S.O. 2751(E).-Whereas by notification of the Government of India in the Ministry of Petroleum and Natural Gas number S.O.
803(E) dated the 19th March 2013, issued under sub-Section (1) of Section 6 of the Petroleum and Minerals Pipelines (Acquisition of
Right of User in Land) Act, 1962 (50 of 1962) (hereinafter referred to as the said 'Act'), published in the Extra Ordinary Gazette of India
dated the 22nd March 2013, the Central Government declared its intention that each of the notifications of the Government of India in
the Ministry of Petroleum and Natural Gas specified in the table annexed thereto, shall be modified in the manner specified below,
"The Union Government hereby vests the Right of User in Land in respect of Mangalore-Bangalore Petroleum Product
Pipeline, for the plots of land vested with Petronet MHB Limited pursuant to Clause (4) of Section 6 of the Petroleum and
Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), published in the following S.O. numbers and
the corresponding Gazettes of India, Part II, Section 3, sub-section (ii), in Hindustan Petroleum Corporation Limited."
The above words shall be substituted as
"And whereas Hindustan Petroleum Corporation Limited, a Joint Venture company of Petronet MHB Limited, has now
proposed to lay Mangalore - Hassan - Mysore - Solur pipeline for transportation of LPG and since Manga!ore - Hassan -
Mysore - Solur pipeline traverses the same route that of Mangalore - Bangalore Petroleum Product pipeline of Petronet MHB
Limited for initial 241.0 kilometers upto Solur (Ramnagar District), Hindustan Petroleum Corporation Limited has expressed its
intent to lay the LPG pipeline for initial 241.0 kilometers upto Solur (Ramnagar), parallel to Mangalore - Bangalore Petroleum
Product pipeline of Petronet MHB Limited in the right of user granted to Petronet MHB Limited for laying Mangalore -

Bangalore Petroleum Product pipeline, as per applicable safety standards, and Petronet MHB Limited has consented to the
same;
Now, therefore, in exercise of the powers conferred by sub-section (4) of section 6 of the said Act, the Central Government
hereby directs that the right of user in the said land for laying the pipeline shall jointly vest on the date of publication of this declaration,
in the Petronet MHB Limited (Joint Venture of Hindustan Petroleum Corporation Limited) land for laying the Petroleum Product pipeline
from Mangalore to Bangalore as well as in Hindustan Petroleum Corporation Limited for laying LPG pipeline for initial 241.0 kilometers
upto Solur (Ramnagar District), free from all encumbrances. "

NOTIFICATION

S.O. 2986(E).__Whereas by a notification of the Government of India in the Ministry of Petroleum and Natural Gas
S.O. No. 876(E) dated the 28th March, 2013, issued under sub-section (1) of section 3 of the Petroleum and Minerals Pipelines
(Acquisition of Right of User in Land) Act. 1962 (50 of 1962). (hereinafter referred to as the said Act). published in the Extra Ordinary
Gazette of India dated the Ist April, 2013. the Central Government declared its intention to acquire the right of user in the land specified
in the Schedule appended to that notification for the purpose of laying pipeline for transportation of LPG, through Mangalore Hassan
Mysore Solur Pipeline by Hindustan Petroleum Corporation Limited;
And whereas copies of the said Extra Ordinary Gazette notification were made available to the public up to 23.05.2013:
And whereas the competent authority has under sub-section (I) of section 6 of the said Act submitted report to the Central
Government;
And whereas the Central Government, after considering the said report and on being satisfied that the said land is required for
laying the pipeline, has decided to acquire right of user therein;
Now, therefore, in exercise of the powers conferred by sub-section (I) of section 6 of the said Act, the Central Government
hereby declares that the right of user in the land speci fied in the Schedule appended to this notification is hereby acquired for laying the
pipeline;
And further in exercise of the powers conferred by sub-section (4) of section 6 of the said Act. the Central Government hereby
directs that the right of user in the said land for laying the pipeline shall. instead of vesting in the Central Government vest on the date
of publication of the declaration, in Hindustan Petroleum Corporation Limited free from all encumbrances .
Hindustan Petroleum Corporation Limited shall be exclusively liable for any compensation in terms of Section 10 of the P&MP
Act, 1962. According to section 13, no suit, or other legal proceeding would lie against the Central Government the Competent Authority
or any State Government or Corporation for any matter on relating to the pipeline.

S.O. 3034 (E),- In exercise of the powers conferred by clause (XVI) of section 47 of the Income-tax Act, 1961 (43 of 1961), the
Central Government hereby makes the following Scheme to amend the Reverse Mortgage Scheme, 2008, namely:-

1. (1) This Scheme may be called the Reverse Mortgage (Amendment) Scheme, 2013.
(2) It shall come into force on the date of its publication in the Official Gazette.
2. In the Reverse Mortage Scheme, 2008,-
(1)
in paragraph (2), after clause (a), the following clause shall be inserted, namely:-
"(ab) "annuity sourcing institution" means Life Insurance Corporation of India or any other insurer registered with the
Insurance Regulatory and Development Authority established under sub-section (1) of section 3 of the Insurance
Regulatory and Development Authority Act, 1999 (41 of 1999);";
(2)
in paragraph (3), in sub-paragraph (2), for the word, brackets and number "sub-rule (1)", the word, brackets and
number "Sub-paragraph (1)" shall be substituted;
(3)
for paragraph (5), the following paragraph shall be substituted, namely:-
(4)
"5 Disbursement of loan.- The approved lending institution may disburse the loan,-
(a)
to the reverse mortgagor by any one or more of the following modes, namely:-
(i) periodic payments to be decided mutually between the approved lending institution and the reverse
mortgagor:
(II) lump-sum payment in one or more tranches, to the extent that the aggregate of the amount disbursed as
lump sum payments Does not exceed fifty percent of the total loan amount sanctioned; or
(b)
in part or in full, to annuity sourcing institution for the purposes of periodic payments by way of annuity to the
reverse mortgagor,";
(4) for paragraph (6), the following paragraph shall be subsituted, namely:-
"6. Period of reverse mortgage loan.- the loan under reverse mortgage shall not be granted for a period
exceeding,-
(i)
Twenty years from the date of signing the agreement by the reverse mortgagor and the
approved lending institution, Where the loan is disbursed in accordance with clause (a) of
Paragraph 5;
(ii)
The residual life time of the borrower, where the loan is disbursed in accordance with clause (b)
of Paragraph 5.''

(8) specified in the Table above shall be classified as such by the Central Zoo Authority :
Provided that the Central Zoo Authority may, by order in writing, allow a mini zoo to keep animals of endangered species subject
to the conditions, if any, laid down in that order with regard to the area of the zoo, housing upkeep and healthcare facilities including
deployment of veterinarian and supervisory level staff".

NOTIFICATION
No.13/2013-Service Tax, New Delhi, the 10th September, 2013
G.S.R. 616(E) :- In exercise of the powers conferred by sub-section (1) of Section 93 of the Finance Act, 1994 (32 of 1994), the
Central Government, being satisfied that it is necessary in the public interest so to do, hereby makes the following further amendments
in the notification of the Government of India in the Ministry of Finance (Department of Revenue), No.25/2012-Service Tax, dated the
20th June, 2012, published in the Gazette of India, Extraordinary, part II, Section 3, Sub-section (i), vide G.S.R. 467(E), dated the 20th
June, 2012, namely :-
In the said notification, in the opening paragraph, after entry 9, the following entry shall be inserted namely:-
"9A. Any services provided by.-
(i)the National Skill Development Corporation set up by the Governemnt of India;
(ii)a Sector Skill Council approved by the National Skill Development Corporation;
(iii)an assesment agency approved by the Sector Skill Council or the National Skill Development Corporation;
(iv)a training partner approved by the National Skill Development Corporation or the Sector Skill council
