Preamble:

In the Government Order read at (1) above, sanction has been accorded for implementation of 82.6

MW capacity wind power project at Raichur and Bellary Districts to M/s Suzlon Developers Limited.

In the Government Order read at (2) above, approval has been accorded for the change of

company’s name from M/s Suzlon Developer Private Limited to M/s Suzlon Infrastruture Limited.

In the Government Order read at (3) above, sanction has been accorded for enhancement of

capacity from 15.60 MW to 40.25 MW wind power project at Kurugod and Sindigere sites, Bellary District

to M/s Suzlon Infrastructure Limited.

The Managing Director, Karnataka Renewable Energy Development Limited, Bangalore in his letter

read at (4) above has recommended for transfer of 2.1 MW wind power capacity in favour of M/s ITC

Limited from out of the 40.25 MW capacity to M/s Suzlon Infrastructure Limited at Sindgiri site in land Sy.

Preamble:

In the Government Order read at (1) above, sanction has been accorded for implementation of

10.00 MW capacity wind power project at Kundur and Boovihalli, Davangere District to M/s Suzlon Energy

Limited.

The Managing Director, Karnataka Renewable Energy Development Limited, Bangalore in his

letter read at (2) above has recommended for transfer of 1.5 MW wind power capacity in favour of M/s

PTC India Financial Services Limited from out of the 10.00 MW capacity sanctioned to M/s Suzlon Energy

Limited at Kundur site in land Sy. No. 68 of Koppa village Harihar Taluk, Davangere Distirct.

3. The Government has reserved the power to Cancel/modify this Order.

4. The company shall commission the project by 31^st March 2010.

White Crystal Sugar manufacturing plant of capacity 5000 TCD with 25 MW Co-generation Power Plant

and 75 KLPD distillery, with an investment of Rs. 144 Crores in Khanapur Taluk of Belgaum District. The

proposal has been considered & approved in the 8^th SHLCC meeting held on 23-02-2007 and G.O. read

at (1) was issued.

Vide letter read at (2) above, the unit has requested for change of name to M/s. Uttam Distilleries

Ltd., as the implementing company.

Preamble:

Sub-Section-2 of Section (4) of the Karnataka Electricity (Taxation on Consumption) Act, 1959

provides that “a licensee may be granted a rebate of such amount, as may from time to time be

determined by the State Govenrment regard being had to the cost of collection of the electricity tax

incurred by such licensee; provided that the amount of rebate shall not exceed two per cent of the

electricity tax collected by the licensee”.

In Government Order read at (1) above, sanction was accorded for the payment of a rebate of one

percent for the collection of electricity tax, to the then Mysore State Electricity Board, based on the cost of

establishment for maintenance of accounts collection of taxes, forwardal of returns, audit charges

including also the charges for printing of forms, stationery and the postal charges.

The then Mysore State Electricity Board [subsequently renamed as Karnataka Electricity Board

(KEB)] has represented that in view of increase in the cost of collection, the rebate at 1% is inadequate

and has requested the Government to enhance the rate of rebate from 1% to 2% from 1-4-1960. After

examining this, the rate of rebate at 1% has been enhanced to 1.5% with effect from the 1^st April 1964, as

per G.O. read at (2) above.

As a part of Power Sector Reform process in the State, Karnataka Electricity Board was unbundled

into KPTCL & VVNL in 1999. Thereafter, Electricity Supply Companies (ESCOMs) were formed on 1-6-

2002 (& CESCO in 2005).

Considering the simplification of the tax rate and automation in the billing, by these ESCOMs

(Electricity Distribution Licensees), there is little rational to provide the rebate at 1.5%. Hence,

Government examined to withdraw the payment of rebate from retrospective effect.

In the meanwhile, Hubli Electricity Supply (HESCOM) vide letter read at (3) above, requested the

Government to enhance the existing rate of rebate by 10%. Bangalore Electricity Supply Company

(BESCOM)/ Gulbarga Electricity Supply Company (GESCOM) vide letters read at (4&5) above requested

the Government not to withdraw the rebate payable to ESCOMs, as the same is required to meet a part of

the cost of expenses in collecting & remitting the Electricity Tax to Government.

Pending further review on para-5 above, Government examined the request of ESCOMs and

decided that the rebate of 1.5% at present being provided to the Electricity Distribution Licensees should

be limited to 0.5% of the tax collected with prospective effective. Accordingly this Order.

Government are pleased to accord approval to revise the rebate payable to Electricity Distribution

Licensees (ESCOMs & Hukkeri Rural Electric Co-operative Society Ltd.,) for collection of Electricity Tax
