4(1)(B)(ii) Powers and duties of Officers/Officials

Dalayat/Jamedar

To keep the office neat & tidy, to deliver the files/tappals to other sections/departments as

per the instructions of Secretariat Manual

Junior Assistant

Incharge of the work of Diarying, Movements, Distribution of receipts/files in the Section

Case Workers

Sr. Assistant/Assistant

To attend to the work of case working as per the duties cast on them in the Secretariat Manual.

P.A/Stenographer

In-charge of receipt of tappals/files by Under Secretary/ Desk Office. Typing and Stenography work

entrusted by Under Secretary/Desk Officer.

Section Officer/

Desk Officer

The Section officer is an officer who is in-charge of a Section. He is preliminary responsible for the

general efficiency of the section in this charge and is directly responsible to the officers under whom

he works for the efficient and expeditious dispatch of business in all stages. He is overall responsible

for all files relating to subjects allotted to the section and maintained by the Senior

Assistant/Assistant under him and other duties are prescribed in the Secretariat Manual.

Under Secretary/

Desk Officer

An Under Secretary is the Junior Most officer on the first round of the secretariat hierarchy

authorized to issue orders in the name of the Governor of Karnataka/President of India (vide Rule 19

of the Karnataka Government (Transaction Business) Rules, 1977. He exercises control over the

section or sections placed in his charge both in regard to the dispatch of the business and in regard to

discipline. It is his duty to check delays, superfluous noting and prolixity of language. Whether note

or drafts and enforce the rigid observance of all rules in regard to office notes, drafting, referencing,

indexing, recording, etc and other duties as prescribed in the Secretariat Manual.

Additional Secretary/ Joint Secretary/

Deputy Secretary

The AS/JS/DS as his/her name implies deputises for Secretary and will exercise such powers as the

Secretary delegates to him/her from time to time with the approval of Minister incharge.

IFA

The IFA is responsible in decision making process like budget, financial implication and advice on

financial prudence, preparation of budget, tracking up audit reports etc., under the Government of

Karnataka (Consultation with Financial Advisor) rules and circulars/orders).

Principal Secretary

Head of the organization acts upon the advise/directions of the Chief Minister in his capacity as Head

of the Department. Ultimately official Authority on behalf of the Department.

4(1)(b)(iii) The procedure followed in the decision making process, including channels of supervision and accountability

Opening of a new file on receipt of a proposal. Processing the receipt in the existing file.

Section Officer

Will scrutinize the proposal with all relevant facts and make the file to Under Secretary with a

course of action to be adopted.

Under Secretary/

Desk Officer

Will suggest the suitability or otherwise of the course of action suggested, and define the same in

the light of existing provision of Rules and Acts.

Additional Secretary/ Joint Secretary/

Deputy Secretary

Will review the case with an overall view and submit the file to the Secretary for approval or

alternate/additional course to be adopted on the proposal that is under consideration

Principal Secretary

Will decide on the course of action to be taken on a proposal and, if necessary will submit the file

for final orders to the Minister concerned/Chief Minister
