words "policy of the State" the words "on the basis

of preferences indicated by the candidate in his application", shall be inserted.

(ii) in sub-rule (2),-

(a) in the heading, after the words "C. Posts", the words "(non-technical)",

shall be inserted.

(b) in clause (c), after the words "policy of the State" the words "on the basis

of preferences indicated by the candidate in his application", shall be

inserted.

(iii) after sub-rule (2), the following shall be inserted, namely:-

"(3) In respect of Group-C posts (Technical):-

(A) For the posts other than the posts mentioned in sub-rule (2) shall consist of two

papers, each paper carrying 100 marks and totalling to 200 marks. These two papers are

compulsory. The syllabus for paper-1 shall be as specified in item (i) of clause (a) of sub-rule

(2) for the posts requiring degree qualification and item (i) of clause (b) of sub-rule (2)

for the posts requiring below the degree level qualification.

(B) The syllabus for paper II shall be determined by the selection authority having

regard to the nature of the post and the qualifying examination, in consultation with the head

of the department or the appointing authority concerned.

(D) A list of candidates shall be prepared in the order of merit determined on the basis

of the percentage of total marks secured by the candidates in the above competitive

examination subject to reservation policy of the State on the basis of preferences

indicated by the candidate in his application:

Provided that, a candidate must secure at least 35 percent of the total marks in the

competitive examination to qualify.

(4) Duration of Examination:- To conduct the examination, for the syllabus specified

in sub-rule (1), sub-rule (2) and sub-rule (3) the maximum time of 120 minutes should be

fixed for each paper.

6. Amendment to rule 11:- In the said rules, in rule 11,-

(i) in sub-rule (1), after the words "policy of the State", the words "based on the order

of preference indicated by the candidates in their applications", shall be inserted.

(ii) after sub-rule (4) the following shall be inserted, namely:-

"(4-A) An appointing authority may seek the assignment of candidates from the additional

list prepared by the selecting authority under sub-rule (3), to the extent that the candidates to

whom orders of appointment have been issued under rule 12 are found unsuitable for

appointment or fail to report for duty within the prescribed period of joining time or such

extended period as may be allowed. In such cases, the selecting authority shall assign a

candidate only from the additional list, without referring to the main list already assigned to

other appointing authorities, and the candidate so assigned shall belong to the same category

of vertical and horizontal reservation as the candidate who was found unsuitable for

appointment or failed to report for duty."

7. Insertion of new rule 11A: In the said rules, after rule 11, the following shall be inserted,

namely :-

"11A. Candidates to serve anywhere in the State.- Notwithstanding the order of preference

indicated by a candidates in their applications under Rule 4A, candidates selected and

appointed under these Rules shall be liable to serve in any part of the State of Karnataka.
